The proposed zoning is Commercial which is in compliance with the City's Structure Plan Map which guides future growth in accordance with City Plan, the comprehensive plan for the community. Therefore, there are no anticipated impacts on the Poudre School District. The annexation includes the abutting railroad right-of-way, as well as the railroad right-of-way abutting the Spradley-Barr annexation, the adjacent property to the north. If there are any questions, please feel to contact the City of Fort Collins Current Planning Department at 221-6750. 1 ANNEXATION IMPACT REPORT NAME OF ANNEXATION: Arbor South Annexation DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL: Second Reading - June 19, 2001 The purpose of this report is to satisfy the requirements of C.R.S. 31-12-108.5 which states that a municipality shall prepare an annexation impact report and file a copy of the report with the Board of County Commissioners. GENERAL DESCRIPTION: This is a request to annex and zone an 11.26 acre parcel. The site is generally located on the west side of South College Avenue, east of the Burlington Northern Santa Fe Railroad tracks, approximately one -quarter mile south of Harmony Road. Contiguity with the existing municipal boundary is gained along the north property line with a parcel known as the Spradley Barr Annexation, and on the east side with a parcel known as the Fairway Estates Business Annexation, and on the south with a parcel known as the McClanahan First Annexation. The annexation is voluntary. The recommended zoning is C, Commercial. OWNERSHIP: The properties making up this annexation are owned by: Arbor Properties, Ltd. Paul Hefron Real Estate Department 750 17`h Street Boulder, CO 80302 MUNICIPAL SERVICES: The City of Fort Collins and applicable Service Districts plan to extend municipal services into the area of the above -referenced annexation. The City operates under a "development must pay its own way" philosophy whereby the cost of needed extensions of infrastructure (utilities and streets) is borne by the developer requiring those extensions. The City participates in in any required "oversizing" of infrastructure and finances such requirements from the City's Oversizing Fee structure. The developer has several optional methods to finance infrastructure extensions including the use of a Special Improvement District.
