Transit level of service is based on hours of weekday service, headways, a travel time factor of
2.0, and a peak load factor of less than 1.2. Based on these criteria, which are established in the
Multimodal Transportation Level of Service Manual, the current level of service in the project
area meets the LOS D standard based analysis of the above criteria and the proximity to Route 9.
In addition, Shields is identified in the City of Fort Collins 2015 Transit Plan as a high frequency
transit route in the project area, which should improve transit level of service in the project area.
CONCLUSIONS
Based upon the site investigation, current and projected operating conditions, and the preceding
analysis, the following can be concluded:
• Under existing conditions, the intersection of Shields and Vine is operating at acceptable
levels of service.
• For the year 2005 background and total traffic conditions with project traffic, the study
intersection was found to operate acceptably with the current geometry.
• Pedestrian level of service standards are met by the proposed development, with the
exception of the continuity and street crossing elements, which suffer from gaps and a
lack of facilities at the Shields and Vine intersection.
• Recommended improvements include southbound and westbound right turn lanes
improvements at Shields and Vine and pedestrian facilities including crosswalk striping,
directional curb ramps, and appropriate signage.

VISUAL INTEREST AND AMENITY
The proposed new development, required to meet current development and landscape standards
will achieve or exceed the LOS C threshold through design of on -site pedestrian facilities and
amenities.
SECURITY
The key requirement for achieving a LOS B for security is adequate lighting and line -of sight for
visibility. Both of these will be included in the design of the proposed project.
BICYCLE LEVEL OF SERVICE
There are bicycle facilities within the study area along portions of both Shields and Vine. South
of Vine, Shields is designated as an on -street bicycle route. West of Shields, Vine is designated
as an on -street bicycle route. There are no bicycle facilities in place between the proposed
development and the intersection of Shields and Vine.
The required level of service standard identified in the Multimodal Transportation Level of
Service Manual is LOS C for bicycle facilities in the City of Fort Collins. LOS C is defined as
"directly connected to either a North -South or East-West corridor which is a set of on -street
lanes." Since no on -street bicycle lanes exist in the immediate project area, the project fails to
meet the LOS C standard.
TRANSIT LEVEL OF SERVICE
There is currently Transfort transit service along Vine Drive on the Pink Route (9) with hourly
feeder bus service. Service runs from 4:52 am to 6:17 pm on an hourly schedule, providing
approximately 13 hours of weekday service with a 60-minute headway. The development is not
located in a "mixed use center or commercial corridor" as designated by the City of Fort Collins
Multimodal Transportation Level of Service Manual, and as such, the LOS D standard applies.

the project to proximate institutional destinations were analyzed. The key institutional
destinations within the study area include Putnam Elementary School and Lincoln Junior High
School. Both of these destinations are west of the project area, and pedestrians will traverse the
Shields and Vine intersection to reach either destination.
1 DIRECTNESS
The goal of LOS B for direct pedestrian access to proximate residential developments is
' achieved with the proposed project. The grid pattern of the surrounding street network lends
itself well to direct connections to both schools in the area as well as the convenience store
timmediately south of the project.
' CONTINUITY
The goal of LOS B for continuity is not achieved due to a lack of a continuous sidewalk system
along the streets immediately south and west of the project area. A significant gap exists
' between the proposed development and the Shields and Vine intersection, as no sidewalks are
present in and around the Gasamat gas station and convenience store. Additionally, while
sidewalks are present in some locations along Vine west of Shields, no continuous sidewalk
system is in place to serve pedestrians walking to Lincoln Junior High. Sidewalks are present
south of the intersection along Shields, which do provide direct, continuous access to Putnam
Elementary School.
' STREET CROSSINGS
The goal of LOS B will not be met for the street crossings at Shields and Vine without additional
improvements to the intersection. These street crossings do not cross more than three lanes, but
no appropriate signing, crosswalks and standard directional curb ramps are currently in place.
Additionally, high traffic volumes in the peak hours do not allow for pedestrian gaps in the
traffic flow and a number of junior high age children were observed having difficulty crossing
the intersection during the traffic counts.

background traffic with the addition of the project traffic were developed for the short-term,
2005 condition. These projections are presented in Figure 8.
Short -Term Operations
The current network should adequately support both the projected background short-term traffic
growth and the project related traffic growth in the study area. The study intersection was
evaluated with and without the project traffic for the short-term study year of 2005. It continues
to operate at acceptable levels of service in the short run. Intersection geometry is generally
consistent with the existing network in the short run, though it is assumed that southbound and
westbound right turn lanes will either be improved or continue to operate informally as they do
in the current condition. Analysis of the short-term projections resulted in the following
operating condition seen in Table 3 and Table 4.

Project Traffic
Site traffic projections were estimated using the 6`s Edition of the TTE Trip Generation Manual,
as requested by the City Traffic Engineer. The Single Family Detached TTE category (210) was
used to generate trips for all of the units to provide a conservative estimate of trip generation.

