Dear Sheri,
I would like to request that BLS Development be allowed to start construction on the box culvert,
prior to issuing the letter of credit to the City. The bank is not able to close my construction loan
until the Platt map is recorded and as you know that takes about two weeks after it is signed for it
to be recorded through the County Clerks Office. Ted Shepard had stated that once the City
signs they will allow me to start even though it is not recorded.
It is very critical that we are able to start construction on the box culvert the week of April15th
so that this can be completed prior to the ditch company needing to run water in the ditch the first
of May. The box culvert is not part of the construction costs that are included in the letter of
credit. I would suggest that we could add lounge to the development Agreement that construction
of any improvement beyond the box culvert can not begin until the letter of credit is issued.
I am willing to meet with you and Dave Stringer to discuss this matter and see if we can make this
work. Thank you for your consideration in this matter and working with me to move this project
forward this spring.
