HomeMy WebLinkAboutRICHIE'S EXPRESS CARWASH - PDP - 15-00 - CORRESPONDENCE - (3)4 Under the development review process and schedule there is a 90-day plan revision submittal time -frame (by the applicant to the City) mandated by the City LUC. The 90-day turnaround period begins on the date of this comment letter (March 6, 2001) prepared by the project planner in the Current Planning Department. In this case, revisions must be submitted no later than Monday, June 4, 2001, by 5:00 p.m. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting the item will be discussed and it will be determined if the project is ready to go to a public hearing before an Administrative Hearing Officer or the Planning and Zoning Board for a decision. Please return all drawings red -lined by City staff with submission of your revisions. Also, the number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing Sheet (both sides). If storm water will go to South College Avenue then the Colorado Department of Transportation (CDOT) must approve this project. That is a State highway. Transportation Planning (Mark Jackson) 23. The applicant has addressed their concerns except for who will build the sidewalk from the site to Foothills Parkway at the northeast corner of the site. Also, it would be nice to have the pedestrian sidewalk connection to Foothills Parkway. Planning 24. Why is there so much automobile stacking for the project? There are proposed to be a lot of cars lining up on the south side of the building. 25. Landscaping is needed along the north side of the ditch to provide additional buffer of this automobile intensive use from the property to the south. Additional landscaping would also provide some sound buffer for the significant number of vacuum units on the site. 26. All staff present at this staff review meeting think it may be necessary to move the south curb line to the north to create a landscaped area along the ditch. 27. What is the ultimate design for the future bicycle/pedestrian underpass under South College Avenue, adjacent to the ditch? 28. The pedestrian sidewalk connection to Foothills Parkway needs to be made, as the developer had previously agreed to. 29. It would be possible to narrow the drive aisle for access to the vacuum units to 24' wide and each stacking lane to 9'. This would decrease the amount of paved area on -site and add 4' along the north side of the ditch to provide a landscaped area. 30. All City staff are of the opinion that some landscape treatment is needed along the north side of the ditch to provide some visual buffer between properties. 31. Please see red -lined plans for additional comments. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. 10. A copy of the comments received from Basil Hamdan of the Stormwater Utility is attached to this comment letter. Additional comments are on red -lined plans and reports that are being forwarded to the applicant. Please contact Basil, at 224-6035, if you have questions about his comments. 11. Alan Rutz of the Light & Power Department has indicated that they have no concerns or comments regarding this development proposal. 12. Ward Stanford of the Traffic Operations Department has indicated that they have no concerns or comments regarding this development proposal. 13. The Planning Department comments are on red -lined plans that are being forwarded to the applicant. The following comments and concerns were expressed at Staff Review on February 21, 2001: Engineering (Dave Stringer) 14. Storm water cannot drain across driveways. An underwalk drain is required. The applicant has asked for a modification to this standard but the City will not approve this request. 15. The legal description on the plat does not match the legal description on the PDP plan. 16. The Technical Services (Mapping) Department comments have not been addressed. 17. Enhanced concrete pedestrian walks are needed across the driveways. 18. A signature block for the Larimer County Canal No. 2 Ditch Company must be included on the plat. 19. Does James Frank have power of attorney for this project? 20. Engineering has not seen or received the necessary off -site easements from the bank. Stormwater (Basil Hamdan) 21. The plans must address some water quality solution for the west end of the site, to Foothills Parkway. This must be brought up to current standards. Please contact Technical Services, at 221-6588, if you have questions about these comments. 6. Clark Mapes of the Advance Planning Department offered the following comments: a. There should be a pedestrian walkway connection to the west, to Foothills Parkway, from the building and parking area on this site. b. There should be screening of the "vehicular use area" (being this site) along the south property line. Possibly a hedge of Dwarf Korean Lilac or Seagreen Juniper, etc., would work. C. Please reconsider the species of Serviceberry being used on the north side of the building. The species that is proposed is a large shrub/small tree. There may be a better species to use in this location. Please contact Clark, at 221-6225, if you have questions about these comments. 7. Mark Jackson of the Transportation Planning Department offered the following comments: a. Continue the pedestrian connection to Foothills Parkway as per the Modification agreement. b. Ensure that this applicant builds the sidewalk connection to the corner of South College Avenue and Foothills Parkway. Please contact Mark, at 416-2029, if you have questions about these comments. 8. A copy of the comments received from Dave Stringer of the Engineering Department is attached to this comment letter. Doug Moore of the City's Natural Resources Department offered the following comments: a. Please include a detail of the trash enclosure with the plan details. b. Two plant labels on the Landscape Plan do not match any plant identified in the Plant List. They are JHL and SAB. Please contact Doug, at 224-6143, if you have questions about these comments. present a problem for people traveling on Foothills Parkway. The exit should be idgntified as a right turn only, at least. f. The -Plant Notes on the Landscape Plan must include a statement about all landscaping being installed as delineated on the plan, or financially secured with an escrow, bond, or letter of credit in the amount of 125% of .the cost•of labor and materials, prior to issuance of a Certificate of Occupancy. g.. More shrubs and trees are needed where the frontage road enters this property at the northeast. Dress up the dead-end barrier over and above a curb and sign. Please contact Zoning, at 221-6760, if you have questions about these comments. 4. Jeff Hill of the Water/Wastewater Department offered the following comments: a. As previously indicated, show all existing and proposed water and sanitary sewer lines on the Landscape Plan and provide required landscape/utility separation distances. b. Clearly define.the proposed vacuum unit within the existing sanitary sewer easement as a removable unit (skid -mounted, etc.). c. Add a note to coordinate abandonment of existing water services with the City of Fort Collins Utilities. d. See the red -lined Site, Landscape, and utility plans for other comments. The legal description does not close and it does not match the plat. A 14.69' call is missing. The architect's drawing has a legal description that does not match the legal description or boundary on the plat. b. Pedestrian easement #9505 2253 is not shown. C. None of the previous comments from the Project Comment Sheet dated May 17, 2000 (copy attached) have been addressed on the current copy of the plat that Technical Services has. Mike Spurgin of the Post Office has indicated that they have no concerns or comments regarding this development proposal. 3. The Zoning Department offered the following comments: a. Show the dimensions of the proposed building on the Site Plan. b. If the existing bank development to the north is a PUD, then a minor and/or replat for it will be required for a boundary adjustment. C. The access from the existing frontage road along South College Avenue, at the northeast corner of this site, should be identified as a one-way, westbound drive on the Site Plan. d. Directional "entrance only" signage at the access for the car wash off of the frontage road is required to reduce vehicles intentionally or unintentionally cutting through the property. e. Is there not already an access point on Foothills Parkway with out having to have the more northern exit from this site? That exit could be used for another parking space and help reduce Foothills congestion.
