specifics for the C — Commercial zoning district from Section 4.17, and all of the
General Provisions from Section 3. The land use code can be, referenced on line

The building's main entrance must. face directly onto. a. sidewalk that connects
directly to a street sidewalk.

4. Water & Wastewater Utility:
a. Fort Collins Loveland Water District and South Fort Collins Sanitation District
provide water/wastewater in this area..
5. Natural Resources:
a. Trash enclosures should accommodate recycling containers of sufficient size to
accommodate the type of recycling appropriate for the building use (office paper
cans, plastics, etc.), and dumpsters must be enclosed within a fenced or walled
area.
b. We ask that a single trash Hauler be used to minimize traffic impacts.
c. Native grasses and plant materials should be used wherever appropriate, and
bluegrasses should be minimized.
d. If construction lasts for more than 6 months, you will have to file a permit for
fugitive dust control with Larimer County.
e. You must provide adequate bicycle and pedestrian connections to and from the
site.
6. Fire Department:
a. The access to this site appears to be OK:
b. Address, must be visible from he street using a minimum 6 numerals on a
contrasting background.
c. You have the option to fire contain or fire sprinkler the buildings. Buildings with
fire containment must section off the buildings in 5000 s.f. (or smaller) chunks.
d. A fire hydrant must be within 300' of the building (measured as a hose would lay)
with a capacity of 1500 g.p.m @ 20 p.s.i.
7. Light and Power:
a. Power is available in Mason.
b. Coordinate with Light and Power your transformer locations.
c. Normal development charges apply.
8. Transportation:
a. The update Transportation Impact Study must address all modes of transportation
including automobiles, bicycles, pedestrians, and transit.
b. The site plan must include direct, continuous walkways.
9. Advance Planning:
a. Direct pedestrian connections must be made from Harmony Road to the building,
from the main building to this building.
b. Bumper overhangs not recommended over sidewalks.Your new layout is a very
good response to the layout comments that were made from last time..

COMMENTS:'
1. Zoning Department:
a. The property is zoned C - Commercial.
b. This type of land use on this proposed site would be reviewed using a type 1
review.
c. You are permitted a maximum of 20 parking spaces, at least one of which must be
handicap.
d. At least one rack of bicycle parking must be provided near the front door of this
building.
e. A separate trash enclosure must be provided to serve this building.
f. At least 6% of the interior area of your parking lot must consist of landscaped
areas.
g. If the existing trees along South Mason are not spaced adequately, you will. be
required to add some street trees. For the street frontage adjacent to a building,
the trees must be spaced at least every. 40 feet. For the street frontage adjacent to
a parking lot, street trees must be spaced every 25 feet.
h. This building will be required to have a landscape strip at least 5 feet wide
adjacent to at least 50% of the exterior, building walls.
2.--Stormwater-Utility Department:
a. This site is in the McClellands/Mail Creek basin where the new development fee
is $3,71.7/acre which is subject to the runoff coefficient reduction. The. site is in
inventory grid #8Q.
b. The standard drainage and erosion control.reports and plans are required and they
must be prepared by a professional engineer registered in Colorado.
c. The Arbor Plaza and the previous Soundtrack reports will need to be reviewed for
compliance.
d: The large inlet by the southeast corner will need to be checked for its design
capacity using the new rainfall criteria with this site being developed.
e. There may be onsite flood control detention required if there is insufficient
capacity in the outfall system.
f. Water qualityextended detention is required for all new development.
3. Engineering Department: -
a. The street oversizing fee for specialty retail is $3.95 per square foot, but check
with Matt Baker on the final determination of this fee, because it is basically
based on trip generation.
b. An update of the original Soundtrack or Arbor Plaza's Transportation Impact
Study (TIS) will be required, and must address pedestrian and bicycle needs.
c. Show access points into Star of India to see if it conflicts with.your garage
entrances.
d. If the pad is it's own lot, and if you will not need to do a new plat, you will need
to dedicate the needed easements by separate document.
e. You will need to provide Utility Plans.

building in Arbor Plaza that would house the automobile
installation function, as well as a warehouse.

