Yours ruly, Troy Jones City Planner g. The Existing Conditions Map and the lighting plan are stand alone drawings that are fine to be labeled as sheet 1 of 1. h. Section 3.2.1(D)(1)(c) of the LUC requires "full tree stocking" in all landscaped areas within 50 feet of all buildings, and all high -use and high - visibility sides of buildings must have enough landscape areas provided to allow full tree stocking to occur. Your proposed landscape plan does not satisfy this standard. Please see the reclined landscape plan from Current Planing and feel free to call me if you need further clarification on this issue. i. I need a color sample of the blue to be used on the roof. We may need to discuss in greater detail the appropriateness of this color. j. Take the signage off the elevations drawings. The signage is not reviewed as part of development review. We have a separate sign permit process. k. Sections 3.5.3(D)(2)(a)(1) and 3.5.3(D)(3) of the Land Use Code require fagade articulation along the north and west facades. As proposed, these standards do not seem to be satisfied. I. Sections 3.5.1(D) and 3.5.3(B)(1) of the LUC require a main entrance to face and open directly onto a connecting walkway. The sidewalk along the north side of the building qualifies as a connecting walkway. Please refer to the definition of "connecting walkway" in Article 5 of the LUC. m. Section 3.2.2(C)(7) requires you to provide pedestrian connections to off -site pedestrian destinations. You have not shown any off -site pedestrian improvements to allow this site to link to the existing soundtrack. I recommend a meeting be arranged to discuss this issue. I should be at the meeting as well as Mark Jackson from Transportation Planning and Clark Mapes from Advance Planning. n. Section 3.2.1(E)(5) of the LUC requires that at least 6% of the interior space of the parking lot consist of landscaped areas. Please compute the area of the parking lot and the landscaped areas within that parking lot and include the information in the next submittal. Please refer to the redlined landscape plan for clarification on what is considered the interior space of the parking lot. o. An additional canopy street tree is required along Mason Street. See the redlined landscape plan for more info. p. Section 3.2.1(D)(1)(c) of the LUC requires "full tree stocking" in all landscaped areas within 50 feet of the building. Additional trees N a. Please see the attached comment sheet from the Zoning Department. 12. Engineering Pavement, Building Inspection, Forestry, Poudre Fire Authority, Police, Right -of -Way Planning, US West: a. I have not received any comments from these departments. If and when I do, I will forward them to you. 13. Current Planning: a. Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this letter within 90 days or the project application becomes null and void. Your response to the City's concerns is due by August 8, 2000. A 30 day extension to this deadline is available. All requests for an extension should be directed to the Current Planning Director. If remaining issues are those that do not require plan revisions, a -- status report verifying continuing efforts toward resolving the issues is required within the same timeline. b. Please call Ginger Dodge or Voneen Macklin at (970) 221-6750 to schedule an appointment to resubmit your revised plans when ready. c. If, after staff reviews your re -submittal, it is determined that the design is at least 90% finalized, we will be able to schedule the project for hearing, if there are still substantial outstanding issues there will be another request for revisions. d. I'd like to clarify the Zoning comment #6 and add to it. You have submitted two drawings that are very similar. One is labeled "Context Diagram," and the other is labeled "Existing Conditions Map." Do not re -label the context diagram to "site plan" as suggested in Zoning comment #6. It sounds like the Zoning Department must not have received a site plan, therefore there was a bit of confusion, however the information on the "Existing Conditions Map" will suffice for the required context diagram, so don't provide both. e. On the context diagram, you have labeled a dark arrow between the proposed building and the existing Soundtrack. This arrow does not show us how the design will be providing this pedestrian link. Please show a detail of this area showing the design of this pedestrian link. If changes are made to the existing Soundtrack site, they will need to be processed as a minor amendment. f. The site plan, landscape plan and elevations should be labeled as drawings 1 of 3, 2 of 3, and 3 of 3. e b. The meter pit is to be located one foot inside the utility easement in a landscaped area. c. Trees and landscaping are not allowed within 10 feet of District facilities. d. The District's standard approval is required. The drawings are to be approved and a pre -construction meeting is to be coordinated with the District prior to construction. e. Contact Terry W. Traffic Operations: a. Are the daily trip values in the traffic study what is also expected for the weekends? 7. AT&T Digital Cable: a. AT&T Cable Services would like to see the 14 foot utility easement along South Mason Street to continue along Mason Street in lot 1. 8. Light and Power: a. A transformer Location will need to be coordinated, otherwise plan looks O.K. 9. Public Service Company - New Century Energies (gas service): a. Any reroute of existing PSC facilities will be at the developer's expense. b. There needs to be a 14-foot wide utility easement adjacent to South Mason for the extension of utilities along Mason. c. There is an existing transit stop located off -site on Harmony at Mason & College near Pizza Hut. 3. Street Oversizing: a. Street Oversizing Fee is estimated to be $12,410.88 based on TIS submitted. b. All arterial improvements are complete in the area. c. Would the developer be willing to accommodate an additional right turn lane, eastbound Harmony to southbound College, in the site design? 4.
