Ordinance:
"To the extent reasonably feasible, the applicant shall employ stealth technology
so as to convert the wireless telecommunication facility into wireless
telecommunication equipment, as the best method by which to mitigate and/or
camouflage visual impacts. Stealth technology consists of, but is not limited to,
the use of the following "mimic" structures: grain bins, silos or elevators, church
steeples, water towers, clock towers, bell towers, false penthouses or other
similar "mimic" structures. Such "mimic" structures shall have a contextual
relationship to the adjacent area."
Consequently, Nextel should investigate the potential of incorporating stealth
architectural elements as an alternative to monopoles for these two locations. Evidence
of such consideration should be part of the submittal documents. Staff is increasingly
concerned about the potential proliferation of monopoles in and around the City of Fort
Collins in that these facilities are unattractive. Serious consideration should be given to
the use of stealth technology.
COMMENTS:
1. As long as the existing electrical power at each site is adequate to serve the
proposed towers and base equipment, then there are no comments from the City
of Fort Collins Light and Power Utility.
2. The Engineering Department cautions that Nextel needs to obtain the proper
access easements from the land owners in order to secure access to the lease
parcels.
3. Both sites are already paved. Upon application, the submittal must contain
documentation to the Stormwater Utility that there will be less than 350 square
feet of improvements.
4. For Stormwater purposes, please state on the plans that the 1314 Red Cedar
Circle site is located in grid #8E and the 4366 South College Avenue site is
located in grid #8P.
5. Applications for both towers should include a computerized photo simulation.
6. Both towers are eligible for Administrative (Type One) review process.
7. Towers must be screened at:the base by solid fencing.
8. Landscaping is required at the base of each tower. In the case of 1314 Red
Cedar Circle, the landscaping on the perimeter of the site, outside the storage
yard fence, may have to be upgraded. In the case of the T.J. Max site,
landscaping may be required along the east property line of the shopping center
near an existing irrigation ditch. This may require permission from the ditch
company.
9. The monopoles must be painted. They cannot be galvanized.
10. Evidence must be submitted that these towers will collapse upon themselves
rather than topple over. Otherwise, the towers must be setback from the
property lines one foot for every foot of tower height.
11. Evidence must also be submitted that each tower is capable of containing an
additional set of antennas for future expansion or for a competitor.
12. The 80-foot height may be an issue. The only new monopole installed for
wireless telecommunications facilities was approximately 60 feet and was found
acceptable by the adjacent residential neighborhood.

Wireless Telecommunications Facilities at 1314 Red Cedar Circle (The Toy Shed)
and 4366 South College Avenue (T.J. Max in the Pavilion Shopping Center), which
was presented before the Conceptual Review Team on May 15, 2000.
The comments are offered by staff to assist you in preparing the detailed components of
the project application. Modifications and additions to these comments may be made at
the time of formal review of this project.

approximately 130-foot (possibly higher) lattice -tower, that belongs to the Poudre
Fire Authority, located near Harmony Rd. and Venturi Lane. There is nothing that
really stands out here except these two wireless telecommunications facilities and
existing street light structures.
Nextel believes the best methods of mitigating the visual impacts of their proposed
monopole are twofold. First, the proposed monopole will be painted a tan or light -to -
medium brown color. Discussions with Ted Shepard have resulted in these color
options. However, Nextel is prepared to paint the monopole any color that Current
Planning directs. Secondly, the antennas themselves will be individually enclosed by
cylindrical, fiberglass casings. These casings will be painted to match the color of the
monopole. The overall effect of this process will be a monopole that resembles a
taller -than -average light pole.

end of the proposed facility. This landscaping lies between Pavilion Lane on the south
and the parking lot on the north. To the east of the proposed facility, the parking lot
extends for 75 feet to the property line. Along this property line there are existing
trees approximately every 55 feet, north to south, planted on curbed islands originally
built into the parking area. Adding new landscaping in this area would require
digging up the asphalt parking area and removing existing parking spaces. Nextel
does not any have any lease rights beyond the property line. To the north of the
proposed facility the parking lot extends for more than 400 feet and the building juts
out to the east, creating a natural screen for views from the north. To the west is the
existing building, which screens the entire facility from the west view. Nextel would
ask Current Planning to consider that this proposed wireless telecommunications
facility is adequately screened, as proposed, and waive any requirement to add to the
existing landscaping.
9. This monopole will be painted a tan or medium brown (or any other color) as Current
Planning directs.
10. Required Setbacks, for the monopole, from the north and west lot lines are satisfied
(one foot of setback for each foot of height, from the City of Ft. Collins Land Use
Code, Division 3.8, Section 3.8.13 (C)(1)). The required Setbacks from the east and
south are not satisfied, however a Stamped letter from a Colorado licensed PE stating
that this monopole is engineered to avoid structural failure, is a part of this
Application (and is required in order to waive the required setback).
11. This monopole is designed for collocation and is capable of carrying additional
antennas (for expansion or a competitor).
12. The site is designed at 80 feet AGL (Above Ground Level) in order to assure that
there is adequate "overlap" (in signal coverage) between this site and the adjacent
Nextel sites that this site communicates with. The overlap is needed in order to assure
that coverage and capacity concerns are met in the normal operation of the system
and especially if one of the sites in the system fails for any reason (the overlap from
adjacent sites picks up the traffic from the failed site). At lower heights system
coverage and capacity are compromised and the need for more sites becomes greater.
Also, at a total height of 80 feet AGL another carrier could mount their antennas on
the monopole at 65 or 70 feet and still meet their own system requirements. If the
monopole was built at a lower height, say at 60 feet, it may be more difficult for
another carrier to meet their system requirements below that height, possibly
compromising the collocatable function of this monopole.
13. Nextel believes that a "mimic" structure for this facility is not feasible in this area
because there is really nothing to mimic here. A grain bin, silo, elevator, water tower,
clock tower or bell tower would be out of place in this area. Any of these structures
would also present a larger profile (making it more visible rather than less visible to
the public at large) than the proposed monopole. There is a 60-foot, US West
monopole near the corner of Harmony Rd. and S. College Ave. and there is also an

the issues have been addressed for a proposed Nextel wireless telecommunications
facility to be located at 4300-4372 South College Ave., Ft. Collins, CO 80525 (Warren
Lake, CO-0392B).
Comment #•
1. Existing electrical power is adequate at this site.
2. Nextel is negotiating a lease with the ownership and will have the proper access
easements to access the proposed site.
3. This site will require a 12' X 22' sq. ft. concrete pad for the equipment shelter and an
approximately 5' X 5' footprint for the monopole foundation. Total improvements
equal 289 sq. ft. (less than 350 sq. ft.).
4. Site Plan has a reference on it, for Stormwater purposes, that it is located in Grid #8P.
5. Photosims are included in the submittal package.
6. Applicant is requesting approval through the Administrative (Type One) review
process.
7. This facility will have an 11-foot high, solid block wall surrounding the facility. This
wall will be painted to match the existing, adjacent building and will be accessed by a
solid wooden gate on the eastside of the facility. The gate will also be painted to
match the existing building.
8. This site is located in the SE corner of a parking lot behind, and adjacent to, an
existing building. There is existing landscaping, situated in the median, on the south
