SUBJECT: Harris Transportation Study
We are projecting the following traffic volume at Harris Bilingual Elementary School at
the completion of construction.
Six school buses are projected to load and unload on Smith Street from 8:00 to 8:20 A.M.
and from 3:00 to 3:15 P.M.
The remainder of the student population will be transported in an estimated 132 private
vehicles that will load andunload on Garfield and East Elizabeth Streets from 8:00 to
8:20 A.M. and from 3:00 to 3:15 P.M.
The school will staff forty-five employees. Fifteen employees will park in the lot that is
accessed by Garfield Street and thirty employees will use public parking on Garfield,
Elizabeth and Smith Streets.

Dear Ted,
Enclosed is our submittal of Hams Bilingual Elementary School Expansion and Remodel for Site Plan Advisory
Review. The school is located at 501 East Elizabeth Street.
Poudre School District is proposing a 20,000 square foot addition to the existing school. The 2 story addition will be
to the west and include new classrooms, a gymnasium/cafeteria and kitchen, and a new main entrance to the south. Two
free-standing out buildings which currently house the gym and classrooms will be demolished.
The architectural style of the addition will correspond to that of the original school building, built in 1919. Exterior
brick color and detailing and window style match the existing building. Hip roofs on the existing building and addition
will have red light -weight concrete tiles similar to the original roofing tiles.
Site work will include additional sidewalks continuing the curvilinear forms introduced in the recent playground project.
The existing parking lot on the south will be reconstructed and a new driveway off Whedbee Street will provide service
access to the kitchen and trash enclosure. The screen walls around the trash enclosure and utility yard will be 6 feet high
masonry with opaque gates. An effort is being made to conserve as many existing trees around the school as possible.
Additional trees will be planted to replace those being removed.

acceptable given the other opportunities to gain access to the school and minimal
impact on the general public.
7. Findings of Fact/Conclusion:
A. The request is a Site Plan Advisory Review for recommendation to the Poudre
School District Board of Education. The request is not a Project Development
Plan, Planned Unit Development, or Subdivision.
B. The location of the addition complies with the East Side Neighborhood Plan and
the Neighborhood Conservation Medium Density zone district.
C. The compatible architectural -form and matching materials complements the
existing structure and enhances the historic quality of the school campus.
D. All four surrounding public streets have existing sidewalks. New sidewalks will
connect both the north and south entrances to the public streets.
E. There are no public street or sidewalk improvements required to serve this
project.
RECOMMENDATION:
Staff recommends that the Planning and Zoning Board advise the Poudre School
District Board of Education that the -location, character and extent of the proposed
Harris Bilingual Elementary School::; Expansion, #6-01 is appropriate and conforms to the
elements relative to the adopted master plan (City Plan) of the City.

3. East Side Neighborhood Plan:
The Harris School is located in the 'Preservation Area," a sub -district of the East Side
Neighborhood Plan. The school is considered a "contributing structure" to the Laurel
School Historic District and is on the Colorado Register of Historic Places.
Public schools are recognized in the ESNP as permitted uses in the Preservation Sub -
District. The sensitive architecture and use of compatible materials will enhance the
established historic character of the school. Staff, therefore, finds that the proposed
addition meets the vision of the East Side Neighborhood Plan.
4. Land Use:
As mentioned, the site is located in,the.,WC-M, Neighborhood Conservation Medium
Density zone district. Public schools are permitted uses within this district.
5. Design — Historic Compatibility:
The architectural style of the addition will,blend in with the original structure. The two-
story height will match the existing school so there will be compatible mass and scale.
The exterior brick color and detailing will correspond to the original. The new windows
will match the style of the existing. Hip roofs on the existing building and addition will
have red, light -weight concrete tiles similar to the original roofing tiles.
6. Transportation:
Primary pedestrian access will be directed to the south entrance with secondary access
provided on the north along Elizabeth Street. Sidewalks are presently installed on all
four public streets leading to both north and south entrances. A new eight foot wide
walk will connect the south entrance to Garfield Street.
Six school buses will load and unload on Smith Street. Private vehicles will load and
unload on Elizabeth and Garfield Streets. Staff will park in the parking lot and along the
surrounding public streets.
The staff and visitor parking lot will be improved and located on the south side of the
campus. Access will be from Garfield Street.
A service drive will be constructed on the west side of the gymnasium/cafeteria. This
will allow deliveries to be made to the kitchen. The delivery trucks will temporarily block
the sidewalk. This condition has been investigated and found to be infrequent and

COMMENTS:
1. Background:
The surrounding zoning and land uses are as follows:
N: N-C-M; Residential
S: N-C-M; Conoco Service Station and Residential
E: N-C-M; Residential and Church
W: N-C-M; Residential
The original school was built in 1919. Over the years, a detached gymnasium, modular
classrooms and a steel storage building have been added to the campus. A new
playground was built just a few years ago. The area is included in the East Side
Neighborhood Plan, adopted in 1986. The school used to be combined with Laurel
School as a neighborhood school. Harris is now a bilingual immersion school open to
any student within the district, space permitting.
2. Right to Advisory Review:
Colorado Revised Statutes provide two specific references which allow the City to
review the planning and location of school sites.
A. Section 22-32-124, C.R.S., as amended, addresses the right of the School
District to construct schools within a municipality and the location or manner of
construction of such schools. The statutes specifically limit the municipalities'
participation in the process to a limited right of review and appeal to the Board of
Education.
B. Section 31-23-209, C.R.S. provides that no public building shall be constructed
or authorized in a city until the "location, character and extent thereof' has been
submitted for approval by the Planning and Zoning Board. In the case of
disapproval, the Planning and Zoning Board shall communicate its findings to the
School District. The disapproval of the P & Z Board may be overruled by the
School Board by a vote of not less than two-thirds of its membership.
Under Section 31-23-209, C.R.S., the Planning and Zoning Board should make a
finding as to the location, character, and extent of the public building relative to the
adopted Master Plan (City Plan) of the City. Such findings help ensure that the
proposed project conforms to the adopted plan of the City of Fort Collins.

PROJECT DESCRIPTION:
Request to expand and remodel Harris Bilingual Elementary School in order to add one
class per grade. New construction includes a two-story classroom addition, new
gymnasium/cafeteria/kitchen and new main entrance on the south elevation. Demolition
includes removal of the old gym, modular classrooms and a steel storage building. The
additions will be architecturally compatible with the existing structure. The school is
located at 501 East Elizabeth Street and zoned N-C-M, Neighborhood Conservation
Medium Density.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The City's right to advise the Board of Education on matters relating to the Harris
Bilingual School is found in Colorado Revised Statutes. These statutes allow the City to
comment on issues relating to compliance with the comprehensive plan (City Plan) and
the location, character and extent of the project. The school is located in the
"Preservation Area" of the East Side Neighborhood Plan. The architectural design and
materials of the addition complement the existing structure. Public schools are
permitted uses in the zone district. New sidewalks will connect the entrances to the
public streets.
