Mulberry/Riverside intersection. This planned path is to be located along the
northeastern side of the Burlington Northern right-of-way along this stretch. It is
intended to go next to the railroad right of way, but not in the right of way. This means
that this P.D.P. must provide the 8 foot wide trail for the on -site portion of this trail
along the southern portion of this property.
h. Please refer to the redlined site plan from Transportation Planning. There is a
reconfiguration required for your proposed southerly sidewalk which is diagrammed on
this drawing. The path must be built (8 feet wide) between Lemay and where your on -
site sidewalk intersects. The portion of the path continuing on to meet Hoffman Mill
Road does not have to be built, but can be escrowed at this time, but must be identified
as a public access easement on the plat. Additional space is needed along the southern
property line for this trail. The parking lot needs to be slightly reconfigured to give
adequate space for this trail.
i. The Stormwater Department has indicated that they will need another round of review,
therefore, please address all the outstanding comments from all departments upon
resubmittal. Perhaps the best way to ensure that the Stormwater comments are
adequately addressed is to have a meeting between you, myself, Stewart Engineering,
Marc Virata from the Engineering Department, and Basil from the Stormwater
Department so that you and Dick Rutherford can realistically come up with a time frame
within which the comments can all be addressed. You may want to work backwards from
the anticipated move -in date to come up with some deadlines that Stewart Engineering
needs to commit to. Be sure to figure some unexpected cushions of delay into the time
table for safety. Let me know when your move in date is, and I will do everything I can
to work toward us meeting that date.
j. We recommend that you address these comments and resubmit as soon as possible,
however, section 2.2.11 of the Land Use Code requires that an applicant submit revisions
based on this letter within 90 days or the project application becomes null and void.
Your response to the City's concerns is due by April 10, 2001. A 30 day extension to
this deadline is available. All requests for an extension should be directed to the
Current Planning Director at least 2 days prior to the project expiration date above. If
remaining issues are those that do not require plan revisions, a status report verifying
continuing efforts toward resolving the issues is required within the some timeline.

Staff has reviewed your proposal for the General Care Health Services, Project
Development Plan, and we offer the following comments:
a. Please see the attached comment sheets and/or attached redlined plans from
Engineering, Stormwater, Transportation Planning, Transfort, Water/Wastewater,
Poudre Fire Authority, Forestry, Natural Resources, AT&T, Zoning, Light and Power.
b. The signature blocks on the plat have 2000 as the date. Please change these all to
2001.
c. The reason Hoffman Mill Road right-of-way was straightened out along the southeast
corner of the site is not for a possible straight connection across the railroad tracks,
but rather the Engineering Department has indicated that a likely scenario would be
that Hoffman Mill Road will have a T intersection there rather than a curve.
d. I have discussed the need for the modification to section 3.5.3(B)(2)(b) of the LUC with
senior planning staff upon reassignment of the project to me. Upon further review of
this issue, Current Planning staff finds that the project does in fact meet this standard
as proposed, without a modifiction, due to the fact that the build -to line is addressed
along 2 of the 3 streets adjacent to the property.
e. You have provided the information on glass opacity in the response letter, but we need
that information on the elevations. State on the elevation drawing the opacity of the
glass for the windows.
f. Comment #16 from the September 11, 2000 comment letter from Ron Fuchs has not
been adequately addressed. The response letter from Cityscape states that a
"screened dashed line" has been added to the plans to define the parking lot area.
What is a "screened dashed line"? I don't see any line on either the site or landscape
plans defining the parking lot area. Please show a diagram of the parking lot and the
landscaped areas that clearly labels the square footage for both.
g. Section 3.6.2(J)(5) of the LUC states, "pedestrian and bicycle paths shall be provided to
accommodate safe and convenient pedestrian and bicycle movement throughout the
subdivision and to and from existing and future adjacent neighborhoods and other
development; all such pedestrian and bicycle paths shall be constructed in conformity
with the 'Design and Construction Criteria, Standards and Specifications for Streets,
,Streetscapes, Sidewalks, Alleys and Other Public Ways'as adopted by the City Council
by ordinance or resolution." There is a Capital Improvement Project planned to provide
a bicycle/pedestrian path from the Prospect/Timberline intersection to the
