(e) The annexation will allow Irish Elementary School to save money on electrical costs and will
shift the police authority from the Larimer County Sheriff to the Fort Collins Police.
(f) Districts providing service in the area to be annexed which must be notified by the City
Clerk by certified mail of the annexation request no later than 25 days before the Public
Hearing on the annexation.

ANNEXATION IMPACT REPORT
NAME OF ANNEXATION:
Irish Elementary School Annexations No. 1 & No. 2
DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL:
November 21, 2000 and December 19, 2000
The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a
municipality shall prepare an annexation impact report and file a copy of the report with the
Board of County Commissioners governing the area proposed to the annexed. Attached to this
report are the following:
(al) A map showing the present and proposed boundaries of the City of Fort Collins in the
vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins
are depicted by the Urban Growth Area Boundary as agreed to by the Larimer County Board of
Commissioners and the Council of the City of Fort Collins and contained in the
INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH
AREA. (See Exhibit A).
(all) A map showing present streets, major water trunk lines, sewer interceptors and outfalls,
other utility lines and ditches, an the proposed extension of such streets and utility lines in the
vicinity of the above referenced annexation. (See, Fort Collins Urban Growth Area Master
Street Plan for present and proposed extension of streets; Water Master Plan 1986 for present
and proposed extension of water utility lines; Sewer Master Plan 1986 for present and proposed
extension of sewer utility lines; and, Exhibit B for other utility lines and ditches).
(alll) These two annexations together consist of an area approximately 13.1 acres in size,
generally located south of Vine Drive and west of Taft Hill Road. The Irish Elementary First
Annexation consists of 0.5 acres, and the Irish Elemenatry Second consists of 12.6 acres. Both
annexations meet CRS 31-12-104 that not less than one -sixth of the perimeter of the area to be
annexed is contiguous with the City of Fort Collins.
(b) The property making up Irish Elementary Vt Annexation is entirely within the West Vine
Drive right-of-way, and is owned by Larimer County. The property making up the Irish
Elementary 2"d Annexation consists of portions of the West Vine Drive right-of-way, portions
of the Irish Drive right-of-way, portions of the Cherry Street right-of-way, and the entire Irish
Elementary School site. The street right-of-way portions of the annexation are owned by
Larimer County, and the school site is owned by Poudre School District.
(c) The City of Fort Collins and applicable Districts plan to extend municipal services into the
area of the above referenced annexation. The Light and Power Department plans serve
electrical needs to the annexation areas. The cost to switch the electrical service from
Public Service to the City of Fort Collins is incurred by Light and Power. Other municipal
services, such as police protection, are financed from the City's General Fund.

3. Map of the City of Fort Collins urban growth area boundary and city limits;
4. Map of ditches, canals, and waterways;
5. Map of Electrical Service Areas;
6. Map of the City of Fort Collins Water Master Plan;
7. Map of Fort Collins Urban Growth Area Master Street Plan; and,
8. Annexation Plats.
This request is scheduled to go to the Fort Collins City Council on November 21, 2000, for first
reading, and December 19, 2000, for second reading.
