Please contact the City Forester to schedule a meeting on -site to determine the LOD. 9. A walk-in gate to the recycling bins should be provided in the trash enclosure. Transportation Planning (Tom Reiff) 10. Where is the visitor parking? "No Parking" signs will be needed along the sidewalk on the east side of the building, along the alley, to help prevent people from trying to park on the sidewalk. Also, this situation will have to be monitored by the property owner. 11. On -street parking will eventually be eliminated from Laurel Street. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. It is possible to schedule a public hearing in front of an Administrative Hearing Officer for a decision; however, the comments and concerns expressed in this letter must be addressed as soon as possible so that this item can, in fact, be heard by the hearing officer. The public hearing could occur as early as the week of November 27th to December lst. Possible dates are November 27, 29, or 30, December 4 or 6. This will be an early evening meeting, probably starting about 6:30 p.m. Please contact me at 221-6341 to schedule a meeting to discuss these comments, if necessary. Doug Moore 6f the Natural Resources Department offered the following comments: a. The Limit of Development (LOD) needs to be designated around all trees that are being protected during construction. These LOD's need to be shown on the Landscape Plan, Site Plan, and Grading/Utility Plan. Contact Tim Buchanan, the City Forester, at 221-6361 to schedule a site meeting to determine the appropriate distance of the LOD's. b. Provide a side gate for users to access the recycling bins in the trash enclosure without having to open the main gate from the alley. Attached is a copy of some suggested layouts for trash/recycling enclosures. Please contact Doug, at 224-6143, if you have questions about these comments. 4. Dennis Greenwalt of AT&T Digital (cable television) stated that AT&T Broadband does not have concerns or comments regarding this round of review of the development plan. The following comments and concerns were expressed at the City Staff Review Meeting held on November 8, 2000: Engineering (Mark McCallum) 5. More detail on the drainage (how and where to) is needed for the east - west alley on the north side of the property. 6. Conduit for future undergrounding of utilities is needed. This should be shown on the utility plans. 7. The private driveway for the north dwelling unit should be flared to the alley. A curb return should not be used or shown. Commu, , Planning and Environmental Aces Current Planning City of Fort Collins November 8, 2000 Lockwood Architects c/o Dana Lockwood 420 South Howes Street, Suite 101B Fort Collins, CO. 80521 Dear Mr. Lockwood, Staff has reviewed your revisions and supporting documentation for the Laurel Street Lofts - Project Development Plan (PDP) request that were submitted to the City on October 11, 2000, and would like to offer the following comments: 1. This property is located on the north side of West Laurel Street between Howes and Meldrum Streets. It is in the NCB - Neighborhood Conservation, Buffer Zoning District. The proposed 3 new multi -family dwellings (up to 4 units per building are allowed) are permitted in this District, subject to an administrative (Type I) review. 2. Jenny Nuckols of the Zoning Department offered the following comments: a. The Site Plan is too busy. It is difficult to read. Zoning would like to see the utilities on a separate plan. b. Please shade the sidewalk on the west side of the property. It is difficult to determine its placement with all the information on the Site and Landscape Plans. C. Label the lot lines and building envelope. d. Clarify the bicycle parking. The "typical" is pointing to the area labeled 1, 2, 3, 4. Does that mean that there are 4 bicycle parking spaces in each garage? General Note # 14 on the Site Plan is adequate for the statement of bicycle parking.
