Fuchs, City Planner' Subject: August 28, 2000 - Anti -Land Use Code Conceptual Review Comments Per your request, here's my perspective of an internal contradiction issue that came up at a Conceptual Review meeting on August 28, 2000. The agenda item proposed 38 multi -family dwelling units on approximately 5 acres. The plan centered on an extension of a local street called Big Ben Drive through to Horsetooth Road, Clark Mapes with Advance Planning commented the need for staff and the applicant to meet and look at some fundamental alternatives to the plan layout, because local standards call for a basic approach of focusing buildings on streets and street fronts, with direct access for pedestrians, and parking lots and garages to the rear or sides of buildings. Clark explained that the plan showed a parking lot driveway loop system and garages in front of the dwellings basically needed to be reversed if possible, and if the applicant feels it is not possible, then modifications to the standards would be needed. Again, to facilitate the process Clark asked that appropriate staff meet with the applicant to explore the issues. Following Clark Mapes' comments, Bruce Vogel of Light and Power commented that "we like this plan better [referring to the applicants' conceptual plan]. We like this more 'normal' arrangement like we used to do. It's easier for us to serve." Clark Mapes elaborated that he was just reviewing the project based on Land Use Code provisions and asked that Bruce and he meet to discuss the Land Use Code approach to land development. Bruce noted "I'm just telling it the way we see it".
