College Avenue Dear Troy: Babette Sangster Project Manager 4890 South Jellison Street Denver, Colorado 80123 (303) 887-6007 Fnx (303)762-9636 In response to the staff comments regarding this application, we have revised the drawings to be a more clear representation of the proposal. All lines and symbols have been clearly marked on all of the drawings and key notes have been added to each page. VoiceStream has met with Ft. Collins Power and Light and with the Larimer County #2 Canal representatives and have satisfied their concerns. All other comments from referral agencies have been integrated into the revised drawings. There were two objectives in choosing a site at this location. One was to provide coverage to a VoiceStream store in the Foothills Fashion Mall and the other was to provide service for customers in a small coverage hole on S. College Avenue. In the current telecommunications siting climate, the location of the facility is critical because, while previous sites were designed to cover large areas, the goal now is to pinpoint specific areas where coverage is weak or lacking. The need to provide high -quality service to the VoiceStream store makes it even more crucial that the site be located within a few hundred feet of our selected location. Other poles being proposed by other carriers are not sited properly to meet these coverage needs. We have investigated several poles suggested by City Staff, and contacted our peers at the other carriers, but the closest available site for co -location is almost a mile away from our required location. Before signing a lease with Perkins we did contact Sears to explore the possibility of collocating on the existing tower on their roof and we contacted the Foothills Fashion Mall to locate in their parking lot. Neither of them were interested in discussing our proposal. We feel that the Perkins site is an ideal location in that our coverage needs can be met and the site is screened from S. College Avenue by existing heavy vegetation. Additionally, the installation has been designed to blend in with the existing light poles in the Perkins parking lot and the screen wall enclosing the ground equipment will match the exterior of the restaurant. The
