(spec. sheet for all wall and pole mounted fixtures) insuring that all lighting apparatuses are shielded down, which meets the Section 3.2.4 including Section 3.2.2. 8) Verification of the irrigation system connection points to ensure all landscaping is continuously maintained per Section 3.2.1[J]. 9) All signs will require an additional sign permit outside this comment review. 10)Please note all exterior mechanical devises, meters, et cetera, must be screened. 11)Please revise the vicinity map to reflect the current city limits. The entire site is in the city limits. 12)Additional comments may be forthcoming as some of the various departments and reviewing agencies continue to review this request. 13)City staff will be presenting this project to the City of Fort Collins Planning and Zoning on February 3, 2000 for their recommendations. 14)Although we understand that State Statutes do not require you to resubmit revisions to us, we highly recommend that you do, so that we can work together to make the project satisfy as closely as possible the needs of the City of Fort Collins. The bays shall be established by architectural features such as columns, ribs.or pilasters, piers and fenestration pattern. The proposed design does not satisfy the requirement on the north, east, and west facades. • It appears that the proposed design is proposing inferior materials to the rest of the building on the south fagade. This section of the code prohibits use of inferior materials for side and rear facades, and specifies that all sides of the building shall include materials and design characteristics consistent with those on the front. The north, east and west facades should more resemble the south fagade in material treatment and articulation. i) Section 3.5.3(D)(6) specifies that all facades shall have a recognizable "base," and "top" treatments. A "base" treatment consists of (but is not limited to): thicker walls, ledges or sills; integrally textured materials such as stone or other masonry; integrally colored and patterned materials such as smooth -finished stone or tile; lighter or darker colored materials, mullions or panels; or planters. A "top" treatment consists of (but is not limited to): cornice treatments, other than just colored "stripes" or "bands," with integrally textured materials such as stone or other masonry or differently colored materials; sloping roof with overhangs and brackets; stepped parapets. All facades as proposed fall short of this ~ requirement. j) Please indicate all building dimensions, including doors, windows, etcetera, on the building elevations. 4) Per Land Use Code (LUC) Section 3.8.13(C)(2) and (3) requires that wireless telecommunication facilities and equipment be consistent with the architectural style of the surrounding architectural environment considering exterior materials, roof form, scale, mass, color, texture and character. If such facility is an accessory use to an existing use, the facility shall be constructed out of materials that are equal to or better than the materials of the principal use. 5) Per LUC Section 3.8.13(C)(8) please submit all proposed color(s) to verify that all wireless telecommunication facilities and equipment are painted to match as closely as possible the color and texture of the wall, building or surrounding built environment. Muted colors, earth tones and subdued colors are to be used. 6) Please show the location of all transformers on the revised Site and Landscape Plans. They must be located no more than 10 feet from a paved surface and must be screened from view. 4 building entrance(s) to the street sidewalk... without requiring pedestrians to walk across parking lots or driveways, around buildings, or follow parking lot outlines which are not aligned to a logical route." It has not been shown to be infeasible for the primary fagade and entry to face the adjacent street. Please revise the building so that the entrance and primary fagade faces the street, or justify why such an alignment is infeasible. The connecting walkway shown does not provide a direct connection to the street, but rather takes the pedestrian out of the way to the south in order to reach the street sidewalk. b) You have not specified the opacity of the glass you are proposing. Section 3.5.1(F) of the LUC specifies that clear glass (reflectivity or opacity of less than 60%) shall be used for commercial storefront display windows and doors. Please specify. c) Section 3.5.1(17)(3)(c) requires that windows must be placed to visually establish human scale and proportion and must be individually defined with detail elements such as frames, sills and lintels. Pedestrian scale/human scale is defined in Section 5 of the code as "the proportional relationship between the dimensions of a building or building element, street, outdoor space or streetscape element and the average dimensions of the human body, taking into account the perceptions and walking speed of a typical pedestrian. It appears that the window types and placements that you have proposed do not meet these requirements. Please revise the placement and detail elements of the proposed windows to satisfy this requirement. d) Please indicate all building colors (stone, bricks, etcetera) on the Building Elevations in accordance with Section 