Please clarify the elevations with regard to this issue. g. You may want to set up a meeting with me to discuss the fagade treatments regarding articulations, color, materials, base treatment etc. h. Section 3.2.2(C)(7) requires you to provide pedestrian connections to off - site pedestrian destinations. Please show how the pedestrian connections tie into the sidewalk network across the drive aisle from this property on the site plan. Please reduce the scale of the site plan to allow space to show these off -site destinations. i. The site plan needs more information please add dimensions to every element of the site plan. Please see the attached sheet from our PDP submittal requirements regarding what information is required on a site plan. j. Please refer to the Current Planning redlines for detailed comments. k. Please resubmit the following numbers of copies of the following documents: • 9 - revised site plans, • 9 - revised plats, • 4 - revised elevations, • 8 - revised landscape plans, - • 4 - revised utility plan sets, • 1 - revised drainage report, • all - redlined plans and reports. Sections 3.5.3(D)(2)(a)(1) and 3.5.3(D)(3) of the Land Use Code require facade articulation along the north and west facades. There are a few key issues that still need to be worked out with regard to the articulations on these two facades: • The elevations do not read clearly with regard to which color of masonry is located where. The graphic representation of these two shades is similar enough so that the difference is not visable on the plans. The color differences are not labeled adequately to understand what color goes where. • The required base treatment can be provided by a different color of masonry at the bottom of the walls, but it is not clear where the color actually changes. You may have satisfied the base treatment, but the elevations do not read well enough to determine whether or not the requirement is satisfied. • Section 3.5.3(A) of the LUC requires that the building be designed to "promote the design of an urban environment that is - built to human scale to encourage attractive street fronts and other connecting walkways that accommodate pedestrians as the first priority." There is street frontage along the west fagade and connecting walkway frontage along the north fagade. You sent me a fax on 9/5/2000 regarding display cases with photo images. The display you propose could be used as an articulation element as required on the west and north facades. The display area will be considered a sign, and the building signage must stay within the square footage limitations for signage. The square footage of signage allowed for this building will be the same number as the lineal street frontage the property has with Mason Street, which is identified on the plat as 183 feet. Please clarify exactly where on the north and west facades you will have articulation elements, and exactly what those elements will be. e. I have included some pictures of the Boulder Soundtrack store. This design sucessfully articulates the facades and is built to a human scale. You may want to incorporate some of the elements from the Boulder design into your fagade articulation of the west and north facades. Note that the Boulder store has both photographic display cases and artistic renderings as fagade articulation elements. f. I have included some pictures of the existing Fort Collins Soundtrack store. Make sure that the building materials and colors that you propose match the building materials and colors of the existing soundtrack store. It is not clear on the elevations which material or color is to be used. Please refer to W 2 Commui. Please see the attached comment sheets and/or redlined items from these departments. 2. Current Planning: a. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this letter within 90 days or the project application becomes null and void. Your response to the City's concerns is due by December 11, 2000. A 30 day extension to this deadline is available. All requests for an extension should be directed to the Current Planning Director. If remaining issues are those that do not require plan revisions, a status report verifying continuing efforts toward resolving the issues is required within the same timeline. b. Please call Ginger Dodge or Voneen Macklin at (970) 221-6750 to schedule an appointment to resubmit your revised plans when ready. c. The color sample that you provided of the roof color shows two shades of blue. One is labeled, "closer to existing 'faded'," and the other is labeled "when new." The color sample labeled "when new" is an unacceptable shade.
