Please find attached the various codes that the Fort Collins
Building Department will enforce. The information submitted
suggests that multi -family housing will be provided. We want to
inform you that we are currently enforcing the 1998 ANSI for
accessibility and a State statute, which requires that on common
property one accessible (Type A) unit for each 7 units or fraction
thereof shall be provided. Accessibility is required in most R-1
construction so pay careful attention to the requirements of ANSI and
what items are required in a type 'A' dwelling unit.
Another more commonly missed component is the required fire
rated separation between units and in attic spaces.

They show what I assume to be building envelope lines on site plan.
However, the envelopes can't violate setback requirements, which they
do. The buildings seem to comply with setbacks, but they need to
revise the envelope lines so that they do also.

This project is located within the City of Fort Collins water and sanitary service area. Mr. Roger
Buffington should be contacted for comments regarding water and sanitary sewer service. The Fort Collins
- Loveland Water District and the South Fort Collins Sanitation District have facilities along Harmony
Road that need to be protected during construction.

C. Screen between buildings D & E.
We have provided landscape screening of climbing plants in addition to
shrubs and trees in this area. There is an existing eight -foot high masonry
wall continuous at the property line.
d. Fencing and Play Area.
As we discussed the market that this project is aimed for is not identified
as of yet. We have designed a fence with stone columns. The fence will be
installed by the Association if they so desire. The play area has been
removed for the same reason. The benches and picnic table have been
retained as well as the addition of a bike rack. Parking for the public is
available adjacent to the Park Area. The bluegrass field area is open for all
to use as a sports field or other activities as may be desired.

ENGINEERING
General — Proximity of driveway to Harmony Road.
Traffic operations and the Traffic Engineer have indicated that the location is acceptable.
Lane striping has been added to the engineering documents.
No additional R.O. W. needed.
Understood.
Subdrains.
Subdrain are recommended and will -be placed around the buildings. A sump pit will be
provided. A sump pump will be provided when and if ground water conditions exist that
would endanger -the basement spaces. The sump pump would pump to the exterior
surface and be directed away from the building. These follow the recommendations of the
Soils Engineer. The test borings from this report indicate that current groundwater will
be two to three feet below the level of the basement floor.
Site — Sidewalk connection shown on Site but not on Engineering Plans.
This has been added to the Engineering Plans.
Plat — Add emergency access to internal access and utility easement.

Utility
Sidewalk to Starflower and drain pan.
The sidewalk has been added. A curb chase connects the pan and the parking lot.
Concrete driveways to property lines and provide proper curb cut detail at attached

TRANSFORT — Discuss with transit.
Author noted that a bus stop may be placed to the west of the traffic light some time in
the future. It is requested that no additional landscaping be placed in this R.O.W. area to
avid future displacement.
LIGHT & POWER — Move meter pits for natural gas and electric lines.
We had a utility coordination meeting prior to the submission of the plan. At that time it
was agreed as to the location of the Utilities. We have located the transformer as well as
the electrical service line, which is to the east side of the internal driveway. At that
meeting Public Service was not present. It was determined that I would contact them
separately. I discussed the project with them and it was determined that the Natural Gas
utility would be located in the utility easement that is to the site side of Wakerobin and
Starilower. This is shown on the plan. Therefore there is no need to provide space for the
natural gas line adjacent to the electrical service line since they will be running their
service adjacent to the public right of way.
TRANSPORTATION PLANNING
Provide bike parking.
So provided.
Add sidewalk to connect Harmony with internal spine.
Provided.
Make walks to front porch wider.
We are providing a four -foot wide sidewalk to each individual unit. This is standard for
residential access. It exceeds ADA standards and is typical to home access in Ft. Collins.
Make internal pedestrian spine five feet wide.
So provided.
WATER & WASTEWATER
Coordinate landscaping and civil design and provide tree -utility separation.
Additional civil design elements have been added to the Landscape Plan. The separation
of Utilities and plantings has been provided.
Provide four -foot separation of building envelope and meter pit edge.
Meter pits have been moved to meet this standard.
Maintain five-foot separation of utilities and curbs.
Utilities have been revised.
Show proposed location of electrical and natural gas lines.
Electrical service is shown on the plan. The natural gas line has been added. As discussed
with the gas utility, their service is to be located adjacent to and in the easement along the
public R.O.W.
Fire and irrigation lines.
A site irrigation line is shown. No fire lines to the buildings are required.
Site and Landscape Plan comments.

STORM DRAINAGE
Comments are specific to the grading and drainage report and are addresses by the Civil
Engineer.

Width of accessible parking space.
The sidewalk adjacent to the parking space has been widened to five feet wide, designed
as a continuous ramp, and cross -hatched to note it inclusion as a part of the accessible

BUILDING INSPECTION
Accessible units.
Discussions with the staff have determined that the design, configuration of the buildings,
and the property configuration will not require that accessible units will need to be
provided with this project.
NATURAL RESOURCES
Tree Protection Specification, and definition of the LOD set on plans.
These related notes have been added to the Landscape notes. The Limits of Development
are shown on the Site Plan and the Landscape Plan. This area extends from Harmony
Road north to the north edge of the Drainage Easement.
Revise schedules for correct botanical names.

I am writing to address the concerns of the review team and you in particular. I
will answer all of the comments from the individual sheets as well as the comments from
your letter.
The following responses had no comments: Post Office, Park Planning, Streets, and
Ft. Collins -Loveland Water District.
AT&T DIGITAL — Blanket easements outside of the buildings.
The owner is not inclined to provide this. They would like an orderly installation of the
phone utility and not have it run without coordination
FORESTRY — Change note 26 on the landscape notes and change two tree species.
These changes have been made.
TRAFFIC OPERATIONS
Who authors traffic letter? I wrote the letter.
Did the Traffic Engineer determine that a TIS was not needed? Yes.
Is the letter adequate?
Eric Bracke determined that this letter would be adequate for this project.
Curb Cut to Startlower.
The traffic Engineer determined that the location of the project curb cut would impact the
stacking at Harmony and Starflower in a minimal manner and that the location may stay
as submitted.
