Collins, Colorado Administrative Herring PreP4'mtioa See below for file path rroy!Idwater (UMdsr4WI3 KYSIS ): Shear Engineering Corporation Project No: 1555-02-00 Date: 02/13/02 Latest Revision Date: 02/13/02 The high groundwater level at this site was recognized during the review of the geotechnical investigation report for Pinnacle P.U.D. by Empire Laboratories, Inc. which was prepared in 1985. A recent geotechnical investigation report has been prepared by Terracon of Fort Collins. The report addresses groundwater conditions and makes specific recommendations concerning the handling of subsurface flows. All recommendations are accommodated in the final design of Pinnacle Townhomes final utility plans. All recommendations will be met for the final design of the actual structures. The report meets the current requirements for groundwater investigations according to the recently adopted Larimer County Urban Area Street Standards. White PVC standpipes have been placed on the site. These are for purposes of monitoring groundwater levels. This includes the amended rainfall adopted by the City since the 97 flood. All building elevations have been determined based on FEMA (Federal Emergency Management Agency) and City of Fort Collins flood protection requirements. Specifically, according to the following documents: • Flood Insurance Rate Map (FIRM) City of Fort Collins Colorado. Larimer County Community -Panel Number 080102 0012 C. Revised March 18, 1996: Federal Emergency Management Agency National Flood Insurance Program • Spring Creek floodplain as delineated on Sheet 4 of 25 of the Spring Creek Flood Insurance Study, prepared by Greenhome & O'Mara. • Modifications to the Spring Creek 100-year water surface elevations are presented in Floodylain Modeling Report for Pinnacle P.D.P., prepared by Northern Engineering Services, Inc. The finished floor elevations of the two (2) buildings within the floodplain have been set at 1.5' above the theoretical 100-year water surface elevation according to FEMA requirements. All buildings with basements have been set so that the lowest basement window opening is not below the 100-year water surface elevation and the finished grade is a minimum of 42" above the 100-year water surface elevation. Based on the design for Pinnacle Townhomes, upstream development will not be impacted. There are no increased flows in Prospect Road due to this development. Collins, Colorado General rnefnrmasce with City standards: All engineering design meets City of Fort Collins design standards for street, water, sewer, storm drainage, flood protection, water quality and erosion control. City approvals are required in the form of signatures on approval blocks on all design drawings. City approvals are not obtained until, in the opinion of City staff, all City of Fort Collins design standards are met or exceeded.
