Obviously, as with any product, a products quality is dependent upon the processes
employed and people who design and fabricate the structure. In order to ensure high
quality, we will only employ welders who are certified and have complied with requirements
of AWS D1.1. In order to maintain quality we employ a weld inspector fluent in the
requirements of AWS D1.1 to inspect and train our personnel.
Similarly, only after our engineering staff has gained sufficient experience over many years
of training, are design decisions delegated. As Vice President of Engineering, I oversee
all engineering and applications of towers and pole structures produced by our firm. I am
registered in 41 states including the District of Columbia and I have been employed by
PiRod since 1985. 1 am assisted by Mr. Bill Rettig, Chief Engineer, who is a registered
engineer in 42 states and has been employed by PiRod since 1990. Bill and I are assisted
by six graduate engineers who employ sophisticated modeling techniques to ensure the
performance of the structures we fabricate. Much of this experience has been gained by
working with Mr. Myron Noble, also a graduate engineer, who founded PiRod Inc. in the
1973.
Finally, I must mention that the pole foundations are required by the EIA standard, and
similarly, by the National Building Codes, to support the design loadings with a higher
factor of safety than the factors of safety applied to the pole.. The foundation design often
,utilizes site specific soil information as determined by a Geotechnical Engineer. Thus, the
foundations are considered to be stronger than the pole and are not predicted to fail
before the pole itself. By design the pole is not predicted to fall like a tree as a result of
any difficulties within the foundation or as a result of the foundation design if the design is
completed in accordance with the EIA standard and good engineering practices. We take
great strides to ensure that the foundations are designed properly by competent
individuals.

Dear Jim:
Thank you for your inquiry concerning tower design codes and practices as they relate to
your proposed tapered monopole for the Perkins Restaurant site in Fort Collins, Colorado.
As requested, we have designed a monopole to support the specified antenna loading in
accordance with the EIA standard, revision F, at 85 mph with and without 1/2" radial ice.
It should be noted this design criteria is not the failure windspeed. It is the design
windspeed and thus, the pole would be predicted to fail at a higher windspeed.
The design criteria listed above is also very conservative as it is prescribed to be by the
EIA standard. Only in an event in which the pole would come into contact with an extreme
windload more often associated with hurricane winds or direct contact with a tornado would
the pole be predicted to fail.
It is also important to remember that failure does not imply that a portion of the pole will be
disconnected and will sail through the air. The type of failure predicted is typically a
buckling of the monopole shell on the leeward side resulting in a compression failure of the
pipe wall. This means that the pole will be bent and not broken. It is also important to note
that as the pole bends, it is our opinion, that the load induced will be reduced as the pole
presents less of itself to the wind relieving the wind load, and therefore, the pole will have
a higher resilience to survive the loads induced by the wind should they persist. This
particular tapered monopole for the Perkins Restaurant in Fort Collins, Colorado, has been
designed with weakest point at approximately 25' above grade, which is where failure is
most likely to occur.
With all of this said, the design standards and practices have added to the conservative
nature of the design process by including only the minimum strengths associated with the
materials used in fabricating the pole. For instance, it is not unusual for the actual steel
strengths exhibited in the final product shipped to the site to be higher than the design
minimums used in our computer models. Thus, the scenario painted above is a worst case
wind load condition. It represents the minimum capacities that the pole will be required to
exhibit.

Please find attached drawings of our 604 UniPole System. Please note the
weak link joint at the 40-ft. height, which is a safety option on our pole. The
weak link joint ensures that in the unlikely event of a stnictural collapse, the
unit will fail at this point to reduce the radius of the impact zone from 60 ft.
to 20 ft. I sblould also point out that our UniPoles are usually loaded with
coaxial cable and grounding lines, making the detachmcnt of the upper

Enclosures
Compliance with Section 3.8.13
1. Setbacks. The monopole will be set back fifty (50) feet from the S. College Avenue
right-of-way. As VoiceStream is proposing a sixty (60) foot high monopole, I have enclosed
letters from the two manufacturers who provide these poles, documenting the collapsibility (fall
zone) of the poles. Prior to construction VoiceStream will chose one of these two manufacturers.
2. Collocation. VoiceStream maintains collocation agreements with all of the other wireless
telecommunications providers and has a proven record of cooperating to achieve collocation at
their sites.
3. Color. The monopole and concealing canister will be painted to match the existing light
standards in the parking lot. Additionally, a light fixture will be placed on the pole to match the
existing light standards.
4. Fencing. All of the equipment will be placed in three cabinets no larger than
approximately 6' x 5' x 2'. The cabinets will be enclosed by a six foot high masonry wall with a
brick finish to match the exterior of the Perkins Restaurant.
5. There are currently very large trees along the S. College Avenue street frontage and in the
median, thus screening this site from both north and south bound traffic. VoiceStream is
proposing to add shrubs around the cabinet enclosure to further screen the installation. The
enclosed photo simulations illustrate the existing vegetation; the proposed shrubs are not shown
in these simulations.
Summary
VoiceStream has taken great care to design a site which will have no negative impact on Perkins
customers or on traffic on S. College Avenue by camouflaging the antennas within a structure
that mimics those existing on the site. Additionally, all equipment is enclosed by a wall
matching the existing building.

