♦ Ground water levels near the ADS storm drain that partially circles the building to the
north and east are 14 to 15 feet in depth, per Geotechnical Engineering Report prepared
by Terracon. The average depth of the storm drain is 2-6 feet in depth. This drain system
is to provide supplemental drainage of the landscape area to the north of the building.
There is no intent for sub drain mitigation.
♦ The entrance to the school site does not consist of a driveway approach, but rather a
minor arterial entrance. An enhanced crosswalk detail has been provided.
♦ Kecther Road improvements are being provided on behalf of Willow Brook PDP.

Creek. They also state that parking is not a permitted use within a buffer area. The Land Use
Code, Fort Collins City Plan, Revised December, 1999 Division 3.4, Environmental,
Natural, and Cultural Standards, Section 3.4.1(E) — 3 states that, "a buffer zone includes a
distance that is, on average, less than eighty (80) percent of the minimum general buffer
distance recommended in the table (Article 3 Page 65 = 50' for Irrigation ditches that serve
as wildlife corridors), then the project will be reviewed through Planning and Zoning Board
Review." Our site has a parking lot with a surrounding drive that is bound by curb and
gutter. The distance between the back of curb and the top of bank varies from a minimum
distance of 48.10 ft and a maximum of 81.59 ft. On average, the parking area is
approximately 68.44 ft from top of bank.
Other comments provided by Natural Resources are that the wetland area be delineated
and that an ecological characterization study is needed. The wetland is now provided on the
utility plans.
9. Forestry had comments regarding the landscaping plans for the site. We are in coordination
with the landscape architect to allow adequate area for planting.
10. Street Oversizing states that there is no street oversizing participation by the proposed
school site. An 8' sidewalk is required along CR36 and 500' east and west of the school
property line and has been provided on the utility plans.
11. Transportation Planning Department
♦ The crosswalk on the northwest comer / main entrance has been aligned with the
intersection. The sidewalk at the intersection is detached with directional access ramps
per City's street standards.
♦ An additional enhanced crosswalk has been provided in the parent pick up and drop off
area to keep vehicular flow from speeding and to get pedestrians from the parking lot to
a safe sidewalk.
♦ A connection to the southern edge of the school and park has been added between the
parking lots with access ramps and a striped crosswalk.
♦ The eastern crosswalk on Kechter Road has been aligned with the western side of
Cinquefoil Lane per redlines.
12. The Engineering Department provided current general notes that have been added to the
Utility Plans' cover sheet. The access ramps have been aligned with cross streets. The ramp
detail is currently per city standard. Signature blocks have been shown on the applicable
sheets. The overhead utilities are to be removed and power is to be provided by Light &
Power.
♦ Redline comments have been addressed and are provided on the current Utility Plans for
Staley Elementary School.
♦ The proposed irrigation pipe along CR 36 has been realigned to allow for tree planting.
♦ The north drive exiting the north parking lot will not be used for bus traffic.
♦ Curves CI and C12 have 25' radius to allow fire truck and bus departure. The 15'
radius designated on the redlines is for residential access, while this access occurs on a
minor arterial.

Civil Engineering Recommendations Proposed South Elementary School
Staley Property, Larimer County Road 36
Dear: Mr. Grubb
This letter is in response to the comments received from the City of Fort Collins and other entities.
Specific revisions include:
1. Poudre Fire Authority requests that the diagonal walk at the NE corner of the site be
converted to a minimum 12' drive to provide emergency access to the soccer fields. The two
sidewalks have been eliminated and one 12' walk will be provided with access via the
pedestrian ramp at this location.
2. AT&T had no civil improvement comments.
3. Fort Collins -Loveland Water District and the South Fort Collins Sanitation District
need their typicals and details shown and not the City of Fort Collin's details. The district
would also like the back -flow -prevention -device to be equipped with flow detection. These
changes have been addressed and are provided on the current utility plans.
4. Light & Power had concerns about the overhead power line along the south side of Kechter
Road conflicting with the installation of street lighting. The overhead line is to be removed
and power to the school will be supplied by Light & Power.
5. Parks Planning had no comments and is already working with P.S.D. to coordinate the
Staley neighborhood park site design.
6. Public Service stated that the final plat would need a 15' utility easement adjoining the
right-of-way on both sides of all internal streets and the south side of County Road 36. A
15' utility easement has been depicted on the Utility plans for the prototype elementary
school.
7. Building Inspection has no civil improvement comments at this time.
8. Natural Resources is concerned with the faculty parking lot being too close to the existing
channel. They require a 50' buffer zone (measured from top of bank) around the McClelland
