X. CONCLUSIONS
Based upon the documented analyses and investigations, the following can be con-
cluded:
• Current roadway operations in the area of Plantation Manor are acceptable
during all peak hour periods.
d• Plantation Manor will generate 17 morning peak hour trips, 21 afternoon
peak hour trips, and 223 trips per day. These trips are considered minor.
iThe impacts of site generated traffic are negligible. This is evidenced by
the finding that overall intersection levels of service remain constant
whether or not Plantation Manor is developed.
• Per City criteria, traffic operations will be acceptable with the proposed de-
velopment fully builtout.
• Plantation Manor will enhance the pedestrian environment. It will result in
new sidewalk along Horsetooth Road adjacent to the site. Pedestrian lev-

els: of service will meet or exceed City criteria.
...Current and future bicycle levels of service will exceed those required by
-` j _City -standards. This site has direct access to both north -south -and east=
west on street bicycle lanes.
• Future transit operations are expected to achieve level of service 'B' condi-
tions. This level of service exceeds City standards.
Plantation Manor will not adversely affect the neighboring local street sys-
tem. It will, in fact, provide an efficient connection to Horsetooth Road re-
sulting in a net decrease in vehicles using the local streets.
In summary, the transportation demands associated with Plantation Manor are con-
sidered negligible. They can be easily absorbed and accommodated by the current
transportation system.

C. Levels of Service
Using the criteria presented in the Manual, current and future transit levels of service
were determined.
Current.travel time factors were calculated for both transit and automobile trips to Fort
Collins High School, Foothills Fashion Mall, the CSU Transit Center, and the down-
town area as defined in the Manual. Bus travel times and transfer times were ex-
tracted from the current Transfort bus schedule brochure. A 5 minute walk time from
the site to the bus stop locations at the Horsetooth Road — Dunbar Avenue intersec-
tion was assumed. Auto travel time assumed a 20-mile per hour travel speed. Auto
park and walk times were assumed to total 5 minutes. Current travel times for bus
and auto traffic were estimated and resulted in a travel time factor of 1.95.
By 2015, it is expected that weekday service hours will be extended to at least ac-
commodate any growth in demand. With the feeder transit corridor designation along
Horsetooth Road, improved headways, travel times and extended service hours can
be anticipated. This is expected to result in a future LOS "B" as shown on Table 3.
Sincethe`siteis located outside the designated mixed use centers and commercial
corridors, the established goal of LOS 'D' is exceeded.

C. Levels of Service
The City of Fort Collins defines level of service based upon connectivity of the site to
existing and planned bicycle facilities. In this instance, the site abuts existing bicycle
lanes on Horsetooth Road which connect to other bike lanes resulting in excellent
connectivity in all directions. This results in level of service 'A' being realized both
currently and in the future. The bicycle level of service work sheet is presented on
Table 2.
IX. TRANSIT
A. Existing Conditions
Transit stops are currently located in the vicinity of the Horsetooth Road — Dunbar
Avenue intersection: Bus route 6 provides 60-minute service to this location. Service
is available from 6:15 A.M. to 6:40 P.M., which is about 12'/z hours per day. Service
is expanded to-17'/z hours on critical days when CSU is in session. The current peak
load`factor, is less than 1.20 for a representative weekday peak hour.
B. Planned Improvements
Horsetooth Road is designated as a feeder transit corridor. With this designation,
improved transit headways and extended service hours can be anticipated ih the
future as demand increases.

Access to adjacent neighborhoods is available via several acceptable routes including
the route described to reach Rocky Mountain High School. No recreational areas are
within 1,320 feet of the site; however, Rossborough Park can be easily accessed
-� using the route described to the high school along Dunbar Avenue.

Based upon investigations into current and future pedestrian conditions, acceptable
' levels of service are currently being and will continue to be experienced. The pedes-
trian level of service worksheet is presented on Table 1. Asshown, all pedestrian
! factors are expected to operate at LOS 'B' or better conditions. This represents

acceptable conditions per City standards.

•_ . VIII. BICYCLE FACILITIES
A. Existing Conditions
Horsetooth Road borders the site and currently has on -street bicycle lanes. These
lanes connect to established bicycle routes on other area roadways including Dunbar
Avenue, Swallow Road, Casa Grande Boulevard, and Shields Street. Additionally, a
number of local streets are available for use. Excellent connectivity is therefore

provided in both the north -south and east -west directions.

development.

and pedestrian traffic signals facilitate crossing Horsetooth Road at Royal Drive, just

dB. Planned Improvements
dThe pedestrian system planned with Plantation Manor will conform to current City
criteria. It will connect to the external pedestrian system thereby accommodating and
complimenting the integration of pedestrians into the site. Sidewalk will be built along
the site's frontage on Horsetooth Road. Big Ben Drive will connect to the existing
dsubdivision to the north and the existing sidewalk network.
C. Levels -of -Service
The City of Fort Collins multi -modal transportation Level -of -Service Manual (the
Manual) was used to assess both current and future pedestrian conditions. It was
determined that the site fits the "other" and "school walk area" classifications. These
classifications provide the basis for determining minimum level of service criteria.
Five factors .were assessed under current and future conditions. Per a conversation
with the school district, students from Plantation Manor will attend Johnson Elemen-
tary, Weber Junior High, and Rocky Mountain High School. Students attending the
elementary and junior high school are and will continue to be bused from this site.
The stop is located along Horsetooth Road in front of the site. High school students
are expected to either walk, bike, or get transported to school on their own. High
school students living at Plantation Manor can walk north on Big Ben Drive, meander
through the subdivisions to the north to the school. Alternately, they can go west to
Dunbar Avenue then north to Swallow Road and east to the high school.

