11. Internal Boulevard does not provide 2 points of access into the industrial park
and this new development.
12. Regarding Section 4.4(D)(3) of the LUC, what neighborhood center will 90% of
the dwelling units in this development be within % mile of?
13. The developer for the Stoddard Property must work out with the industrial park
any issues regarding shared streets.
14. How can the "future connection" to the north, through the existing railroad
switching yard, actually occur?
15. Has this developer negotiated with the mobile home park to the east for the
proposed trail connection? One trail connection is OK and this developer must
construct the bridge across the Lake Canal.
16. The proposed trail to the east, going across the Lake Canal, cuts through an
identified Urban Forest that is not shown on the ODP. Natural Resources just
received a new map showing this feature. There should be no loss of trees in the
Urban Forest. A 50' buffer must be shown around the Urban Forest.
17. A 50' buffer is required from the top of bank along the Lake Canal.
18. The ODP must show correct locations of off -site wetlands, along with the
required buffer zones.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
Under the development review process and schedule there is a 90 day plan revision
submittal time -frame (by the applicant to the City) mandated by the City. The 90
day turnaround period begins on the date of this comment letter (May 31, 2001)
prepared by the project planner in the Current Planning Department. In this case,
revisions must be submitted no later than Wednesday, August 29, 2001 by 5:00
p.m. Upon receipt, the revisions will be routed to the appropriate City departments and
outside reviewing agencies, with their comments due to the project planner no later
than the third weekly staff review meeting (Wednesday mornings) following receipt of
the revisions. At this staff review meeting the item will be discussed and it will be
determined if the project is ready to go to the Planning and Zoning Board for a decision.
If so, will be scheduled for the nearest Board hearing date with an opening on the
agenda.
8. A copy of the comments received from Katie Moore of the Engineering
Department is attached to this comment letter. A red -lined copy of the ODP is
being forwarded to the applicant. Please contact Katie, at 221-6750, if you have
questions about her comments.
9. Steve Olt of the Current Planning Department has offered the following
comments:
a. The secondary point of access issue is critical and must be addressed
with the next round of review. The Poudre Fire Authority is saying that
International Boulevard at Timberline Road provides only one point of
access. Other options must be investigated.
b. This property is in the LMN — Low Density Mixed -Use Neighborhood
zoning district. This is a repeat comment on the red -lined ODP that is
being forwarded to the applicant.
c. The Legal Description on the ODP indicates the AREA TO BE ANNEXED.
This property is already annexed into the City. This is a repeat comment
on the red -lined ODP that is being forwarded to the applicant.
d. The "Future Connection" to the north, into the existing railroad switching
yard, cannot be considered a second point of access for this
development, unless it can be acquired and built with Phase 1 of
development of the Stoddard Property.
e. The net residential density on this ODP cannot subtract out the street
rights -of way. Section 3.8.18(B)(1)(a) of the LUC allows dedicated right-of-
way for arterial streets only to be subtracted.
f. The reference to "unless otherwise dedicated to the City of Fort Collins" in
Project Note #2 on the ODP must be eliminated. The City will not want
common open spaces dedicated to the City. This is a repeat comment on
the red -lined ODP that is being forwarded to the applicant.

The following comments and concerns were expressed at Staff Review on May 23,
2001:
10. The ODP is not meeting the requirement for no development being more than
660' from a single point of access (without providing a second point of access).
d. Water quality needs to be provided. Please discuss.

4. GayLene Rossiter of Transfort stated that they have no concerns or comments
regarding this development proposal.
5. Craig Foreman of the Parks Planning Department stated they like the proposed
park location and size. in this area. They would like this park to be a public park.
Combine any development requirements with City funds.
6. Doug Moore of the Natural Resources Department offered the following
comments:
a. Show the new Urban Forest and Wetland mapping. The new mapping
from John Barnett's Ecological Characterization Map needs to be
transferred to the ODP.
b. Show the appropriate buffer zones on the ODP. A 50' buffer is required
around the Urban Forest, measured from the drip line/outside edge of the
forest. A 50' buffer is required along the Lake Canal irrigation ditch that
serves as a wildlife corridor. The buffer is measured from the top of bank
of the ditch.
C. Redefine the pedestrian bridge location. Work with the Natural Resources
and Transportation Planning Departments to find an appropriate location
within the Urban Forest buffer zone for the pedestrian bridge to help
minimize the impact on the forest.

7. Pete Wray of the Advance Planning Department offered the following
comments:
a. The regional trail along the Lake Canal is the responsibility of the
developer.
b. An LMN neighborhood center is required and needs to be shown on the

Staff has reviewed your revisions documentation for the Stoddard Property, Overall
Development Plan (ODP) — Type II Review under the Land Use Code (LUC) that
was submitted to the City on April 26, 2001, and would like to offer the following
comments:
Tom Reiff of the Transportation Planning Department offered the following
comments:
a. More information is needed regarding the future connection to the north
across the railroad switching yard.
b. Provide for and build a trail & bridge across the Lake Canal to connect to
the mobile home park to the east. Consult with Natural Resources and the
mobile home park for the best location for the trail & bridge. This should
be addressed in a letter.

2. Jenny Nuckols of the Zoning Department indicated that they have no concerns
or comments regarding this development proposal.
3. Basil Harridan of the Stormwater Utility offered the following comments:
a. Please show the Dry Creek floodplain on the ODP.
b. Please provide the entire drainage report with the next submittal for
documentation of drainage parameters.
