perimeter. Headlight glare cannot be allowed to spill off the property and
must be screened.
H. Staff remains concerned about the rock mulch strip between driveways.
This strip is wide enough for shrubs. Without some landscaping, the area
appears stark. Shrubs should be provided to add visual relief to the
hardscape area created by all the driveways and rock mulch.
This concludes Staff comments at this time. Please note that there is a 90-day time
period (with extensions) to respond to comments. As always, please call or make an

8. It is significant to note that the neighboring property to the east is under
consideration for residential development. Accordingly, a connection between
the two potential projects must be addressed. Since both parcels will be served by
a north -south local street, there is good vehicular connection back into the
neighborhood. The connection between the parcels, however, must still be
provided. In lieu of a local public street connection, a bicycle -pedestrian path will
suffice.
9. Such connection should be a ten foot wide concrete path located between unit #30
and the detention pond. This will provide a logical east -west connection and tie
into the 4.5 foot wide walk way between units #18 and #19. A matching walk
will be required of the adjacent developer.
10. Aside from units #29 through #38, there are no public or private open space areas
for gathering, grilling, or outside socializing. Has any consideration been given to
setting aside an area for a small pavilion, gazebo or picnic shelter for outside
activities? Many rental apartment complexes provide such amenities as a feature
of multi -family housing. Without a designated area, informal areas may develop
and prove difficult to maintain over the long run.
11. The Parking table indicates that all 38.units will feature three bedrooms yet the
narrative indicates a mix of two and three bedroom units. Has the final mix been
determined? If there is a mix, then 92 parking spaces for 38 units is excessive and
spaces should be deleted. Where spaces are deleted, a common improvement
such as a pavilion, gazebo, picnic shelter or other similar amenity should be
provided.
12. The following comments apply to the Landscape Plan, sheets two and three of
four:
A. The building envelope for units #19 through #22 does not match the site
plan.
B. Please indicate the location and height of the retaining wall along the
detention pond.
C. Please add shrub beds along the perimeter fence along Horsetooth where
fence recesses.
D. Please change the street name to Big Ben Drive.
E. Please correct the labeling along Horsetooth Road north of Big Ben Drive.
This area should be consistent with the south and call for irrigated sod in
the parkway and mulch behind the walk along the fence.
F. Please correct the north arrow so it points north.

Dear Brett:
Staff has reviewed the set of plans for Plantation Manor submitted on July 25, 2001 and
offers the following comments:
Please see the attached comments from Engineering. Please note that the design
for the Horsetooth Road improvements needs to be further discussed. Also, a
Signing and Striping Plan will be needed. Note that the alleyways are to be
designated as private, not public right-of-way.
2. Please see the attached comments from Stormwater.
3. Please see the attached comments from Water/Wastewater. Note that meter pits
may not be located within the building envelopes.
4. In order to not require a Modification of Standard for providing a connecting
walkway, units #29 through #34 must feature a detached sidewalk, with street
trees, leading out to Big Ben Drive. This -is a repeat comment.
5. Please refer to the attached comment sheet from Light and Power. Please note
that the location of public streetlights has been determined. Locate these street
lights on the landscape plan and be sure that shade trees are kept 40 feet from
such lights. In order to avoid an 80 foot gap, ornamental trees may be planted to
within 15 feet of street lights.
6. Also, Light and Power requests that electrical meters be "ganged" on the ends of
each building.
7. Please indicate the significant trees identified by the City Forester that are to be
removed. Also, please indicate which trees are to serve as the "mitigation trees."
Note that all mitigation trees must be a minimum of three inches in caliper.