As shown above, acceptable operations are expected under all traffic volume sce-
narios with the existing roadway geometry. Of particular importance is the fact that all
levels of service for the individual traffic movements remain constant whether or not
this development is built. On an overall basis, LOS A can be expected. Capacity
sheets are in Appendix F.
VII. PEDESTRIAN FACILITIES
A. Existing Conditions
The existing sidewalk system was field reviewed within 1,320 feet of the Plantation
Manor site. Particular attention was given to trips to the adjacent residential area,
recreation areas, and schools. Sidewalks currently exist along Horsetooth Road to
the west of the site. To the east of the site, there is a breach in front of Horsetooth
Stables. There is no sidewalk along Horsetooth Road adjacent to the site.
Pedestrian facilities have been installed under several editions of City design stan-
dards. This has resulted in varying designs; however, all facilities were determined to

B. Auxiliary Lanes
Prior to commencing evaluation of future operating conditions with Plantation Manor
fully built, peak hour traffic volumes were reviewed to determine the need for auxiliary
lanes at the Horsetooth Road — Crescent Drive intersection. This resulted in the
following determinations:
• A left turn lane is currently numerically warranted for the westbound to
southbound movement from Horsetooth Road to Crescent Drive. This
movement exceeds the eastbound to northbound movement and will be the
driving force behind the need for left turn lane installation. The eastbound
left turn lane may also be warranted once Plantation Manor is built. This
will be a direct result of background traffic diverting to this location Site
traffic contributes only 1 — 2 vehicles to this movement.
• The westbound right turn demand is generated by the site plus -diverted
traffic. Site traffic represents about 40 percent of this movement. A warrant
analysis using the total right turn demand in the short-term time frame found
that the right turn lane is not warranted.
Neither the left turn lane nor the right turn lane was assumed available in the short-
term horizon. Warrant sheets are presented in Appendix E.
C. Short -Term Operating Conditions with Plantation Manor
Operating conditions with Plantation Manor fully operational were assessed using the
existing roadway geometry (Figure 3) and the traffic volumes shown on Figure 7.
Resultant total traffic levels of service are shown below.

A. Traffic Diversion
The street system surrounding the site was reviewed to assess cut -through tr g trafficto
and from Plantation Manor. This review found that traffic from nearby areas are much
more likely to travel through Plantation Manor to access Horsetooth Road than the
amount of site traffic traveling through the adjacent neighborhoods to access other
roadways. Rossborough residents wishing to travel east on Horsetooth Road and/or
south on Shields Street (or other arterial streets) will likely use the Plantation Manor
connection to Horsetooth. These vehicles will be drawn from the 100± residences in
the area immediately north, west, and northeast of Plantation Manor. Some 6 — 8
blocks of out -of -direction travel is required to reach Horsetooth Road and travel east.
rThey will likely benefit and use the connection to Horsetooth Road through Plantation
Manor. Additional connections are expected in the future with development of the
parcel to the east. This will reduce traffic diverted through Plantation Manor.
Site traffic cutting through the Rossborough neighborhood was also estimated. The
Rossborough street system is circuitous, requiring Plantation Manor vehicles to travel
west to Dunbar Avenue before proceeding to the east and north. This requires some
6 blocks of out -of -direction traffic and is not seen as an efficient outlet: Some site
vehicles, however, may choose this route to get to Rocky Mountain High School.
Overall, a decrease on the Rossborough street system of some 25 —:40 peak hour
vehicles is expected. Site traffic expected to divert through the Rossborough neigh-
borhood is expected to be significantly less. An adjustment to total peak hour traffic
was made to reflect the anticipated diversion through the site. A map of the local
street system and the approximate area influenced by this project are available in
Appendix D.
1 Short-term total traffic is shown on Figure 7. As indicated, 665 vehicles per day will
use the site access road just north of Horsetooth Road. Of these vehicles, about 440
vehicles per day are vechiles cutting through from the areas north of the site.

Short-term conditions reflect the year 2005. This is consistent with the time frame
requested by the City. By this time, Plantation Manor will be fully built and occupied.
Short-term background traffic volumes are shown on Figure 6. Short-term back-
ground traffic was evaluated to establish conditions at the Horsetooth Road — Cres-
cent Drive intersection with the Plantation Manor development. Anticipated levels of
service under those conditions are shown below.

operations are at LOS 'A' conditions. Capacity worksheets are in Appendix C.
VI. TRAFFIC IMPACTS
In order to assess operating conditions with Plantation Manor fully operational, capac-
ity analyses were conducted at the Horsetooth Road — Crescent Drive intersection.
Total traffic (background traffic combined with site traffic) was developed. This in-
volved an assessment of traffic expected to use the site access (north of Horsetooth
Road) from outside Plantation Manor and Plantation Manor traffic expected to use
streets other than Horsetooth Road. This assessment is documented below.

