d. The Private Park area is not 10,000 square feet in size. It seems to measure
110 feet by 65 feet, which makes it 7,150 square feet in size. You now have
drainage pans running through the middle of the Private Park. In your
response sheet to Current Planning comments 3.d., you stated the following,
"the bluegrass field area is open for all to use as a sports field or other
activities as desired. Putting the drainage pan diagionally right through this
field area precludes the ability to use it as a sports field or other general
recreation. Also, keep in mind that you cannot count areas with slopes or
gradients that conflict with other recreational and civic purposes of the
park [4.5(D)(3)(b) 1-6).
e. Ensure that the 10,000 square foot required private park meets the
standards for such a park as specified in 4.5(D)(3) of the LUC.
f. You may be able to reach an agreement with the Woodlands Apartments to
utilize their playground area along Wakerobin. In order to do so, it must
satisfy all the criteria for such a private park in 4.5(D)(3) including being
accessible to the public.
g. I am very concerned about the existing 8 foot masonry wall between the
Woodlands apartments and your site. This forms unnecessary barriers
between adjacent developments. We would like to have a break in the wall to
allow for a pedestrian connection between your two developments. I would
be glad to meet,with the managers of the Woodlands to help attempt to
arrange such a pedestrian connection.
h. Be aware that Starf lower does not allow parallel parking.
i. The original sidewalk connection between building D and the Harmony
sidewalk was much better the first time we saw the site plan. Section
3.2.2(C)(5)(a) states, "walkways within the site shall be located and aligned
to directly and continuously connect areas or points of pedestrian origin and
destination." We highly recommend changing this connection back the way
you previously has proposed.

Staff reviewed the re -submittal of the Larks Nest (formerly Eastgate at the
Woodlands) Project Development Plan, and would like to offer the following
comments:
COMMENTS:
1. Engineering Department, Water/Wastewater Utility Department,
Stormwater Utility Department, Zoning Department, Technical Services,
Water Conservation, AT&T Cable, Natural Resources, Transportation
Planning:
a. Seethe attached comment sheet and/or redlined plans from these
departments.
2. Traffic Operations:
a. I have not received any comments from this department, but as soon as I do,
I will pass them along to you.
3. Current Planning:
a. Section 2.2.11 of the Land Use Code requires that an applicant submit
revisions based on this letter within 90 days or the project application
becomes null and void. Your response to the City's concerns is due by May
4, 2001. A 30 day extension'to this deadline is available. All requests for
an extension should be directed to the Current Planning Director. If
remaining issues are those that do not require plan revisions, a status report
verifying continuing efforts toward resolving the issues is required within
the same timeline.
b. On the site plan, the planning signature block is wrong. It should say
"approved by the Director of Planning of the City of Fort Collins this
day of 2001." Then the signature line below should be
labeled "Director of Planning."
