Dear Sheri and Wes:
As you know, minor revisions are being proposed to the Peak View Subdivision that
primarily consist of changes to the number and size.of the building units and the addition- of
four or five parking spaces. The changes being proposed create an increase in the impervious
area —including roof and pavement —of 1,384 square feet. ,When considering the overall size
of this'development, the increase in imperviousness does not materially change the overall C-
value for the site.
Since these improvements are spread -out throughout the project, they have an insignificant
effect on the runoff during any storm event; in fact, they have less than. a 1 % change in the C=
values. Therefore, there is no need to revise the already -approved storm drainage.report and
subsequent revisions as presented . to you by EDRC and Mr. Craig Houdeshell. ' It is our

with Section 4.4(D)(1)(b) standards relating to maximum residential density.
Additionally, the increase in density does not increase the number of buildings.
2. The required parking for the revised subdivision and P.D.P. is as follows. There
are a total of 23 attached single family two -bedroom units and 35 attached single
family three bedroom units. The parking requirements for the two and three
bedroom units are I I I parking stalls. The total number of parking stalls and
garage parking spaces is 114 parking spaces.
3. The proposed amendment will not effect the pedestrian and bicycle connection
through the development is accommodated by the detached sidewalks for
pedestrian traffic and the combination parking and bicycle paths on each side of
the internal residential streets as shown on the site plan. Additionally, the
developer has implemented a combination pedestrian/ bicycle path on the East
Side of the multi -family portion of the development to assist in access to
Overland Park. The increase in density of 2 dwelling units will not increase the
number of buildings. This application is in compliance with Article 3 of the land
use code for General Development Standards.
4. It is understood that each dwelling unit will be assessed a Capital Expansion Fee
based on a sliding scale related to the size of each dwelling unit. This fee is
payable at the time of building permit.
5. All utilities that pass under the P.V. & L. Canal shall be designed within the City
of Fort Collins design standards to insure proper crossing and installation methods
are followed.
6. It is understood that the City of Fort Collins will provide water and sewer service.
The developer shall tap into the City of Fort Foothills Pressure Zone system for
service and complete a looping of the system in Pleasant Valley Drive.
7. Sewer and Water service connections in Pleasant Valley Road on the east and
west respectively will be utilized to complete the necessary service connections as
shown the plans submitted.
8. Additional service will be implemented from the west to Andrew Peak Drive as
required by the City of Fort Collins Sewer Department on the western boundary
north of Pleasant Valley Road and easements put in place for service and
maintenance as required by the City of Fort Collins.
9. The site will be serviced with fire protection from the Poudre Fire Authority.
Secondary meetings with the Fire Department have resolved any concerns and
resolutions to circulation have been implemented in the plans.
10. A traffic impact study has been performed and submitted with the previous
applications and approvals. The impact from the increase in 3 multifamily units is

PEAK VIEW SUDIVISION
Being a re -plat of Peak View Estates Subdivision, multifamily housing units, located in
the Southwest '/< of Section 16, Township 7 North, Range 69 West of the 6 h Principal
Meridian, Fort Collins, Larimer County, Colorado
Project Development Plan.
The existing zoning is L-M-N, and the proposed development site is 9.206 acres.
The Developer proposes to re -plat three of the duplex units into three-plex units in
Lot 2, Tract H, Lot 12, Tract J and Lot 2, Tract G, amend Lot 1, Tract H to
accommodate new building configuration and reduce Lot 11, Tract J from a four-
plex unit to a three-plex unit.
Lot 2, Tract H, located on the East Side of Andrews Peak Drive, changes
the unit from a two-plex unit to a three-plex unit. The overall building
size in width, length and height are similar in size.
Lot 12, Tract J, located on the East Side of Andrews Peak Drive, changes
the unit from a two-plex unit to a three-plex unit. The overall building
size in width, length and height are similar in size.
Lot 2, Tract G, located on the West Side of Andrews Peak Drive, changes
the unit from a two-plex unit to a three-plex unit. The overall building
size in width, length and height are similar in size.
Lot 1, Tract H, located on the East Side of Andrews Peak Drive, proposes
a revision to the northern unit and adjustment to the building envelope by
moving the building approximately 10 feet to the north. This adjustment
removes the conflict of vehicular movement from the garages directly
south of the unit.
Lot 11, Tract J, located on the East Side of Andrews Peak Drive, changes
the unit from a four-plex unit to a three-plex unit. The overall building
size in width, length and height are similar in size.
The developer is requesting the revisions to the subdivision and P.D.P. due
to the market demands and constraints on development cost associated with in -fill
development.
This will increase the total dwelling units from 63 to 65 total dwelling
units on this site. The density per acre will change from 6.8 du's/acre to 7.1
du's/acre. This is within the design guidelines of the existing zoning that allows
up 8 du's/acre. Additionally, this site is less than 10 acres in size and is not
required to support a private park. This proposed development is in conformance