C. Trip Distribution
Trip distribution is a function of the origin and destination of site users and the avail-
able roadway system. In this case, virtually all site traffic will use Horsetooth Road to
access the site. Approximate site traffic distributions were calculated using current
traffic patterns. This resulted in the determination that 80% of the site traffic will arrive
and depart the site from and to the east. The remaining 20% is expected to arrive
and depart to the west. The site connection to Big Ben Drive was considered and is
discussed later in this report. Morning and afternoon peak hour traffic resulting from
the distribution is presented on Figure 5.
V. FUTURE CONDITIONS
A. Roadway Improvements
No significant major roadway improvements are planned in the area of the site in the -
short-term. When and if improvements are made is largely speculative and cannot be
reasonably predicted. For analysis purposes, any future improvements are assumed
to occur well beyond the time frames considered in this study.
B. Short -Term Background Traffic Volumes
Background traffic was developed using an annual growth rate in the range of 2
percent per year. This factor was applied to existing traffic volumes to approximate
short-term conditions.

IV. DEVELOPMENT ISSUES
A. Project Description
Plantation Manor is a residential development with some 38 townhomes. It is ex-
pected that construction will start as soon as possible with completion and full occu-
pancy some time in 2002.
A single access point to Horsetooth Road is planned to serve this development.
Secondary access is planned via a connection to Big Ben, Drive. The concept plan for
this development is presented on Figure 4.
B. Site Traffic
Site traffic was estimated using Institute of Transportation Engineers (ITE) publication, _
"Trip Generation, 6th. Edition", a nationally recognized reference. Given the antici-
pated use, a townhome/condominium land use was selected. Trips associated with
Plantation Manor project are as indicatedbelow.

Horsetooth Road — Crescent Drive intersection as part of this study. This information
dis presented on Figure 2.

D. Existing Traffic Operations
Highway Capacity Manual procedures were used to quantify current intersection oper-
ations. Resultant levels of service (LOS) are indicated below for both morning and
afternoon peak hour conditions at the. Horsetooth Road and Crescent Drive intersec-
dtion. Traffic volumes from Figure 2 were loaded onto the current roadway geometry
shown on Figure 3„

controlled arterial street intersections with local streets. As shown above, all traffic
movements currently operate at level of service 'C' or better during peak hour periods.
This is indicative of overall intersection level of service 'A'. Capacity work sheets are
presented in Appendix B.

d III. EXISTING CONDITIONS
A. Existing Road Network
The Plantation Manor site is located on the north side of the Horsetooth Road —
Crescent Drive intersection. The site is bordered on the south by Horsetooth Road
with the terminus of Big Ben Drive on the north. Crescent Drive lies directly across
from the site to the south of Horsetooth Road.
Horsetooth Road is an arterial roadway having one lane in each direction adjacent to
the site. It is an east — west arterial roadway extending through most of Fort Collins.
Recent daily traffic is estimated at 12,000 vehicles per day. It has on -street bicycle
lanes through the area. There are no driveways along the south side of Horsetooth
Road in the area of the site. The posted speed limit is 40 miles per hour.
Crescent Drive is a north — south roadway that has one lane in each direction. It is a
local street according to the City of Fort Collins Master Street Plan.
':. Big Ben Drive is also a local street. It has one lane in each direction and currently
ends at the site's north boundary.
The Horsetooth Road — Crescent Drive intersection is currently under stop sign
control.
B. Surrounding Land Uses
The Plantation Manor site currently accommodates a single family residence. Resi-
dential developments exist in all directions from the site except to the immediate east.
The neighboring parcel to the east is occupied by Horsetooth Stables.

II. AGENCY DISCUSSIONS
Prior to undertaking this study, a scoping session was held with Eric Bracke. During
that discussion, it was determined that an abbreviated transportation impact study
was appropriate. Key items of agreement and direction are identified below.
• A full assessment of pedestrian, bicycle, and transit levels of service, needs
to be conducted.
The Horsetooth Road — Crescent Drive intersection, the future north leg of
which will become the primary site access, should be investigated. Week-
day morning and afternoon peak hour conditions should be investigated.
Other intersections are considered negligible.
• An assessment of existing and future short-term conditions is appropr'iete;;_;
The short-term was identified as the year 2005. This will easily include the
buildout of Plantation Manor.
Traffic growth on nearby arterial streets of 2 percent per year is reasonable
to estimate future background traffic.
• Mr. Bracke specifically asked that the impact of site traffic to the neighbor
hoods to the north be evaluated.
The above items are included or addressed in the following sections of this report.

I. INTRODUCTION
Plantation Manor is a residential development planned along the north side of Horse -
tooth Road across from Crescent Drive in Fort Collins, Colorado. A vicinity map is
presented on Figure 1.
This transportation impact study follows the established guidelines for such studies as
dare applicable and appropriate to the proposed project. The following key steps were
undertaken as part of this study.
