The location proposed for electric and gas is not the usual location. Has gas and electric approved theses locations? Perhaps electric and gas need to have a sign off area on this plan. Topic: Plat 51 Is all the area outside of the building envelope a dedicated utility easement? Clearly define all utility easements. All curb stops, water/sewer mains, fire hydrants must be located within a utility easement or public right of way. Topic: Utility Plans 49 Maintain 5 feet minimum of separation between fire hydrant and proposed trash enclosure. 50 Maintain 10 feet of separation between thrust blocks and all other underground utilities. Department: Technical Services Topic: Plat 52 Plat boundary closes Issue Contact: J.R. Wilson 53 The "boundary" of building envelope #4 should be a solid line like the other B.E. lines. Department: Zoning Issue Contact: Peter Barnes Topic: landscaping 43 REPEAT, REPEAT COMMENT). The applicant's February 4, 2002 response letter indicated that they have addressed Zoning's comment #1 regarding adding wording to the Landscape Assurances note. The wording requested to be added was "Prior to issuance of a certificate of occupancy, all landscaping" etc. The letter stated that the note has been changed to reflect this wording, but it hasn't. The wording is still the same as it was on the plan dated 7-31-01. Page 3 (2i20) Sheet 5 still has issues regarding clarity. There are portions of the plan that are unreadable and would not scan well with the Engineering Department's attempts to scan approved documents. 39 The plans now show stormwater ADS pipe (previously RCP) in right-of-way to be dedicated. ADS is not allowed in right-of-way, is there a reason for this change? 40 Show the stationing on Sheet 4 for the reference street profile. 41 The retaining walls along the south do not appear to be constructable without encroaching onto the property on the south. The detail of the retaining wall on Sheet 13 shows a footer that would encroach onto the property to the south based upon the cross sections shown on Sheet 7. A letter of intent would be required from the property owner to the south prior to a hearing with the actual easement subsequently required. Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage 44 Due to the pump not releasing flow at the 2-year historic rate, the detention volume required and determined by the FAA mehtod is not accurate due to no release rate until 69.83 feet in elevation. The pump has to have the capability to pump at .79 cfs, Please call Wes Lamarque at 416-2418 to discuss further, 45 The stage -storage -release rating curve for the detention pond does not match the stage -storage curves, Please revise, Topic: Grading 46 Please enlarge grading plan to fill whole page. The sheet is very hard to read. 47 Please use outfall curb chase detail instead of the metal grate inflow sidewalk chase detail. This is a concrete structure without the metal grate. 48 Please see other redlined comments in the plans and report. As soon as these minor issues are resolved, the PDP will be scheduled for an Administrative Public Hearing: ISSUES: Department: Engineering Issue Contact: Marc Virata Topic: General 37 Revise the year for all documents to 2002. Topic: Plat 32 Remove "Subdivision" from the Plat title (or add "P.D.P." to the title). 33 The name(s) of the lienholder(s) should be listed on the plat. 34 On the plat, remove the revisions listed on the revision sheet when a mylar copy is submitted. 35 Note #4 on the plat is no longer needed with the addition of Note #7. 36 Please ensure that the emergency access easement shown on the plat is extended through the utility easement to the Pennsylvania Street right-of-way. 38 It should be verified that City Light and Power needs to sign off on the plat and if so, who at Light and Power (or is the City Manager's signature required?) Topic: Utility Plans 10 The plan set shows unreadable contours. It would still be preferred if the utility plan drawings were enlarged to a 30 or 20 scale. Page 1
