' k . 22. Where are the closest existing day care centers? Does this request meet the 1,500 foot separation requirement as set forth in Section 4.3(B)(3)(c) of the LUC? Transportation Planning/Tom Reiff 23. A walkway from the public sidewalk to the entry to the child care center should be provided. 24. The parking on -site is mis-identified. Is there enough owner/employee parking. 25. What signage is being proposed? 26. Where can parking occur on the street? 27. It would be good to encourage a carpooling program for parents of the children. This would decrease the traffic in the neighborhood that will be generated by this child care center. Natural Resources/Doug Moore 28. The Vicinity Map is very hard to read. 29. There is some concern about protection of existing trees on the site, especially if another parking space were to be added in the front yard. This completes the staff comments at this time. Additional comments could be forthcoming as they are received from City departments and outside reviewing agencies. This request has been determined to be ready to go to the Planning and Zoning Board for a decision, and it has been placed on the November 16, 2000 P & Z Board public hearing agenda. The previously expressed concerns (in this comment letter) need to be addressed to enable this item to stay on the agenda. The following items are needed on the dates indicated: • One (1) PMT (good quality photo reduction of the Site Plan to 8.5" x 11" size) submitted to the Current Planning Department by 5:00 p.m. on Tuesday, October 31st. C. Create a separate walkway from the house to the sidewalk to allow unrestricted and direct children access to the destination, in conformance with Section 3.2.2(C)(5)(a) of the LUC (see enclosed marked up Site Plan). Please contact Tom, at 416-2040, if you have questions about these comments. 19. Steve Olt of the Current Planning Department offered the following comments: a. The Vicinity Map on the Site Plan needs to provide more information for clarity purposes. b. Does the proposed child care land use run with the property should the current owners/operators vacate the site? As is, to go back to residential would require another development review. C. A Notary Public signature block, to notarize the Owner's signature, is needed on the Site Plan. d. The Site Plan currently does not indicate if any portion of the house will remain as residential. e. Some landscaping, in the form of trees and shrubs, would be good along the inside of the fence on the side property lines in the rear yard area. This would help visually soften the fence, provide some additional shade, provide additional buffer to the adjacent properties, and possibly even absorb some of the noise created by the children in the rear play yard. The following comments/concerns were expressed at the weekly Staff Review Meeting on October 18, 2000: Engineering/Dave Stringer 20. There does not appear to be enough parking on -site to accommodate all pick up/drop off. 21. The Poudre Fire Authority has lots of concerns. 12. Beth Sowder of the Streets Department stated that they have no concerns or comments regarding this development proposal. 13. Tim Buchanan of the City Forestry Department stated that they have no concerns or comments regarding this development proposal. 14. Mike Spurgin of the Post Office stated that they have no concerns or comments regarding this development proposal. 15. Gary Huett of Public Service Company of Colorado stated that they have no concerns or comments regarding this development proposal. 16. GayLene Rossiter of Transfort stated that they have no concerns or comments regarding this development proposal. 17. Rick Richter of the Engineering Pavement Department stated that they have no concerns or comments regarding this development proposal. 18. Tom Reiff of Transportation Planning offered the following comments: a. Correct General Note #2. It incorrectly reads that there are 4 parking spaces in the driveway. Remaining notes identify 2 spaces. Please clarify if owners and employees are the same or if employees will require additional parking. b. What will the signage in front of the center read? Is signage to identify the business or to identify pick up/drop off areas? An example of previous City pick up/drop off signs read: LOADING ZONE No Parking Monday - Friday 7:30 a.m. to 5:30 p.m. or Developer should realize that Parking Services would not be able to enforce the "no parking" zone. Only the Police Department will ticket. 5. Rick Lee of the Building Inspection Department stated that they will enforce various codes relating to this request (a copy of the list of Codes is attached to this comment letter). With the limited information provided, they want to inform the applicant that there are several specific requirements within the Code for this E-3 occupancy. Please contact Rick, at 221-6760, if you have questions about his comments. 6. Jenny Nuckols of the Zoning Department offered the following comments: a. General Note #2 states that there will be 4 parking spaces in the driveway and 2 on the street. The Parking Provided on Site states that there will be 2 parking spaces in the driveway and 2 on the street. Please clarify. It does not appear that 4 parking spaces will fit in the driveway. b. Are there any gates in the fence between the front and back yards? If so, please show and note on the Site Plan. Please contact Jenny, at 221-6760, if you have questions about these comments. 7. Basil Harridan of the Stormwater Utility stated that they have no concerns or comments regarding this_ development proposal. 8. Dave Stringer of the Engineering Department stated that they have concerns with the amount of parking situation. They suggest adding one parking space onto the north side of the driveway (see enclosed marked up Site Plan). Please contact Dave, at 221-6750, if you have questions about his comment. 9. Jeff Hill of the Water/Wastewater Department stated that the applicant must show locations of existing water and sanitary sewer services on the Site Plan (see enclosed marked up Site Plan). Please contact Jeff, at 221- 6674, if you have questions about his comment. 10. Doug Moore, a City Natural Resources Planner, stated that the Vicinity Map is unclear and unreadable. 11. Craig Foreman of the Parks Planning Department stated that they have no concerns or comments regarding this development proposal. Commur Planning and Environmental c vices Current Planning City of Fort Collins October 24, 2000 Kim Schlotz 811 Foote Court Loveland, CO. 80537 Dear Kim, Staff has reviewed your documentation for the TIMBERLINE LEARNING CENTER (2037 Sonora Street), Project Development Plan (PDP) - #31-00 that was submitted to the City on September 27, 2000, and is offering the following comments: 1. Dennis Greenwalt of AT&T Broadband (Cable TV) stated that they would have no problems with this proposal as long as the existing Utility Easements remain. It is assumed that this is Lot 59. There is no reference to where this drawing is other than Sonora Street. An address would be helpful. 2. This property is located at 2037 Sonora Street, at the bend onto Sombrero Lane. The lot backs up to Timberline Road, which is to the east. It is in the RL - Low Density Residential Zoning District in the City of Fort Collins Land Use Code (LUC). The proposed child care center use is permitted in this District, subject to a Planning and Zoning Board (Type II) review and public hearing for a decision. 3. Doug Martine of the Light & Power Department stated that they have no concerns or comments regarding this development proposal. 4. Michael Chavez of the Poudre Fire Authority stated that the Owner/Occupant must comply with Poudre Fire Authorities Administrative Policy #86-13 (a copy of the policy is attached to this comment letter).
