1516 Remington Street Proposal
3. Number of employees on site during shifts: The most staff that will be on site during
any shift will be 7. The State requires that during the day we have on duty 1 staff per 10 kids
and at night 1 staff per 20 kids. Our internal policy is considerably more staff intense and we
will most likely have about 5 staff on during the day and 3 staff on during the night
depending on number of residents currently living in the home. The Program Director and
Executive Director will be on call 24 hours a day and will be able to get to the Group Home
within 10 minutes if needed. The Program Director will be on site supervising monday
through friday during business hours and as needed. There would not be more then 7 staff
on during the day or evening.
4. Increasing the impervious area: We have no plans to increase the impervious area. We
do have plans to clean up the free floating trash that this area seems to create, trimming the
bushes and mowing the law on a regular basis. We will not be changing the grading in the
area.
5. Response to concerns brought up at neighborhood meeting: We will be having our
neighborhood meeting on March 20, 2000 and I will respond to their concerns in writing once
our receive the minutes from that meeting.

Per our recent conversations and letters I am writing you to clarify the operations at our
proposed Group Home at 1516 Remington. Clarification is as follows:
Jacob Center Longmont 1. Nature of Residents: At this time we are planning on having both males and females in
380 Main Street #221 the Group Home. Based off of prior operations, it will most likely be about 80% male and

Fax: 774-9837 that are not living at home because of legal problems or conflicts with their parents. These
young adults will most likely have emotional and behavioral problems that they will be
working on so they can return to their families of origin. All young adults will be thoroughly
screened to assure that they are appropriate and safe for community placement. The general
operations of the Group Home will be that young adults will sleep there, attend individual and
group meetings, attend school in the Group Home or in public schools, they will attend
recreational activities in the community and they will be completing community service
projects. Most residents will be in the Group Home between 6 months and a year and a half.
The residents will not be allowed to drive while they are in the program. Staff will be in the
Group Home 24 hours a day to supervise the young adults. We will try and make the
residents day just like a day for any other young adult that is living in Fort Collins.
2. Maximum number of residents: We are planning on having a maximum of 20 residents
at this Group Home most likely averaging between 10 and 16 based off of our calculations.
We have been approved for 8 residents originally. At the time of approval we did not know
of the county's plan to close their current group home (Youth SAFE) that is home to 20
residents. Because of this closure there has been an increase of pressure, on an already over
pressured system, for increased need for residential placements. After guidance from our
Board, consulting with the State Regulations and making the appropriate planning to handle
more residents we are requesting a maximum number of 20 rather then 8. Again, we do not
believe that the Group Home will have 20 residents in it. The facility is large enough to hold
more then 20 residents however our programming will not accommodate more then 20
residents.

Re: Clarification about this application.
This application is basically only a request to modify the standards in the
Land Use Code to change the number of residents of an existing group home
at 1516 Remington from 8 residents to 20 residents. The site has been used
as a fraternity until recently and was granted a change -of -use to a group
home in early March, 2000. The maximum number of group home residents
allowed in this zoning district according to the Land Use Code is 8. Because
the change of use was processed under current law (i.e. the Land Use Code),
this modification request must be processed as a Type 2 POP, and cannot be
a stand-alone modification. The approved minor amendment specified a few
minor site changes, namely adding a trash enclosure, adding landscaping, and
reducing the size and configuration of the existing paved parking area.
There are no proposed changes to the existing electric, water, sewer,
telephone, cable TV, or natural gas lines. There is no proposed increase in
impervious area. The PDP application does not propose any on -site changes to
the approved change -of -use minor amendment. This application does include
engineered off -site alley improvements that were not part of the minor
amendment.
Because of the simplicity of this application, I am requesting a two week
review turn around, which would mean the comments are due to me on April
5th. Please let me know if this is not enough review time.
