Staff has reviewed your proposal for the 1005 Laurel Street Wireless
Telecommunication Facility and Equipment, Project Development Plan and offer
the following comments:
COMMENTS:
1. AT&T Digital, Poudre Fire Authority, Natural Resources, Technical
Services:
a. These departments and agencies have indicated that they have no comment
on this project.
2. Zoning, Advance Planning, Stormwater, Light & Power, Water/Wastewater,
Engineering:
a. Please see the attached comment sheets and/or redlined plans from these
departments.
3. Current Planning:
a. The pole is to be painted an earthtone color, and not be galvanized [LUC
3.8.18(C)(8)].
b. Chain link fencing is not permitted for screening. The fence must be wood,
masonry, stucco, or other opaque material [3.8.18(C)(5)].
c. The new shelter proposed on the plans is a wireless telecommunication
facility by definition [LUC 5.1.2]. Wireless telecommunication facilities are
not permitted in the NCB zone. Sportsman Storage is in the NCB zone. As
we verbally discussed, you cannot propose to build a new structure for the

purpose of locating wireless telecommunication equipment as part of this
application. The only way your proposal to locate the cabinet equipment in a
shed on the Sportsman Storage site would be allowed is if that equipment is
placed into an existing building.
d. If you want to build a new shed on the Sportsman Storage site, you can pull
a building permit to do that. Once the shed is existing, you can propose to
use the existing shed to house wireless telecommunication equipment.
e. Once you have an existing structure, you can resubmit your revisions with
the shed labeled as "existing."
f. The title of the page should be changed from "E. Fort Collins; CO 0264-
Zoning" to "Wireless Telecommunications Facility & Equipment; 1005 Laurel
Street."
g. Once all comments form all departments and agencies are addressed, we can
schedule the project for a Type 2, Planning and Zoning Board Hearing.
h. Section 2.2.11 of the Land Use Code requires that an applicant submit
revisions based on this letter within 90 days or the project application
becomes null and void. Your response to the City's concerns is due by
December 19, 2000. A 30 day extension to this deadline is available. All
requests for an extension should be directed to the Current Planning
Director. If remaining issues are those that do not require plan revisions, a
status report verifying continuing efforts toward resolving the issues is
required within the same timeline.
