I am requesting that this residential structure not be required to have a fire sprinkler system installed, given its vicinity to a fire hydrant. The fire hydrant is to be installed by Bret Larimer at his sole expense. Collins, CO 80526 February 1, 2000 - Mr. Kevin Wilson, Fire Marshall 102 Remington Street FEB 0 7 2000 Fort Collins, CO 80524 RE: Morningside Villas Subdivision Dear Mr. Wilson: This letter is in reference to a meeting that took place Monday, January 31, 2000 at 9:30 am at 281 S. College Avenue. Present were Ted Sheppard (City Planner), Sheri Wamhoff (City Engineering), Ron Gonzoles (Poudre Fire Authority), Craig Foreman (City Parks and Rec.), Roger Buffington (City Water Department), Dick Rutherford (Project Engineer), and myself, Bret Larimer (Developer). I initiated the meeting in an effort to resolve departmental issues relating to the development of Morningside Villas Subdivision (which consists of (1) five- plex building). Compromise was achieved on all but, one issue, and I am writing this letter in an attempt to resolve that issue. Enclosed please find the -site layout for reference: The issue..is, as follows: The .codes 'from two different departments' create an unnecessary expense and buren.,of performance upon the developer. 1) The water department is requesting installation of a fire hydrant on this lot stating that all new developments are required to have a hydrant at dead end streets. While there is no argument about the existence of this code, I have reservations as to whether it applies here. Nevertheless, installing a fire hydrant on my lot, at my expense, will benefit the entire neighborhood and PFA on a health and safety issue, so I am willing to comply. 2) Poudre Fire Authority staff is requesting that this structure also be equipped with a fire sprinkler system. As Mr. Gonzoles explained it, the fire code states that if no cul-de-sac . or fire lane can be established, and all points of the structure are not within 150 hose feet of a fire hydrant, then the structure shall be equipped with a sprinkler system. Referring to the site layout, I believe that all points of the structure can be reached with 150' of hose, or close enough that we comply with the intent of the code, and therefore request that Poudre Fire Authority staff reconsider its position regarding the sprinkler system. Given my cooperation with city staff on issues related to;_a bike path connection and fire hydrant installation,- both of which I :have agreed to install at my expense, it is only fair to not additionally require a nonessential item (fire sprinkler system). The fire hydrant is 20' from my building at its closest point, and never further than 150'. Additionally,, the building will conform to all national and local building codes (i.e. fire separation walls between dwelling units). At the meeting, Mr. Gonzoles did not feel he had the :es_:
