Please return all red -lined plans and reports with your revisions when they are submitted to the Current Planning Department. The number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing Sheet. Vantage Properties, LLC Project File #25-00 19. The Site Plan and Landscape Plan do not match in some areas. 20. What the applicant is showing for necessary repairs to West Laurel Street will not work. 21. The applicant must contact the City Forester prior to installation of utilities to ensure protection of existing trees. This must be noted on the Landscape Plan and utility plans. Natural Resources (Kim Kreimeyer) 22. There are two large trees on the site that must be adequately protected. Also, existing off -site trees must be protected. 23. The existing sidewalk along the west side of the property has degraded to the extent that it must be replaced. 24. Incorporate recycling into the trash enclosure. Planning 25. A modification to the standard in Section 4.8(D)(3)(a) may be required. This section states that the minimum lot width shall be 50' for the proposed multi -family residential use. The width of the lot, as shown on the Site Plan, is 47.5'. 26. Complete the missing link in the sidewalk (approximately 51 along the west side of the property, both on- and off -site, to provide a continuous pedestrian walkway from West Laurel Street to the alley to the north. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is a 90 day plan revision submittal time -frame mandated by the City. The 90 day turnaround period (that the applicant has to resubmit to the City) begins on the date of this comment letter (September 19, 2000) prepared by the project planner in the Current Planning Department. A resubmittal must be made no later than Tuesday, December 19, 2000, by 5:00 p.m. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting it will be determined if the project is C. Continue the sidewalk along the western boundary to the adjacent concrete path. A copy of the comments received from Rick Lee of the Building Inspection Department, with a copy of Codes and Standards, is attached to this comment letter. 11. Dennis Greenwalt of AT&T Digital (cable television) stated that AT&T Broadband would like to make sure that everyone knows that they have fiber along West Laurel Street. They also have coax cable in the alleyway. Please call them for locates before any work is done. 12. Gene Fischer, the Secretary and Legal Counsel for the Arthur Irrigation Company, stated that the Arthur Ditch crosses Laurel Street in the location of this development proposal. However, if the applicant's Vicinity Map is correct, this project would not affect the Arthur Ditch. The following comments and concerns were expressed at the City Staff Review Meeting held on September 13, 2000: Stormwater Utility (Basil Hamdan) 13. No water quality measures have yet been proposed. Some treatment is required. The applicant will have to request a variance from the extended detention requirement. 14. How does the new drainage pan tie into the property to the west? How does it drain into the alley to the north? Enizineering (Tim Blandford & David Stringer) 15. More details are needed for the new concrete drainage pan and how it drains into the alley to the north. 16. More detail is needed on the handicapped ramps. 17. Cross -sections are needed for each alley. 18. Remove the vertical curb along the north alley and replace with roll-over curb. 8. Kim Kreimeyer of the Natural Resources Department offered the following comments: a. Please incorporate recycling into the trash enclosure design. Attached is a handout with information on layout and design of trash/recycling enclosures. b. The 2 significant trees associated with this site need to be preserved, as set forth in Section 3.2.1 of the LUC. (Current Planning question... What 2 trees? There are no existing trees shown on this site within the sidewalks or existing alleyways) Limits of Development (LOD) shall be designated around both trees for protection during construction. Please contact the City Forester and schedule a meeting on -site to discuss the appropriate distance of the LOD. C. Extend the sidewalk on the west side of the proposed building to the Laurel Street sidewalk, as well as to the north to meet up with the existing sidewalk on the adjacent property to the west. d. The Site Plan and utility plans do not match. Please coordinate the layout of both plans. Please contact Kim, at 221-6641, if you have questions about these comments. 9. Tom Reiff of the Transportation Planning Department offered the following comments: a. Bicycle parking can be accommodated within the structure's garages; however, since this development is targeted toward student occupants, it is being requested that a bicycle rack be located near the concrete stoops. of the 2 back units to accommodate visitors. b. Adequate visitor parking for vehicles appears to be lacking. On - street parking on Laurel Street may be lost to on -street bicycle lanes in the near future. 