i) All exterior building materials and proposed colors are noted and have
been selected to provide muted earth -toned colors that are
complementary to the existing nearby structure located within the
immediate neighborhood. Samples of exterior building materials will be
forwarded for you review and approval, as required.
j) All major vertical elevations have been noted on the exterior building
elevations.
k) Minimum species diversity has been provided on the revised Landscape
Plan prepared by Daman Holland of CityScape Urban Design.
22) The transformer location is shown. Refer also to comment 21(g) above.
23) Refer to comment 21(g) above.
24) We have received no comments from any of these departments relative
to our initial submittal which would indicate any existing problem areas or
conflicts that need to be further resolved. Any applicable comments from
these departments have been addressed with the resubmittal of the civil
engineering planset.
25) Certification blocks have been revised to be consistent with language
required by the Development Manual.
26) All redlined plans from our initial review have been returned with this
resubmittal.
Given the need to appear before the Planning and Zoning Commission for approval of
the enclosed Modification Request, it would be our preference to have the P & Z
Commission hold the public hearing for final approval of the Project Development Plan.
We believe this would provide a quicker approval timeframe than a separate public
hearing in front of the hearing officer. Please confirm this request and provide a
schedule for the anticipated hearing date.

entry with Poudre River Drive. This design element has been established
to conform with exception number one under LUC Section 3.5.3.B.2.d.
The parking lot location satisfies the sideyard placement requirement of
LUC Section 4.16.D.3.a.2., with respect to the major arterial street.
c) A Modification Request has been submitted for the build -to -line
requirement along Hoffman Mill Road. As you are aware, we spent
several weeks in negotiation with City staff from the Engineering and
Streets departments in consideration of Hoffman Mill Road becoming a
private drive. It was concluded that this road should remain a public right-
of-way.
d) All four exterior elevations of this structure contain some form of variation
in massing along each fagade. Along each elevation there are offsets in
the plane of the exterior wall as well as offsets along the roof planes.
These changes in elevation are related to organization of interior spaces
and activities. A Floor Plan has been included with the resubmittal for
your review and the Building Elevations have been more graphically
detailed to depict the variations in massing. No exterior wall plane or roof
plane on this structure extends for more than 40 feet without some form
of visual offset.
e) All exterior glazing will be clear high-performance low -emissivity glazing
with reflectivity or opacity of approximately 20% to 25%.
f) All window units are individually defined as required. Higher awning type
units, which occur at exam room locations, are framed with a continuous
horizontal brick soldier course above and below the window units. At
general office, reception room and physical therapy locations, deeper
casement window units have been added below the lower brick soldier
course which extend to the "building base" defined by the 8" X 8"
patterned concrete masonry units and the continuous horizontal buff
sandstone band. The larger window areas generally are located closer to
exterior corners of the building and relate to offsets in the exterior wall
planes as discussed above.
g) The transformer location has been indicated on the Site Plan and
Landscape Plan and is appropriately screened with landscape plantings
as required. All electrical service and entrance panels are proposed to be
located within the unfinished basement area. Exterior air conditioning
condenser units will be screened with landscape plantings or a X-4" high
masonry wall with a stone cap identical to the materials used to form the
"building base" element. These screen walls have been added to the Site
Plan and Building Elevations. All other mechanical units are located
internally or on the flat roofed portion of the building which is completely
screened by the perimeter sloped roofs.
h) Cut sheets have been provided for the proposed exterior pole lighting at
the parking lot. A total of three (3) fixtures are proposed and shown on
the Site Plan. Each fixture shall be an 18 foot tall bronze anodized pole
set on top of a 30 inch high concrete base pier. Each pole will have a
single fixture head with a 400 watt high pressure sodium lamp. Fixture
heads will be down -directional cut-off luminare so that there will be no
spill -over illumination or glare on adjacent properties. This lighting will
provide a general illumination of one footcandle of light within the parking
areas with no more than 8 footcandles of light directly beneath each
fixture. An elevation and notes describing these fixtures have been
added to the Building Elevations Sheet 3 of 3.
All exterior building mounted lighting will consist of recessed can fixtures
located within the roof soffits at overhangs, covered patio and entry

PDP Resubmittal (Current Planning File #22-00)
Dear Ron:
We are in receipt of your redlined comments and letter of plan review dated September
11, 2000 in regard to the above referenced project. We have made appropriate
revisions and modifications and are resubmitting the Project Development Plan at this
time for your further review and approval. The numbered responses below correspond
with the same numbered comments in your letter of plan review dated September 11,
2000:
1) This project has been resubmitted prior to the December 9, 2000
application deadline.
2) An overall site plan has been included with this resubmittal which includes
all land and improvements within 500 feet of the subject property. Refer to
Overall Site Plan Sheet 1 of 1.
3) The surrounding and abutting streets have been labeled, as requested.
4) Plan sheets have been relabeled, as requested.
5) There are no off-street easements or rights -of -way necessary in
conjunction with the completion of this project.
6) The land use data table on the site plan has been revised to reflect recent
revisions to the property boundary. The data on the Site Plan
corresponds with the boundary information shown on the Final Plat.
7) All permanent and temporary drainage courses and structures have been
depicted in the planset.
8) Existing street improvements have been revised to accurately reflect
existing conditions.
9) Site distance triangles (LUC 3.2.11) have been added to the Site Plan
and are also shown of the Landscape Plan.
10) thru 19) These review comments, which concern the Landscape Plan, will
be addressed in a separate letter of response from Daman
Holland of Cityscape Urban Design.
20) Concrete walkways within the site have been widened to provide for a
minimum width of six feet. A pedestrian link from the building entrance
east across the parking lot to Hoffman Mill Road has been added to the
plans.
21 a) Trash enclosure elevations have been added to the Building Elevations
Sheet 3 of 3. The landscape plan denotes the required landscape
screening of the enclosure area.
b) The proposed building satisfies the build -to line requirement along Lemay
Avenue. The Site Plan and Landscape Plan depict development of an
appropriately sized outdoor plaza or patio area connecting the building
