The Engineering Department is concerned about the proposed diagonal parking on Garfield. This is not a desirable situation near schools as it causes safety issues for pedestrians and bicyclists. 12. A neighborhood information meeting will be required. You have already received the notification area map. Two sets of mailing labels should be provided, one for the neighborhood meeting and one for the Site Plan Advisory Review public hearing. Please provide $0.50 cents per name per set of labels. For further information regarding the neighborhood meeting or submittal and processing of the request, please contact Ted Shepard, 221-6750. 4. A grease trap will be needed for the kitchen. Normal plant investment fees will apply. Please contact Mary Young, 221-6681, to determine if raw water rights are needed. For any other questions regarding water and sewer services, please contact Jeff Hill, 221-6681. 5. Electrical power will be supplied by the City of Fort Collins. Any relocation of existing system will be at the District's expense. Building site charges will apply due to the increase in panel size. If there is to be a new transformer, then the location and size needs to be coordinated with Light and Power. Some fees may have already been paid. The location of transformers must be coordinated at the so that it is within ten feet of hard surface for emergency change out. For further information, please contact Monica Moore, 221-6750. 6. The area is located in the Spring Creek Drainage Basin where the new development fee is $2,175/acre which is subject to the runoff coefficient reduction. This fee applies only to new impervious surface. Please note that the existing modular classrooms will probably not be counted as existing impervious surface. Water quality, in the form of extended detention, will be required. The best management practice would be to provide the extended detention for the parking lot. The Department of Natural Resources advises that there should be sufficient area in the trash enclosure for recycling containers. Also a Fugitive Dust permit may be needed from Larimer County Health. 8. The Transportation Planning Department cautions that vehicles using the service drive on Whedbee will block the sidewalk. This is not desirable but may be permitted if the frequency and duration of the sidewalk being blocked is minimal and during off-peak times. Information on how this service drive will be used should be provided. Also the idea of providing diagonal parking on Garfield may not be supported as this type of parking creates safety and visibility problems for pedestrians and bicyclists. 9. The school is considered to be a historic structure. Please contact Karen McWilliams, 221-6176, for some ideas on how best to mitigate the mass of the new addition and reduce the impact on the existing building. 10. Be sure that the driveway on Whedbee is at least ten feet from the southern property line. Any damaged or missing sidewalk, curb or gutter must be repaired. Any street cut must be patched in accordance with the newly adopted standards. Be sure that proposed improvements do not encroach onto any existing or proposed easements. ITEM: Harris Elementary School Expansion and Remodel MEETING DATE: December 4, 2000 APPLICANT: Poudre School District c/o Ms. Rebecca Spears, RB+B Architects, 315 East Mountain Avenue, Fort Collins, CO. 80524. LAND USE DATA: Request to expand and remodel the Harris Elementary School to add one track per grade. Demolition includes removal of existing modular classrooms and a steel building. New construction includes new classrooms, gymnasium, kitchen and main entrance. The parking lot would be re -surfaced. There would be a new driveway on Whedbee to provide service access to the kitchen. Diagonal parking on Garfield is proposed. The site is located at the southeast corner of East Elizabeth and Whedbee Street. COMMENTS: The area is zoned N-C-M, Neighborhood Conservation Medium Density. Schools are a permitted use in this zone district. The plan will be processed as a Site Plan Advisory Review to be considered by the Planning and Zoning Board. 2. The school will be required to be equipped with an automatic fire extinguishing system capable of delivering a minimum of 1,500 gallons per minute. The closest water line that can meet this requirement is an eight inch diameter water main located in Smith Street. This line is located on the west side of Smith Street. The site is surrounded by water and sewer mains but the four inch diameter water mains are incapable of providing the necessary fire flow. In Elizabeth, there is a four inch water main and an eight inch sanitary sewer main. In Whedbee, there is a ten inch water main and a 12 inch sanitary sewer main. Poudre School District agrees that the plan will be processed as a Site Plan Advisory Review to be considered by the Planning and Zoning Board. 2.) Poudre School District agrees with the automatic fire extinguishing system. North Star Design will design the connection to Smith Street. The connection will be coordinated with the City Water Department. 3.) All water mains and sewer lines have been noted. 4.) Design for the grease trap will be implemented. Poudre School District will contact Mary Young regarding raw water rights. 5.) The existing transformer will remain in its current location. R.J.McNutt, Electrical Engineer, will determine if the current size is adequate and will coordinate with City Light and Power. 6.) North Star Design is evaluating storm drainage and will coordinate with City Storm Water Department. 7.) General Contractor will obtain a fugitive dust permit if necessary. Design team to include space for recycling containers. 8.) Information on how the service drive will be used will be included in the Transportation Impact Study. 9.) Poudre School District has received, through RB+B, verbal approval from the Landmark Preservation Commission on the current plans and elevations. 10.) All plans will comply with the City standards. Utility plans will be supplied for review. 11.)
