On the Landscape Plan, please revise Note No. 4 so it reads: "...125% of the value of the materials and installation..." 14. The Landscape Plan should note that existing trees along Swallow will be preserved. 15. Enclosed are comment sheets from other departments and agencies. This concludes Staff comments at this time. Please note that revised plans must be resubmitted within 90 days of the date of this letter. One 30-day extension may be granted. Otherwise, the Planning Director may remove the project from the development review system. As always, please call if there are any questions or concerns regarding these comments. Please note that extended detention is required for water quality and that this may or may not require the loss of one or two parking spaces. 5. Public Service cautions that all costs associated with the cut-off of existing service to the carwash, and installation of new service are chargeable to the developer. 6. Light and Power also cautions that any modification to the existing electrical system will be at the developer's expense. Also, the area identifie on the plans as "electric vault" near the northwest corner of the site is actually a pad -mounted transformer. . The minimum clearance from the concrete pad to the building and trees is three feet except on the front where eight feet is needed. Trees cannot be planted between the street and transformer. I 7. The Autumn Purple Ash is not an approved street tree. Please refer to the attached list of street trees that are acceptable to the City Forester. 8. It appears the tree grates on the south side of the building are only two feet beyond the curb of the parking stall. This may not work for vehicles with large front overhang. 9. The sidewalk on the south side of the building should be extended to the west property line. This will provide an access to the little convenience store for the office building occupants. 10. Be sure that there is sufficient space within the trash enclosure for recycle containers. 11. Please state in General Note No. 5 that the light source will be High Pressure Sodium and that the parking lot fixture will feature a "House Side Shield." This will match the information on the photometric plan. 12. On the Site Plan, please provide the following: A. Show and label a building envelope. B. Show and label handicap ramps at the entrance off Remington. C. Show and label a pavement pattern or striped crosswalk at the parking lot entrance. D. The elevations indicate a two-story building with a loft. This would make it a three-story building. Please revise the Site Plan and Land Use Statistics accordingly. Commi y Planning and Environmental vices Current Planning City of Fort Collins January 31, 2001 Ms. Cathy Mathis V-F Ripley 401 East Mountain Avenue Fort Collins, CO 80521 Dear Cathy: Staff has reviewed the request for Swallow Office Building and offers the following comments: The internal access drive should be designed to be extended to the west property line in the future in the event that the Diamond Shamrock parcel redevelop. The P.D.P. may continue to indicate a shrub bed and curb as presently shown. A note should be added to the plans stating: "Future potential vehicular access to be provided to the abutting property to the west. Such access shall be considered secondary as primary access shall be gained via adjacent public streets. The necessary improvements to construct such access shall be borne by the abutting developer." Accordingly, the drive aisle should be dedicated as an access easement. If the property is not to be replatted, then a separate easement dedication will be needed. This easement will be recorded with the final plan. 2. Please refer to the redline plans and comment sheet from Engineering. Please note that a transportation impact study is needed for two reasons: A. The appropriate parking stall setback from Remington cannot be determined without knowing the A.D.T. If the A.D.T. is over 100, then the first parking stall will have to be setback 40 feet. B. The pedestrian, bicycle and transit levels of service should be analyzed. 3. Please refer to the redline plans and comment sheet from Water and Wastewater.
