Access to the site is proposed to be from Shields Street: The primary full access is located to
the north where site distance is acceptable. The south entrance has limited site distance to the
north and only a right turn in /right turn out is recommended at this time. `

There may be a 50' buffer required along Arthur Ditch. There are no other natural systems in
place. A buffer; including screening and burming adjacent.to.the C-store fuel operations is
proposed. All open space, parks and landscaped buffer areas will be constructed by the
developers bf this project and will be maintained by the homeowners association. °

Statement of Planning Objectives
Dear Board Members:
Overall Development Plan
The Development Team for the U-4 Affordable Housing is requesting approval of the
proposals Overall Development Plan. The proposed ODP is for the 1.917 acre U-4 property
located east of Vine Drive and- north of the C-Store, located at Vine and Shields.. Access to
Vine to the south is a multi family,apartment complex consisting of two 12 plexes and a
density of approximately 25 DU/AC, there is a city park adjacent to the south boundary of the
multi -family complex.
The site is zoned L-M-N.. Low Density Mixed — Use Neighborhood District. The northern
boundary of the site is bordered by Arthur Ditch. The eastern boundary of the property is
bordered by county residential. Property located to the north of the site is county commercial
zoning with a trash hauling company.
The U-4 property is within the city of Fort Collins.
"Infill Area".
The site is vacant. Vegetative cover in grass.
The proposed land use of the property include: multi -family, affordable residential housing.
The land use code allows up to 12 dwelling units/acre of this use within the infill boundary.
However, do to the limited size of this project, generally poor level of off -site streets and
sidewalks and the neighborhood context, the Developers are requesting an increase in density
to 19 DU/AC net. Neighborhood factors include: the close proximity of.a C-Store, city park and
the*existing density at Vine and Shields (25 DU/AC): proximity to the Vine Street transit route
and bus stop.
