Access to the Cathy Fromm Open Space and trail system is south of the property by approximately one half mile. The Spring Creek Trail is also available to the site by travelling north on shields though it is two and a half miles away. Directly adjacent to the site is Starflower Drive. This street is marked as a Bicycle Route. By traveling on this route a person may travel to any other destination in the City and to specific destinations within a mile of the property. By travelling south onto the Community College this community destination is easily and safely available. In addition to this the south branch of the City Library is also available to the residence. If one travels . north on the bicycle route of Starflower, the neighborhood park, Troutman Park and Lopez Elementary School is safely accessible. CONCLUSIONS These existing community facilities and transportation routes make this site ideal for development because the infrastructure for all means of transportation area available and ready to be used for the benefit of the residents. come to a stop before transitioning onto Starflower. Wakerobin dead ends into Starflower and due to the layout of an existing subdivision to the east, Wakerobin will not continue beyond this point. Starflower Drive end at Harmony Road. An internal drive that serves Front Range Community College exist directly across Harmony Road. The traffic that is to enter Harmony Road or the community college from Starflower is controlled by a signalized traffic control system. Traffic that travels on Starflower is controlled with respect to speed by the posting of a speed limit. To reinforce this speed limit a flashing light system mounted with the speed control sign. Vehicles to and from the site can easily transition onto the public ways safely and can travel in any direction from the site on a completed infrastructure. The site is served by the City owned Transfort bus system. The site is served by the Orange Line. The western and southern end of this route is on the community college campus directly to the south of the site. There are two bus stop/turn off areas located on the campus. One of these stops is to the west of the campus and the eastern stop is within four hundred feet of the property. These two stops are provided with bike racks and have shelters to protect waiting patrons from poor weather. In addition to these stops there is a bus stop on the north side of Harmony Road. This stop is within three hundred feet of the site and the Starflower and Harmony intersection. This stop is provided with a bench and bike rack. PEDESTRIAN SYSTEM The sidewalks along the public right of ways currently exist on the three sides of the property that adjoin streets. The sidewalks along Starflower and Wakerobin are attached, roll over curb and gutter type. These sidewalks are four and a half feet wide. The. sidewalk along Harmony Road is also in place. This walk is detached and is seven feet wide. These pedestrian ways are continuous through the site and connect to the walkways within this mile block. Pedestrians are able to go from this site to any anticipated destination without interruption of the walkways. This system will be easily accessible and functional to all of the homes as detailed on the development plan for this project. BICYCLE FACILITIES The site has direct, easy and safe access to the bike system within the City of Ft. Collins. Harmony Road and Shields Street both have on the street bike lanes that run continuous in both directions on both of these streets. These on the street dedicated bike ways will allow any person living in one of the homes on this property to transport themselves from their home to any destination within the City. Collins, Colorado Eastgate at the Woodlands is a proposed multi -family home project located along the west side of Starflower Drive and south of Wakerobin Lane in Ft. Collins, Colorado. The property is in the southwest portion of the City with the southern boundary of the property being Harmony Road and Shields Street is approximately a quarter mile to the west. This development meets the criteria as an infill project as defined in the Land Use Code for the City of Ft. Collins. The land use is as a multi -family housing project. The scope of the project is to construct twenty-four homes in a townhome type of configuration. The homes are planed to be two bedrooms each and to have an attached single car parking space for each home as well. The homes are designed to contain 1,150 s.f of finished space. This study is undertaken to examine and inventory the transportation network that serves the property currently. The inventory will determine the connectivity of these systems as they currently exist and to indicate how this project will tie into the systems. A complete traffic impact study was determine not to be needed for this project because of the minor scope of the work involved and due to the completeness of the transportation infrastructure surrounding the site. The surrounding land uses to the property are mainly residential in nature. To the north and east are single family homes. To the west is a multi -family apartment complex. Across Harmony Road to the south is the Front Range Community College and a City of Ft. Collins Public Library. STREET NETWORK The site is bordered by Harmony Road to the south, Starflower Drive to the east and Wakerobin Lane to the north. Both Starflower and Wakerobin are completed. Wakerobin Lane is constructed to local street standards and Starflower Drive is constructed to collector street standards. Harmony Road is constructed as a four lane arterial. The north half of this street adjacent to this property is completed. All safety and traffic controls are in place adjacent to the site.