LAND USE DATA:
The existing soundtrack is at 4606 South Mason Street. This accessory building would
be located across the parking lot to the southwest of the existing building, just south of
the "Star of India" restaurant. The building would have a 5200 square feet footprint. The . .
installation function is, approximately 1780 square feet and -the warehouse is
approximately 2347 square feet.

For your information; attached. is a copy of the Staffs comments concerning the
Soundtrack Auto installation and warehouse building presented before the
Conceptual Review Team August 30, 1999.
The comments are offered informally by Staff to assist you in preparing the
detailed -components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

g. No wall has a blank uninterrupted length of more than 30 feet. The only wall
facing South Mason, does not have any windows or glazing due to the fact
fact that the warehouse faces South Mason Street, but has been given a
treatment that is compatible with pedestrian traffic, including landscaping.
Development Phasing Schedule
The project is expected to take less than six months to complete and is not going
to be built in phases.
Variances Requested
No variances are requested.

3. Engineering Department
a. The petitioner is aware of a potential street oversizing fee.
b. A Transportation Impact Study has been completed, in accordance with the
requirements of the City of Fort Collins and is included as part of this submittal.
c. The access points for the Star of India are shown on the existing conditions
plan. There are no proposed garage entrances proposed on the north side of
the SoundTrack facility opposite the Star of India.
d. All necessary access easements, as shown on the existing conditions plan
and the subdivision plat, are already recorded.
e. Utility plans are included with the submittal.
f. The petitioner understands that a development agreement is required.
4. Water & Wastewater Utility
a. The petitioner is aware that the local water district is the Fort Collins Loveland
Water District, and the water/wasterwater district is the South Fort Collins
Sanitation District.
5. Natural Resources
a. The trash receptacle is appropriate for the waste materials. The petitioner will
provide recycling containers inside the building.
b. The petitioner understands that a single trash hauler is to be used.
c. The landscape architect has selected ground cover in accordance with the
wishes of the City of Fort Collins.
d. Construction is not expected to last more than 6 months.
e. Bicycle and pedestrian connections have been provided.
6. Fire Department
a. Appropriate access to the building is provided.
b. The address will located on the building, using minimum 6" numerals on a
contrasting background.
c. The building will have a rated wall between the warehouse and the install
area providing the necessary containment.
d. A fire hydrant is available as shown on the existing conditions plan.
7. Light and Power
a. b. c. The petitioner will enter into normal agreements to purchase power and
will coordinate the location of transformers.
8. Transportation
a. The Transportation Impact Study address all modes of transportation.
b. The proposed site plan provides direct walkways from the entry to the street.
9. Advance Planning
a. A walkway from the entry leads directly to South Mason Street, which has a
walkway that leads directly to Harmony Road.
b. Bumper overhangs in the parking area do not overhang the sidewalk.
The existing parking spaces will overhang a sidewalk do to spatial limitations.
10. Current Planning
a. The Land Use Code has been reviewed and to the best of our knowledge, all
provisions are met.

Re: Mat -Mar Realty/Ultimate Electronics PDP Submittal
Dear Troy:
In accordance with the PDP submittal checklist, please accept this letter as clarification
of a number of submittal items.
The following reference the Conceptual Review Staff Comments letter dated August 30,
1999.
Zoning
a. The proposed project is in a C - Commercial zone.
b. A type 1 review is required.
c. The proposal includes 11 parking spaces, less than the maximum of 20
allowed.
d. A six foot bicycle rack is indicated on the "Landscape Plan".
e. A separate trash enclosure is located under the roof area.covering the truck
dock.
f. Greater than 6% of the interior area of the parking lot/truck dock consists of
landscaped areas.
g. The landscape plan has been designed to comply with City requirements.
Where necessary, existing trees have been moved or replaced.
h. A landscape strip at least 5 feet wide adjoins more than 50% of the exterior
building walls.
2. Stormwater Utility Department
a. The petitioner is aware of the new development fee.
b. A standard drainage report, and an erosion control report, both prepared by
a professional engineer registered in the State of Colorado are included as
part of this submittal.
c. d. e. & f. The engineer has considered all these factors in the proposed
drainage design.
