9. Peter Barnes of the Zoning Department stated that he has no comments or concerns
regarding this annexation and zoning request.
10. Basil Hamdan of the Stormwater Utility stated that the southwest corner of the property
is in the current Poudre River floodway. The remaining part of the property is completely
within the Poudre River floodplain. The City of Fort Collins is currently enacting
floodplain & floodway regulations that can significantly impact the development
potential of the property, as well as the regulations used to administer development
within the Poudre River floodplain & floodway. Please contact Marsha Hilmes-Robinson,
the City of Fort Collins Floodplain Regulator, for additional information. She can be
reached at 224-6036.
11. Mark Jackson of the Transportation Planning Department stated that he has no real
concerns and offered the following comments for the applicant's benefit:
a. The City of Fort Collins, Larimer County, and CDOT-4 have just completed the -
Access Management Plan for the Mulberry/State Highway 14 area. He does not
think that this area will be affected, but thought it might be interesting for the
applicant to know how Mulberry and Timberline are impacted. Please contact
Kathleen Reavis of Transportation Planning, at 224-6140, for more information.
b. The City Parks & Recreation Policy Master Plan shows a proposed on -street trail
link in the vicinity of Timberline in this area.
C. The following roadways are shown on the City Master Street Plan:
- Mulberry/State Highway 14: Major arterial (6 lane)
Timberline: Future 6-lane major arterial (beyond 2015)
South Summitview: Collector
12. Jim Slagle of Public Service Company of Colorado stated that any rerouting of existing
PSC facilities caused by this annexation or future development will be at the,
owner's/developer's expense.
This completes staff comments at this time. It appears that no revisions to the annexation plat and
petition are necessary. The tentative schedule for the public hearings for this annexation and
zoning request is as follows:

Dear Phil,
Staff has reviewed the Riverbend Third Annexation and Zoning documentation (including
the plat and petition) that was submitted to the City on April 12, 2000, and would like to offer
the following comments:
The Police Department has no comments or concerns regarding this annexation and
zoning request.
2. Roger Buffington of the Water/Wastewater Department stated that he has no
comments or concerns regarding this annexation and zoning request.
3. Ellen Switzer of the Light & Power Department stated that this area is currently served
electric service by Poudre Valley Rural Electric Association (PVREA). Service Rights
Fees will apply to all electric customers following the transfer of electric service from
PVREA to the City of Fort Collins Utilities. Please see the attached letter to the property
owners.
4. Dave Stringer of the Engineering Department stated that he has no comments or
concerns regarding this annexation and zoning request.
5. The Mapping/Drafting Department stated that the boundary on this annexation plat
closes and the plat matches the legal description.
6. The City Attorney's Office stated that the annexation and zoning petition looks fine.
7. The Advance Planning Department and Historic Preservation Planners stated that
they have no comments or concerns regarding this annexation and zoning request.
8. Craig Foreman of the Parks Planning Department stated that he has no comments or
concerns regarding this annexation and zoning request.
