8. Please indicate how the service drive drains. In order to resolve drainage
issues, please contact Basil Hamdan, Stormwater Utility, 221-6681.
9. After checking with Engineering, the service drive may be shifted to the
south to provide greater separation from the existing street tree. Be sure
to stay five feet off the property line.
This concludes Staff comments at this time. The project is scheduled for the
March 15, 2001 Planning and Zoning Board public hearing. Please note the
following for this hearing:
One set of 81/2 x 11 reductions of the site, landscape and architectural
plans are due on Monday, February 261h
Ten sets, folded, 24 x 36, of the site, landscape, and architectural plans
are due on Monday, February 5th
Digital images for a power point presentation are due Monday, February
5th. Please contact Ginger Dodge, 221-6750, if you have formatting
questions.
The Planning and Zoning Board worksession will be on Friday, March 9th
noon until 3:00 p.m. Please note that we are scheduling this item for the
consent agenda.

Staff has reviewed the request for Harris Bilingual Elementary School Expansion,
Site Plan Advisory Review and offers the following comments:
If any of the public sidewalks along the four streets are in disrepair or
missing, they should be fully repaired or constructed, whatever the case
may be.
2. Any cutting of a street will require a Street Cut Permit from Engineering.
There is a sliding scale fee based on the condition of the pavement.
Please contact Rick Richter, 221-6605, in the Engineering Department for
further information regarding the permit and fee for this work in the public
right-of-way.
3. Staff is concerned about any new construction encroaching into any
existing easements. Please provide documentation indicating that there
will be no such encroachments.
4. There are parents who pick-up/drop-off on Elizabeth Street. Has any
consideration been given to constructing stairs in the middle of the block
connecting the sidewalk to the north entrance?
5. Similarly, there are parents who drop off on Garfield. Will there be a no
parking zone on the street to facilitate this pick-up/drop-off activity?
6. There will be an increase in imperviousness. This will require a variance
from the Stormwater Utility which will be approved. There is a concern
about the dry well. The use of a dry well is not preferred. Rather, storm
flows should be routed south to Garfield.
7. The Drainage Report should address Erosion Control Criteria.
