Subject: Poudre Development Rezone
I heard you were wondering about the public process for this site. The City has for quite a while been
eyeing the site for public purchase. As part of the Downtown River Corridor Implementation Program
(DRCIP), there was a lot of discussion and contention over the site, primarily between the level of
development or recreational use and the amount of natural area protection/floodplain management. We
discussed the site at numerous open houses and community meetings. However, there was a lot of
consensus on the desire for public purchase. Mike Powers, and the City Manager's office, have
attempted purchase of the property for the last year or so but the asking price has been way over the
appraisal. The scenario, if public purchase occurs, is to have an open air amphitheater with gardens and
natural areas. Also, the owners have received a CLOMR, so depending on the City's position
(Stormwater will be doing a project to protect the adjacent Buckingham n'hood), will be able to remove the
property from the floodplain.
I expect significant interest, and probably contention, over the rezone from environmental groups
particularly.