3.5.1(G) of the Land Use Code. e) Section 3.5.1(J)(2) requires that any wall mounted utility meters and rooftop or ground mounted mechanical equipment shall allow the architectural design to be continuous. These functions must be screened from view from adjacent properties and public streets by materials that are not inferior to the principal materials of the building and landscape. Please specify where the utility meters and mechanical equipment will be located, and show proper screening measures. Rooftop mechanical must be hidden from view by a parapet. f) Section 3.5.3(C) of the LUC requires that all facades of your building cannot exceed a height: width ratio or 1:3 without substantial variation in massing that includes a change in height and a projecting or recessed element. The change in mass that is required shall be part of the integral structure of the building and not merely_ a tacked -on cosmetic effect. Your building as proposed is in serious violation of this standard particularly on the south elevation. Please revise the design to satisfy this requirement. g) Please indicate all building dimensions, including doors, windows, etcetera, on building elevations. 3 b) After revising "the site/landscape, please make sure the minimum species diversity is provided in accordance with Section 3.2.1(D)(3) of the Land Use Code, which limits the percentage of any one species of tree based on the total number of trees specified. c) "Please revise your site/landscape plans to comply with LUC Section 3.2.1(E) which requires parking lots to be.screened from adjacent uses and from the street. This section of the LUC specifies that screening from the street and adjacent uses shall consist of a wall, fence, planter, earthen berm, plant material or a combination of such elements, each of which shall have a minimum height of 30 inches, and shall extend a minimum of 70% if the length that the parking lot abuts either the street or the adjacent use. d) Please follow the site distance requirement of Section 3.2.1(L) if the LUC, which requires that a visual clearance triangle be free of any structures or landscape elements over 24 inches in height (except deciduous trees with branches no lower than 6 feet from grade, or open designed fences 42 inches or shorter) and shall be maintained at street intersections and driveways according to city street standards. e) Per Section 3.2.2(M) and Section 3.2.1(E)(5) requires at least six (6) percent of the interior space of any parking lot be devoted to interior parking landscaping. The actual interior parking lot landscaping percentages have not. been shown, and do not appear to meet this standard. f) 3.2.1(E)(5)(a) requires that connecting walkways through parking lots shall have one (1) canopy shade tree per forty (40) lineal feet of -walkways planted in a landscape strip within five (5) feet of such walkway. Please revise the walkway in the parking lot to satisfy this requirement. g) According to Section 3.2.2(C)(3) site amenities such as benches, bike racks, et cetera should be provided. Please show site amenities. i) " Please submit verification as to the intent of the area referenced as future parking expansion. All such areas not within the scope of this review will require additional review by the City of Fort Collins to insure compliance with the Land Use Code and all other City standards at such time of development. 4) The following comments apply to the architectural design of the building: a) Per Section 3.5.1(D) of the LUC, to the maximum extent feasible, primary facades and entries shall face the adjacent street. If facing a street is not feasible, at a minimum, a main entrance shall face a connecting walkway with a direct pedestrian connection to the street. "Maximum extent feasible" is defined in Article 5 of the LUC as "no feasible and prudent alternative exists, and all possible efforts to comply with the regulation or minimize harm or adverse impacts have been undertaken." Please note that staff reviewed your plans and the Planning Division mailed a request for comments to several public agencies and departments. The following lists the agencies and departments that responded and the substance of their comments: A. Street Oversizing, Light & Power, Engineering, Stormwater, Engineering Pavement, Transportation Planning, Water/Wastewater: 1) Please see the attached comment sheets. B. Current Planning Department: 1) Please delineate all property line setbacks, Midpoint Drive right-of-way width and improvements, private drive widths, and sidewalk widths on all plans. 2) Please revise the plan sets to include building envelope/footprint dimensions and distance to nearest property lines. 3) The following comments apply to the Site/Landscape Plan: a) Per LUC Section 3.2.1(E)(4)(a) parking lot perimeter landscaping specifies that trees be provided at a ratio of one (1) tree per twenty-five (25) lineal feet along a public street. Per LUC Section 3.2.1(D)(2) street trees shall be placed at thirty- foot to forty -foot spacing intervals in the center of all parkway areas. The trees shall be placed at least eight (8) feet away from the edges of driveways and alleys, and forty feet (shade trees)/fifteen feet (ornamental trees) (LUC 3.2.1(K)) from any street light. 281 North College Avenue • P.O.
