The plan shows the property line running down the middle of the County Road, yet indicates that there is 41 feet of right-of-way. The property line should follow the edge of the right-of-way. Reply: Changed to 42 feet and property line has been moved. 9. Existing and surrounding zoning should be shown either on the vicinity map, the context diagram, or the overall site plan. Reply: Surrounding land is in the County. If you still need this information, please contact the Owner. 10. A pedestrian connection between the west parking lot and the City Park may be appropriate. Reply: Good Idea! Added. 11. We recommend that you meet the City's fill tree stocking standards adjacent to the building; however, we understand the special use and traffic that a school building receives adjacent to the building. The standard reads as follows: `All landscaped areas within 50 feet of any building must provide formal and/or informal groupings of trees at 30 to 40 foot intervals for canopy shade trees, and 20 to 30 feet for evergreens and ornamentals (3.2.1 (D)(1)(c)J. " More shadetcanopy trees on the south side of the building would be consistent with the School District's desire to reduce the heat oasis around the building. Reply: We are providing far more trees than has ever been provided at any previous elementary school in Fort Collins. Trees and vegetation have been carefully placed to reduce the building's heat gain in the summer. However, consideration has been made to not placing plants where they will be damaged by the heavy usage of this facility. 12. The materials to be used for the trash enclosure are not indicated. Please be advised that the City would not typically allow chain link fencing with or without slats as a screening material as specified in section 3.8.11(2) of the LUC. Reply: See details on sheet I.I. The enclosure is covered with Trex, a recycled plastic and wood fiber lumber. 13. Please show the utility elements and the proposed screening for such elements on the plans. We ask that all HVAC and utility equipment meet the following standard of the LUC: Section 3.5.1(.i) (2)&(3) Utility meters, HVAC equipment, vaults, irrigation boxes, transformers, and other utility service functions (such as conduits, and vents) shall be located and screened so that the visual and acoustic impacts of these functions are fully contained and out of view of the adjacent properties and public streets. Please specify the material of any utility screening. Reply: Please see Civil Drawings and their written response. Building equipment is not visible from Kechter Road. Ground equipment (chiller, generator, etc.) is in a vinyl -coated fenced in area on the south side of the building. 14. Please indicate the type of lighting source. The LUC lists incandescent and high-pressure sodium light sources with low contrast and brightness as acceptable light sources. Current Planning would like to see the fixtures specified as high-pressure sodium. Reply: Please see E3.1. (These have been reviewed by Gary Schroeder, as well.) Inc. response. 1. Please provide a vicinity map for the plan set. Several other review agencies and I had difficulty locating the site based upon the limited information presented. Reply: Provided on Cover Sheet. 2. A lighting plan in conformance with City standards would be helpful to evaluate the impacts of the parking lot and site lighting upon adjacent properties. Reply: Lighting plan was submitted. Another is included herein. 3. Street trees are typically required along all public streets between the curb and a detached sidewalk at intervals of 30-40 feet. Please see section 3.2.1 (D)(2) of the City's Land Use Code. Reply: Street trees will be a part of the Kechter Road improvement package, submitted by Willow Brook. 4. Sheet 1.1 shows a heavy dashed line along the west side of the access road. What is this line? Is it the section or quarter -section line? Reply: Line has been removed. 5. What happens to the sidewalk connection to the northeast when the modular units are installed. Reply: Modulars have been relocated. 6. Staff cannot assist you with comments on the adequacy of parking because there is no information regarding the number of seats in the auditormi /gymnasium and no information regarding the projected number of employees. Based upon the overall square footage only, it appears that parking is adequate. Reply: There is no auditorium. Gymnasium has no built-in seating. Owner has accepted the number of parking stalls shown. 7. The plan lacks dimensions. The parking spaces, handicapped parking, drive aisles, sidewalks, and sidewalk separation should be dimensioned. Please. provide other dimensions as reasonable. Reply: Stalls and drives have been dimensioned. Other dimensions are indicated on the Civil drawings. Page 1 of 2
