4.. Please refer to the attached comment sheet and redlines from Engineering. Please
note that the driveway must be constructed out of concrete within the right-of-
way. Also, the flares on the driveway are not appropriate for an attached walk.
5. Please refer to the attached comments and redlined Drainage Report from
Stormwater. Please note that even though stormwater detention is not required
for this site due to decreased imperviousness, extended detention is required to
comply with water quality standards.
6. Please show offsite grading or provide spot elevations to the west to verify that
flows from this site will not enter the Diamond Shamrock parcel or vice versa.
7. Please refer to the comment sheet and redline plans from Water/Wastewater. Be
sure to draw the existing meter pit to scale in all views of the plan set and provide
four foot minimum separation between outside wall of the meter pit and the
proposed building.
8. Be sure to provide the standard sanitary sewer bedding detail with the next
submittal.
9. Will the fire line service be abandoned? If so, it must be abandoned at the main.
This will require a street cut and permit from Engineering.
This concludes Staff comments at this time. As soon as these comments are addressed,
we will schedule the Type One public hearing. Keep in mind that you must respond to
these comments within 90 days or request a one -month extension. As always, please feel

Dear Cathy:
Staff has reviewed the revised plans for the Swallow Office P.D.P. and offers the
following comments:
As we have discussed, both the pedestrian access easement and vehicularibicycle
access easement that establish future connectivity to the abutting parcel to the
west need to be provided to the City prior to the public hearing.
2. The sidewalk needs to be constructed to the west property line at this time.
Otherwise, we have no effective method for ensuring the extension in the future
especially after the Certificate of Occupancy has been issued.
3. Staff is concerned about the draft language (Note Number 12) regarding this
future connection to the west. As drafted, the note assumes that the abutting
property owner is a party to an agreement. Since this is not the case, references to
the abutter's obligations are not legally valid. The note should reflect that the
obligation is on Swallow Office Final Plan and be revised to read as follows:
"Future potential vehicular, bicycle and pedestrian access to. be provided to the
abutting property owner to the west. These accesses are secured by dedicated
access easements granted to the City of Fort Collins. Such accesses shall be
considered secondary as primary vehicular, bicycle and pedestrian access to the
abutting property shall be gained via adjacent public streets and sidewalks.
The necessary improvements to construct such access, including all earth work;
utilities work; curb; gutter; asphalt; concrete; landscaping and irrigation repair;
replacement and enhancement; and all other costs shall be negotiated between the
abutting developer and the Office Owner or Office Owners' Association at such
time in the future as the abutting property seeks Final Plan Approval for re-
development."