Modus Management, on behalf of VoiceStream Wireless, is submitting an application for a new
telecommunications facility at the subject address. The new facility will fill a need for enhanced
coverage for VoiceStream customers at the south end of Ft. Collins, particularly those who travel
on S. College Avenue.
Description of Property
The site is the location of a Perkins Restaurant which fronts onto S. College Avenue. The site
and all properties surrounding it are zoned C-Commercial. Wireless telecommunications
equipment is allowed in the C zone district subject to administrative review. Adjacent properties
include the following:
North and east - Foothills Fashion Mall
South — Restaurant
West — College Avenue and retail
Description of Facility
VoiceStream is proposing to install a 60 foot high monopole utilizing stealth technology for the
antennas. As can be seen from the enclosed photo simulation, the antennas will be enclosed in a
canister which is slightly larger in diameter than the pole. Light fixtures will be placed on the
pole at the same height and of the same configuration as the existing light standards in the
parking lot. The pole will be painted the same color as the existing light standards in the parking
lot. Also being proposed are a 30 foot utility easement and a 15 foot access easement.

5. Neighborhood Compatibility:
The primary compatibility issue typically raised during the review process of
telecommunications requests is radio interference. In response, the frequency of
wireless telecommunications equipment is between 1850 and 1950 megahertz which is
substantially separated from the frequencies used by other electronic devices such as
radios, t.v.'s, computers and garage door openers. Since the installation of numerous
wireless telecommunications equipment, Staff has not received one complaint from
surrounding residents regarding electronic interference.
6. Findings of Fact and Conclusion:
In reviewing the request for wireless telecommunications equipment as a co -location
Platte River Power Authority electric pole at the Scotch Pines Shopping Center, Staff
makes the following findings of fact:
A. The request is defined as "wireless telecommunications facility."
B. Wireless telecommunications facilities are permitted in the C, Commercial, Zone
District, subject to administrative, Type 1, review.
C. The installation, including the ground -mounted equipment, meets the applicable
design standards.
D. The installation of the equipment is compatible with the neighborhood and will not
cause interference with other electronic equipment that is typically found in a
residential neighborhood.
RECOMMENDATION:

2. Definition [5.1.21:
The Land Use Code defines "wireless telecommunications facility' as any freestanding
facility, building, pole, tower or structure used to provide only wireless
telecommunication services, and which consists of, without limitation, antennae,
equipment and storage and other accessory structures used to provide wireless
telecommunication services."
3. Zoning [4.191:
The site is zoned Commercial (C). In the C zone district, wireless telecommunications
facilities are a permitted use, subject to type 1 review.
4. Compliance with Applicable Standards [3.8.131:
The Land Use Code requires that a request for wireless telecommunications equipment
comply with a prescribed set of standards as outlined in Section 3.8.13 (Article Three,
page 151). The applicable standards are discussed below.
A. Co -location [3.8.13(B)]:
There are no other wireless telecommunication providers in this
immediate vicinity.
B. Color [3.8.13(C)(3)&(8)]:
The pole is painted to match the lighting in the Perkins parking lot.
C. Fencing, Landscaping & Berming [3.8.13(C)(4),(5)&(6)]:
The cabinet equipment is screened 6-foot high CMU enclosure with brick
veneer to match the existing Perkins building. The enclosure is located 25
feet behind the College Avenue right-of-way. The equipment enclosure
are screened with shrubs.
D. Lighting [3.8.18(C)(9)]:
There will be no additional security lighting associated with the pole or
base equipment. There is existing lighting in the parking lot.

PROJECT DESCRIPTION:
Request to construct a new pole and mount wireless telecommunication antennas onto
that pole. The equipment shelter is located within a masonry wall area with landscape
screening. The property is zoned C, Commercial.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The request to locate wireless telecommunications facilities in the C zone is subject to a
Type 1 review. The installation, including the ground -mounted equipment, meets the
applicable design standards. The installation of the equipment is compatible with the
neighborhood and will not cause interference with other electronic equipment that is
typically found in a residential neighborhood.
