I spoke with you on February 7`h concerning cross access between the two sites. At that time I
informed you that Harman Management Corp. d.b.a. KFC, did not feel that apartment traffic
was conducive to mix with restaurant traffic. There would be a major conflict between the
drive-thru lane that serves the KFC and all the residential traffic generated from the apartments.
The traffic generated from each of these different uses is not compatible with each other. If a
joint access were mandated between both developments the City would place an extreme
hardship on the KFC site.
Harman Management would hope that the City would approve the Plat of Rams Park as it is
proposed. The community as a whole will benefit with the addition of needed residential units
over more strip retail. Should you have any questions concerning the above the issues please do

Re: Final Plat of Rams Park
Dear Ron,
I am writing this letter in response to the Planning Department's comment review letter dated
May 10, 2000 concerning the above referenced project. I personally have been involved with
this site since 1991 and processed the amended KFC at West Elizabeth Plaza PUD through the
City in 1992.
As you are all aware in the early 1980's the Colorado economy was very vibrant and almost any
usable site became a potential shopping center or office building development. And this site
was no different. In 1985, the KFC parcel and the King site were put under contract by Walter
Brown and platted to have one strip retail building and a smaller secondary building such as a
car wash. However, this retail concept in the late 80's proved not to be viable and the West
Elizabeth Plaza PUD was abandoned by its developers and the land reverted to the original
owners. During the amending of this PUD by KFC in 1992 we told the City that the balance of
the site would be directed by the market conditions and not some quick rich scheme. And I
informed the City that we could not guarantee that the King site would be included in any future
development because the site was under separate ownership and out of our control. So to assure
that the King parcel would be included in any future retail development the City asked that we
include a note on the KFC site plan that showed a joint access at the westerly common property
line. The City was fearful that the King parcel would be left as a small separate commercially
zoned lot needing its own access point. But now with this entirely new development concept the
City has accomplished what it intended to do.
It would seem to me that with the proposed alternate land use, from strip retail to multi -family,
it would not be appropriate for the City to apply the old out -dated retail PUD requirements to
the Final Plat of Rams Park. I have marketed this ground for over eight (8)' years and this
proposed development is by far the best use for this property.
