SPECIFICATIONS for an erosion/sediment control plan. These include, but are not
necessarily limited to calculations, notes, etc. Please submit correctly so a review of
the plan can be made.

Comments July 3, 2002
1. The previous Floodplain comment concerning no fill in the floodway (comment
#3) was not adequately addressed. There cannot be any fill in the floodway even if
it is related to the bike trail. All work must be at or below existing grade or must be
shown through a technical analysis to not cause a rise in water surface elevation. A
no -rise certification form is attached. Please complete this form and describe that
either there will be no fill in the floodway or how you can demonstrate no rise.
Please include the following note on the plans:
The boundary of the floodway area shall be staked and posted as a no disturbance
area except for those items, Storm Sewer C, the bike path reconstruction, and.....,
that are to be constructed in the floodway as shown on the Final Development Plan
documents. The area encompassed within the floodway limits cannot be used for
equipment storage, material storage, or temporary storage of fill dirt. Failure to
comply with such a condition shall result in the stoppage of work on the site,
withholding of building permits and/or certificates of occupancy.
Topic: Floodplain Protection Details
164
The details do not seem to match between what is called out in the tables as far as
minimum elevations and the elevations called out on the grading plan. For example
the slab elevation for lot 52 on sheet 6 is called out at 48.33 while it should be at
least 53.66 according to the table on sheet 17.
Topic: Subdrain Outfall Elevation
165
Please call out subdrain outfall elevation into Spring Creek. It seems from the shown
profile that the outfall will be within the banks of Spring Creek which will cause the
pipe to be frequently surcharged due to tailwater conditions. Please redesign to
keep it at least out of the 2-year water surface elevation.

Topic: landscape plan

Plan is difficult to read, to much information with small scale. sheet 1, What are
plantings being proposed in cul-de-sac island? These need to be low level growing
plantings
Topic: Subsurface Report
110
Subsurface report does not address issues as outline in LCUASS 5.6, 1, Site location
map does not address irrigation ditches, wet lands or other features. 2. Where are
flow rates addressed, potential high water levels? 3. What is the potential sourse of
the groundwater?
4. Are there any existing wells in the area, statement that City has jurisdication of
water doesn`t mean there are not other judicated holders, 5. Address ground
watewr quality. 6. Address water flow calculations, how was pipe sized, what are
recommendations for construction of subdrain? 7. Indentify the cone of influence
as a result of the dewatering. 8, Subdrain terminates at SS trunk man hole, what
steps are being taken to prevent subdrain blockage and /or back flow?
ill
Need better design of sub drain system, ie. Cleanouts, wrapped pipe in gravel
