The 90% CD review set did in fact contain a site lighting plan and luminaire schedule. We designed the
exterior lighting, with the aid of the manufacturer specified. to the footcandle levels dictated in the PSD
Teohnisal Specifications. Those levels are 2 Pc. mittitnum for parking areas and t fc minimum for the
building exterior. The lamp source specified by PSD is high pressure sodium.

design exceeds the minimum mquitements of the City.

8. Please I" the adjacent street The plan shows the property line running down the middle of the County Road,
yet indicates that there is 41 feet of right-of-way. The property line should follow the edge of the right-of-way.
Reply: Changed to 42 feet and property line has been moved.
9. Emsting and strmmtding zoning should be shown either on the vicinity map, the context diagram, or the overall

Reply: Surrounding land is in the County. If you still treed this information, please contact the Owner.
10. A pedestrian connection between the west parking lot and the City Park maybe appropriate.
Reply: Good Ideal Added.
11. We recommend that you meet the City`s fill tree stocking standards adjacent to the building; however, we
understand the special use and traffic that a school building receives adjacent to the building. The standard reads
as follows: "All landscaped areas within SO feet of any building must provide formal and/or informal
groupings of trees at 30 to 40 foot Intervals for canopy shade trees, and 20 to 30 feet for evergreens and
ornamentals (3.2.100)(c)]. More shadelcanopy Irm oa the south side of the building would be consistent
with the School District's desire to reduce the heat oasis ,round the building.
Reply: We are providing far more trees than has ever been provided at any previous ekmnm=yy school in Fort
Collitts. Trees and vegetation have been carefully placed to reduce the building's lust gain in the
summer. However, consideration has been made to not placing plants where they will be damaged by
the heavy usage of this facility.
12. The materials to be used for the trash enclosure are not indicated. Please be advised that the City would not
typically allow chain link fencing with or without slats as a screening material as specified in section 3.8.11(2)
of the LUC.
Reply: See details on sheet 1.1. The enclosure is covered with T=%. a recycled plastic and wood fiber lumber.
13. Please show the utility elements and the proposed screening for such elements on the p13ns, We ask that all
HVAC and utility equipment meet the following standard of the LUC: Section 3.5.1(1) (2)&(3) Utility meters,
HVAC cquiprtunt, vaults, irrig umbons, transformers, and other utility service ftmctions (such as conduits,
and vents) shall be located and screened so that the visual and acoustic impacts of these Mons are fully
contained and out of view of the adjacent properties and public srreets• Please specify the material of any utility
screening.
Reply: Please see Civil Drawings and their written response. Building equipment is not visible from Kechter
Road. Ground equipment (chiller, generator, etc.) is in a -vinyl-coated f ced in area on the south side
of the building.
14. Please indicato the type of ligktting source. The LUC lists incandescent and high-pressure sodium light sources
with low contrast and brightness as acceptable light sources. Current Planning would like to see the fixtures
specified as high-pressure sodium.

Planning Staff has reviewed the plans and we offer the following comments:
1. Please provide a vicinity map for the plan set Several other review agencies and I bad difficulty locating the site
based upon the limited information presented.

Based upon the overall square footage only, it appears that parking is adequate.
Reply: There is no auditorium. Gymnasium has no built-in seating. Owner has accepted the number of
parking stalls shown.
I The plat+ lacks dimensions. The parking spaces, handicapped parking, drive aisles, sidewalks, and sidewalk
separation should be dimensioned. Please provide other dimensions as reasonable.