4. A copy of the comments received from Donald Dustin of the Stormwater Utility is attached to this comment letter. Additional comments are on red -lined plans and reports that are being forwarded to the applicant. Please contact Donald, at 416-2053, if you have questions about his comments. 5. A copy of the comments received from Tim Blandford of the Engineering Department is attached to this comment letter. Additional comments are on red -lined plans that are being forwarded to the applicant. Tim has left the City of Fort Collins. Please contact David Stringer, at 221-6750, to determine which development review engineer will be taking this project over. 6. Ward Stanford of the Traffic Operations Department stated that the on -site parking meets the "minimum" Code language, but may be inadequate in this application. The likelihood of this being rental housing for students (did not receive any narrative from the planning firm), and each bedroom possibly rentable to a student, and the possibility that each student may have a vehicle, would deem 6 parking spaces on -site as inadequate. Since the alley does not allow parking, where would the overflow parking be handled in this already dense area? Traffic Operations is requesting that a minimum of 9 parking spaces on -site be provided. 7. Michael Chavez of the Poudre Fire Authority offered the following comments: a. Address numerals shall be visible from the street fronting the property and posted with a minimum of 6" numerals on a contrasting background (example: bronze numerals on brown brick is not acceptable). b. Fire hydrants are required with a maximum spacing of 800' along an approved roadway. Each hydrant must be capable of delivering 1,000 gallons of water per minute at a residual pressure of 20 psi. No residential building can be greater than 400' from a fire hydrant. C. These proposed buildings shall be fire sprinklered. Please contact Michael, at 221-6570, if you have questions about these comments. e. Show and label a building envelope and dimensions of the envelope. Second story decks and support structures need to be within the envelope. f. Staff would prefer to not see the interior layout of the building on the Site and Landscape Plans. Please just show the building footprint, building envelope, etc. g. Please make the trash enclosure large enough to hold recyclables. h. Provide a bicycle rack or include in the General Notes a statement saying that bicycle parking will be done exclusively in garages. If a rack is provided, near the trash enclosure might be a good location. i. The applicant needs to add some trees along the west side of the property. Only one new tree is being added to the site. Four more trees could be added to the west side. j. It appears that the existing sidewalk on the west side just ends about 2/3 of the way up on the property. Is this correct or does it continue north to the alley? Please clarify. If it ends, staff would like to see it continued on to the alley to provide a pedestrian connection for all the buildings on the property. k. To reduce the concrete/asphalt effect on the north side of the building, can landscaping extend from the north side of the trash enclosure to the alley, with the enclosure gates transferred to the east side with a ramp access to the alley? Also, it is recommended that a fence be provided on that corner to prevent vehicles from cross -cutting through the landscaping. Commur' - Planning and Environmental ° _ vices Current Planning City of Fort Collins September 19, 2000 Lockwood Architects c/o Dana Lockwood 420 South Howes Street, Suite 101B Fort Collins, CO. 80521 Dear Mr. Lockwood, Staff has reviewed your documentation for the Laurel Street Lofts - Project Development Plan (PDP) request that was submitted to the City on August 16, 2000, and would like to offer the following comments: 1. This property is located on the north side of West Laurel Street between Howes and Meldrum Streets. It is in the NCB - Neighborhood Conservation, Buffer Zoning District. The proposed 3 new multi -family dwellings (up to 4 units per building are allowed) are permitted in this District, subject to an administrative (Type I) review. 2. Jenny Nuckols and Gary Lopez of the Zoning Department offered the following comments: a. Remove landscaping from the Site Plan. It just adds clutter to the plan. The existing and proposed landscaping can and should be shown on the Landscape Plan. b. The Building Elevations show a building height of 34'. General Note #2 on the Site Plan should reflect this, not give a "not to exceed" height. C. The Maximum Building Height in the NCB District is not 40', as indicated in the land use data portion of the Site Plan (upper right hand corner). d. The labeling of garage spaces was started.
