The architecture is compatible with the previously built houses that sustain a Edwardian vernacular which gives a historical feel. The pedestrian passage possesses generous sidewalks widths and lighting to enhance the 50 foot pedestrian journey. The landscaped parkway betweent the sidewalk and street. encloses the viewer with mature elm trees and grass that adds to the old town presence.This is a residential district so street furniture would not fit in this context, but as a whole the area exhibits (A) level of service qualities. 5) SECURITY: The development gives good security by having generous sidewalks and straight sight lines to the next block. The landscaped parkway seperating the street and sidewalk provides a comfortable buffer that still allows sight for the vehicle to the pedestrian and vise -versa, safety is provided by distance.The lighting for this area offers night security through both residential porch lighting and also street lamps which give security.The security for the development is a (A) level of service. Ste. 101 B, Fort Collim, Colorado 80521 970.493.1023 fax: 970.493.6765 Member Arr rx Irsburte of Architects w Laurel Street Lofts LOCKWO D PEDESTRIAN (LOS) ANALYSIS A QCIUCTOS 16 August 2000 SUMMARY OF ANALYSIS The City of Fort Collins Master Transportation Plan provides level of service (LOS) standards for each travel mode including motor vehicle, public transit, bicycle, and pedestrian. The objectives of these LOS guide public and private planning for mobility and accessibility in all transportation modes. The PEDESTRIAN (LOS) for the Laurel Street Lofts Development will show it meets and exceeds the five requirements for the pedestrian district in which the project is located. The Laurel Street Lofts are located in the 300 block of West Laurel, directly across the street from CSU campus. 1) DIRECTNESS: As seen in diagram # I the site sits in the cities earlier planned grid system which provides pedestrian's with the optimum directness to a destination such as the bus stop in diagram # 1. The ratio for this circulation is 1.0 which is less than the required 1.2 to receive a (A) level of service. Shown in diagram #2 is the circulation path to the oval park located on CSU campus. This ratio is 1.1 which also falls under the ratio of 1.2 requirement of a pedestrian district. As shown by these examples the directness (level of service) has meet and exceeded the requirements for this proposed development. 2) CONTINUITY: The contiguity for this particular site is consistent with the existing environment surrounding it. The existing sidewalks to the Laurel Street side of the development are an ample 4 feet wide and are a continuous single entity to the proceeding block to the east and west. There exists a 10-15 foot wide green space buffering the pedestrians from the vehicular traffic which contains mature elm trees approximately 30 feet on center that acts as a major activity area. The site has initiated handicap ramps to ensure the smooth travel of all pedestrians through the development. These features for the pedestrian have enabled the proposed development to achieve the (A) level of services. See Site Plan for further reference. 3) STREET CROSSINGS: Laurel Street is the street the development connects to, which is a 4 lane street (2 heading westbound and 2 heading eastbound). The intersection of interest is the connection of Howes Street and West Laurel Street. This intersection does not have a raised median in the center. The crossing achieves well marked crosswalks, signal heads are easily visible to the pedestrian and motorist, intersection and crosswalks are well lit so that the pedestrians are visible at night, and the pedestrian signal indicator has the walk phase manually set for each cycle by the pedestrian. The street system has the standard curb ramps and provides the motorist and pedestrians with an unobstructed view of each other.
