Fuchs City Planner cc: Current Planning File #21-00 Pavilion Shopping Center wireless first tier comments 3. The plan sets need to include building envelope/footprint dimensions and distance to nearest property lines as required by the City of Fort Collins Development Manual. 4. Please label the sheet plan sets Sheet 1 of 5±, Sheet 2 of 5±, etcetera in the lower right hand corner of each applicable sheet. 5. The plan sets will still need to include reference to the Index of Drawings on the first plan sheet page. 6. Please clarify and utilize one site name, some reference Warren Lake and others TJ Maxx. 7. Please clarify sheets Z-1 and Z-2 as their design and drawing title references Zoning and Raw - Land. The vicinity plan references surrounding zoning and this is the only reference to zoning on both plan sheets. In addition, it is not clear the reference to Raw -Land, since the site is developed. 8. All plans and illustrations shall include the appropriate verifiable scale, including the Overall Site Plan. The overall site plan, site plan, and landscape plans shall utilize the same scale, as required by the City of Fort Collins Development Manual. 9. The north arrow shall be shown on all respective plans (illustrations), as required by the City of Fort Collins Development Manual. 10. We need actual clarification of what option is being proposed. 11, Please provide the size of the proposed antennae on the proposed plans. 12. As required per Land Use Code Section 3.8.13 has co -location on another existing or proposed pole been pursued. Please note there is one under review at 3300 South College Avenue (Perkins) that is 60 feet tall. Unless respective providers submit documentation, the City prefers to see co -location in this instance. 13. Per Land Use Code (LUC) Section 3.8.13(C)(2) and (3) requires that wireless telecommunication facilities and equipment be consistent with the architectural style of the surrounding architectural environment (planned or existing) considering exterior materials, roof form, scale, mass, color, texture and character. Such facilities shall also be compatible with the surrounding natural environment. If such facility is an accessory use to an existing use, the facility shall be constructed out of materials that are equal to or better than the materials of the principal use. It is not clear to staff if this facility meets this code standard since the written narrative provided did not specifically cite Land Use Code standards and finding of compliance to each standard and the drawings do not indicate a design that is compatible with the surrounding area. If co -location is not possible, a more appropriate height may be 40 — 50 feet based on the surrounding built environment. Further, it appears the brick size of the block enclosure may differ from the main structure, this is contrary to notes on the plan sets. a. It appears there may be a discrepancy with the scale of the existing building. City records indicate the structure (i.e. Pay Less) being approximately sixteen feet in height and sheet Z-2 of this proposal indicates a structure forty-eight feet in height, please clarify. 14. Please clarify, the Site Plan references an opening (proposed 11' — 0" solid access gate, sheet Z- 1), the elevation sheet Z-2 does not. 15. Per LUC Section 3.8.13(C)(4), please provide the required landscape plan meeting Land Use Code provisions. a. Per LUC Section 3.2.1(D)(2) street trees need to be placed at thirty-foot to forty -foot spacing intervals along Pavilion Lane. The trees have to be placed at least eight (8) feet away from the edges of driveways and alleys, and forty feet (shade trees)/fifteen feet (ornamental trees) (LUC 3.2.1(K) from any street light. b. Section 3.2.1(E)(4)(a) of the LUC requires that trees be planted every 25' between parking lots and the street, and every 40' between parking lots and interior lot lines. Upon review of the narrative noting spacing of 55' and site plan, sheet Z-1, the landscape areas between the curbs and property lines and streets and the side property lines and areas between the property line and parking areas have not satisfied this requirement. ices STAFF REVIEW COMMENTS September 12, 2000 Peter Hoopes Nextel Communications, Inc. 4643 South Ulster Street Denver, CO 80237 RE: 4366 South College Wireless Telecommunications Facility Dear Mr. Hoopes: This letter is in response to plans for Pavilion Shopping Center Wireless Telecommunication Equipment - Project Development Plan (Planning File #21.00) submitted on July 30, 2000.