Trip Distribution and Assignment
Distribution assumptions for the trips generated by the U-4 LLC development site are based on
existing land uses, activity and employment center locations, and the existing trip distribution
observed during the peak hour traffic counts. There are no major changes in distribution
anticipated between the existing and short-term projections. The distribution is presented in
Figure 6 and expected project traffic assignment is illustrated in Figure 7.
IMPACT ANALYSIS
Roadway Improvements
No short-term roadway improvements are planned for the project area, however, it should be
noted that long-term improvements identified in the City of Fort Collins Master Street Plan
include the widening of Shields to a 4-lane arterial south of Vine.
Traffic Impacts
The key intersection identified by the City Traffic Engineer was analyzed for operating
conditions with the full buildout of the U-4 LLC project. Total traffic projections reflecting the

It should also be noted that the intersection currently operates at a failing level of service without
the addition of the southbound and westbound right turn lanes in the HCS calculation. Since the
observed operation of the intersection included the use of these informal southbound and
' westbound right turn lanes, and since improvements to the intersection are anticipated in
conjunction with the Master Street Plan, the capacity analysis includes a dedicated right turn lane
for each movement in both the existing and short-term analysis.
I FUTURE BACKGROUND TRAFFIC PROJECTIONS
Short Term Background Traffic
Background traffic was projected using an annual growth rate of 3% on the surrounding roadway
network. Existing traffic volumes were factored using this growth rate to approximate traffic
conditions in 2005. The full development of the U-4 LLC site was assumed for the short-term
calculations. Short-term background traffic conditions are shown in Figure 5. The study
intersection also continues to operate at acceptable levels of service (LOS D or better).
PROJECT TRAFFIC PROJECTIONS
IDevelopment Character
The U-4 LLC development may be a mixed -use development and may include singe and mult-
family 4-plexes, 6-plexes, and 9-plexes. The land uses identified in the U-4 LLC Overall
Development Plan are based on the best estimate of the likely development on the parcel. In
order to present a conservative estimate of traffic generation, the maximum density identified on
the Overall Development Plan was assumed.
' Surrounding land uses are primarily residential, with a gas station and convenience store located
immediately to the south. Access to the site is planned via a right -in -right -out access at the
southwest edge of the site onto Shields, and a full movement access at the northwest edge of the
site.

Shields and Vine are both designated as on -street routes for bicyclists, which extend south and
west from the intersection. On -street bicycle routes are defined as low -volume local streets,
which the City has designated and signed as bicycle routes, and in which cyclist share the travel
lanes with motor vehicles. It should be noted that between in the AM peak hour, over 20
cyclists were observed using the intersection of Shields and Vine, and that in the PM peak hour
14 cyclists were observed.
Existing Traffic
Weekday morning and afternoon peak hour traffic counts were taken at the study intersection to
establish current intersection operating conditions. The intersection is currently all way stop
controlled with the operating lane geometry identified in Figure 3. Existing traffic conditions are
presented in Figure 4.
Existing Level of Service
The study intersection is currently operating at level of service C or better as shown in Table 1.
This level of service is achieved with the assumption of dedicated right turn lanes for all
approach lanes. While only the northbound and eastbound approaches have striped lanes with
storage and tapers, it was observed that southbound and westbound right turning vehicles utilize
adequate paved width and shoulder space to allow a dedicated right turn movement in these
directions as well. The general lack of striping at the intersection may contribute to this
observed driver behavior. Level of Service calculations for the unsignalized intersection reflect
the Highway Capacity Manual procedures and are included in the Technical Appendix.

ANALYSIS OF EXISTING CONDITIONS
Existing Transportation System
The U-4 LLC development is bordered on the west by Shields Street, on the north by the Arthur
Ditch, on the east by existing low density residential uses, and on the south by the Gasamat gas
station and convenience store. The site plan for the parcel is illustrated in Figure 2.
Shields Street is currently a 2-lane facility with no curb and gutter north of Vine. The posted
speed limit is 30mph both north and south of Vine in the immediate project area. Shields serves
as the first north -south connection between Fort Collins and US 287 west of College Avenue. It
also provides direct access to low -density rural residential parcels in Larimer County
immediately north of the project site. South of Vine, Shields is designated as a 4-lane Arterial in
the City of Fort Collins Master Street Plan and north of Vine, it is designated as a Minor Arterial
with 2 lanes.
Vine Drive is currently a 2-lane facility with curb and gutter generally along it south edge in the
project area. The posted speed limit is 30mph, and Vine is designated as a Minor Arterial with 2
lanes in the Master Street Plan. Land uses along Vine in the project area are primarily
residential, and collector access as well as direct residential access is provided in the project area.
The intersection of Shields and Vine is an all way stop controlled intersection. Northbound and
eastbound right turn lanes are present on Shields and Vine, respectively. There are also de -facto
southbound and westbound right turn lanes that are utilized in the peak hour periods (observed
during traffic counts).
Sidewalks are present on both sides of Shields south of Vine, and along the south edge of Vine in
the vicinity of the intersection, but no sidewalks are provided on either side of Shields north of
Vine. No crosswalks, sidewalk ramps, or other pedestrian facilities are provided at the
intersection of Shields and Vine. Direct and continuous sidewalk connections generally exist
south of the intersection to the residential neighborhoods on either side of Shields and to Putnam
Elementary.

INTRODUCTION
This transportation impact analysis study describes the transportation implications of the U-4
' LLC Overall Development Plan. The 2.4-acre site is located northeast of the intersection of
Shields and Vine, just north of the Gasamat gas station and convenience store on the corner. The
' development will consist of attached multi -family housing in the form of 4-plexes, 6-plexes, or
9-plexes and will add up to 36 dwelling units to the site. A map of the project location is
' presented in Figure 1.
The City of Fort Collins Transportation Impact Study Guidelines (Revised March 27, 1998)
document was used to prepare this report. Accordingly, the analysis includes the following
' sections:
• Analysis of Existing Conditions
' • Future Background Traffic Projections
' • Project Traffic Projections
• Impact Analysis
' • Conclusions
• Technical Appendix
' Per the TIS Guidelines, an initial scoping meeting with Eric Bracke, the City Traffic Engineer,
' was held to establish the scope of this analysis, identify study intersections, and determine base
assumptions for the study. It was agreed that the analysis should incorporate the following
' elements:
• Traffic growth projections for 2005
' • A 3% future traffic growth rate
• Impact analysis for the intersection of Shields and Vine
' • Pedestrian analysis for Residential to Institutional destinations, including Lincoln Junior
High and Putnam Elementary.
