A bicycle rack has also been provided near the employee entrance at the south end of the proposed building. Parking lot lighting has been accomplished with three freestanding pole fixtures. Each fixture shall be a 20 foot tall bronze anodized pole set on top of a 30 inch high concrete pier. Each pole will have a single fixture head with a 400 watt HID metal halide lamp. Fixture heads will be down directional cut-off luminare so that there will be no illumination or glare on adjacent properties. This lighting will provide a general illumination of one footcandle of light within the parking areas with no more than 8 footcandles of light directly beneath each fixture. This lighting plan is consistent with lighting plan at the Internal Medicine Clinic located to the north of this site. The building elevations feature. a combination of concrete block and brick masonry materials. The base of the building is an integral color buff -colored split -face concrete block with a single mortar groove to form an 8" x 8" unit pattern. The remainder of the masonry fagade will be a red toned face brick veneer with two soldier courses framing the awning windows in the upper portion of the wall. A continuous stone sill of Masonville Buff Sandstone will separate the concrete block and brick wall areas. The roof areas will feature a 6/12 sloped hip roof design which will be finished with either a light -weight concrete file (flat profile) or 30-year high definition fiberglass composition shingles in a brown earth tone color. The sloped roof will conceal a central flat roofed area with a parapet height of approximately 4'-6'" to screen all roof mounted mechanical equipment from view. The waiting room, general office areas and physical therapy areas of the building will feature larger, full -depth window areas while exam rooms and other treatment areas will feature smaller awning style windows beneath the roof overhang. All windows are proposed with divided muntins to add visual interest and a warm residential character to the building elevations. The maximum height of the single story building will be 24 feet. The construction of this facility is proposed to begin in the fall of this year with completion of all construction work and building occupancy to occur by August of 2001. To the best of our knowledge and belief, "City Plan" policies and principals for non-residential buildings within the CCR zone district and all applicable general development standards are achieved by this plan with respect to: Landscape buffering and screening Parking lot landscaping (perimeter and interior) Access, parking and circulation Site lighting and Mixed -use building standards GENERALCARE HEALTH SERVICES,INC. PROJECT DEVELOPMENT PLAN SUBMITTAL JULY 319 2000 STATEMENT OF PLANNING OBJECTIVES: GeneralCare Medical Services, Inc. is proposing to develop an 8,600 square foot medical care clinic which will be located on a 1 Y2 acre site east of Lemay Avenue, south of Poudre River Drive, west of Hoffman Mill Road, and north of the Burlington Northern Railroad tracks. The property is located within the CCR (Community Commercial-Poudre River District) zone district. The existing GeneralCare clinic has been in operation in a 4,000 S.F. leased facility at 1025 Pennock Place for the past 9 years. The clinic provides primary care and urgent care medical services with an emphasis on occupational medicine. This business employs a total of approximately 15 people with a staff of 6 to 8 employees (including 2 medical doctors) present at any given time. The clinic will be open seven days per week during the following times: Monday thru Friday 8:00 AM to 7:00 PM Saturday 9:00 AM to 5:00 PM Sunday 1:00 PM to 5:00 PM The proposed clinic building is located in the northwest portion of the site with parking areas located to the east and south of the building. The southernmost portion of the parking lot is intended for the medical staff/employee parking area. The placement of the building satisfies the "build -to -line" requirement along Lemay Avenue. The building is set back approximately 25 feet from the Poudre River Drive R.O.W. line, however, a pedestrian plaza or connecting walkway has been developed along this frontage to provide an exception to the build -to line standard and provide for pedestrian access to the clinic without crossing vehicular driveway or parking areas. A similar pedestrian walkway has been established at the south side of the clinic with a connection to the existing 7 foot wide attached sidewalk at Lemay Avenue. To the extent practical at this site, parking areas have been located behind the proposed building in the areas of least visibility from the arterial roadways. Intensive landscape screening or bufferyards have been proposed between the parking areas and Hoffman Mill Road to the east and the railroad tracks to the south. Parking standards for this use provide for a maximum of 39 off-street parking spaces. 37 parking spaces have been provided which include two handicapped
