The overall effect of this treatment will be a monopole that is made to resemble a taller -than -average light pole. Nextel will enclose the entire facility with a wood fence (LUC Section 3.8.13 (C)(5)) six -feet in height and painted to match the equipment shelter and the existing building. 14. This gate has been eliminated from the facility. 15.a. The existing landscaping currently meets LUC Section 3.2.1(D)(2) and LUC Section 3.2.1 (K). 15.b. The existing landscaping between the only adjacent public street, Pavilion Lane, and this parking lot currently meets LUC Section 3.2.1 (E)(4)(a). The existing landscaping between the east (rear) property line and the parking lot does not meet the current requirements of LUC Section 3.2.1 (E)(4)(a). Existing trees (located on tree -islands) average approximately 56 feet between them and there is an average of five (5) parking spaces between each tree -island. Adding additional tree -islands would eliminate parking spaces, possibly impacting the required number of parking spaces for this development. Additionally, Nextel inquired to the Larimer County Canal No. 2 Irrigating Company regarding the possible placement of landscaping in the historical canal right-of-way which is directly east of the parking lot boundary and property line. Nextel was informed that no new landscaping of any kind would be allowed in that area, or within a twenty -foot right-of-way area extending from the top of the ditch -bank, into the parking lot. This, it was explained, is to keep debris from trees, bushes, etc., from finding it's way into the ditch and causing a blockage. Two letters from the Larimer County Canal No.2 Irrigating Company attesting to their position are included in this response. These are the reasons that no new Landscape Plan has been created for this site and included with this response. Nextel is trying to comply with the Land Use Code here, but encountering existing obstacles that seem to prevent compliance. Nextel would encourage Current Planning to offer suggestions for possible alternatives to traditional landscaping in this instance, so that LUC Section 3.2.1 (E)(4)(a) can be complied with. Perhaps a wood fence along the property line bordering the ditch ROW would be an alternative? It could be built very attractively and painted to match the building, or, painted green, brown or beige to blend -in with the existing trees and ditch -banks. This still would serve the purpose of visual mitigation, not only for the cell site, but for the loading area of the building as well. 15.c. The existing landscaping along the side of the building, fronting on Pavilion Lane, currently meets LUC Section 3.2.1 (E)(2)(d). 16. Fence has been redesigned and lowered to a height of six -feet. 17. Notations as to colors have been added to plan sheets. Separate color board with color chips is included in this response. 9. North Arrow has been added as requested. 10. Option 1 (photosim) is being proposed for this site. Block Equipment Shelter, surrounding wood fence and lower 21.5 feet of monopole (from ground to top of building) will be painted with Sherwin Williams paint color: Polar White, number: SW 2423, to match existing color of building (per LUC Section 3.8.13.(C)(8). Upper section of monopole and fiberglass antenna covers will be painted with Sherwin Williams paint color: Boulevard Beige, number: SW 2045. 11. Dimensions of the antennas have been added to drawings. 12. Per LUC Section 3.8.13, co -location has been pursued at a number of existing (or proposed) sites in this area. Nextel contacted the representatives of the First National Bank Building at 155 E. Boardwalk and was told that they were not interested in having any antennas on their building. Nextel contacted the Poudre Fire Authority about collocating on their 100(+/-)-foot lattice tower on Harmony Rd. (at Hogan Dr.) and was told it was full (no room for any additional antennas). Nextel also inquired at the Ft. Collins Marriott (350 E. Horsetooth Rd.) and determined upon further inspection of the building, that constructing the site here was unfeasible because Nextel's technical requirements could not be met. Nextel also looked at possible co - location on an existing Qwest monopole located at Harmony Rd. and S. College Ave., but was told by the City of Ft. Collins Current Planning Department that the City would be unable to support an extension (from 60 feet to 80 feet) of this monopole because of assurances made by the provider not to extend the facility's height. The monopole under review at 3300 S. College Ave. (Perkins) is too far north for Nextel's requirements. 13. Per LUC Section 3.8.13 (C)(2), the equipment shelter here will be constructed of concrete block, of the same type as the existing building, have the same roof form as the existing building, will be of the same scale, color, texture and character as the existing building. Regarding the steel monopole itself, and the requirement for architectual and environmental compatibility (same LUC Section 3.8.13 (C)(2)), Nextel has incorporated a design treatment to the antennas on this monopole to make the entire structure resemble a taller -than -average light pole. There are many existing light poles in, and around, this shopping area. Additionally, there is an existing 60- foot, US West monopole near the corner of Harmony Rd. and S. College Ave. and there is also an approximately 100-foot (possibly higher) lattice -tower, that belongs to the Poudre Fire Authority, located near Harmony Rd. and Hogan Drive (just across Harmony Rd. from the shopping center). Nextel will paint the lower portion of the monopole (from the ground to the height of the existing building) to match the color of the existing building, with Sherwin Williams Polar White -SW 2423. The upper portion of the monopole will be painted with Sherwin Williams Boulevard Beige paint (SW 2045). Each antenna on the monopole will be enclosed, individually, by a cylindrical, fiberglass casing. These casings will be painted with Sherwin Williams Boulevard Beige paint to match the Nextel Communications 4643 So.
