This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is a 90 day plan revision submittal time -frame (by the applicant to the City) mandated by the City. The 90 day turnaround period begins on the date of this comment letter (January 26, 2001) prepared by the project planner in the Current Planning Department. In this case, revisions must be submitted no later than Thursday, April 26, 2001 by 5:00 p.m. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting the item will be discussed and it will be determined if the project is ready to go to the Planning and Zoning Board for a decision. If so, will be scheduled for the nearest Board hearing date with an opening on the agenda. Please return all drawings red -lined by City staff with submission of your revisions. Also, the number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing Sheet (both sides). A copy of a letter received from Don Magnuson of the Lake Canal Company and the Lake Canal Reservoir Company, regarding the Stoddard Property, is attached to this comment letter. 16. Rick Richter of the Engineering Pavement Department stated that they have no concerns or comments regarding this development proposal. 17. Pete Wray of the Advance Planning Department offered the following comments: a. Multiple points of access are required. b. A neighborhood center is required. C. A greenway trail along the canal (between Mountain Vista and the Poudre River) should be provided. d. Please see the red -lined ODP that is being forwarded to the applicant. The following comments and concerns were expressed at Staff Review on January 10, 2001: 19. Access, access, access to the property appears to be a significant issue: 20. Regarding Section 4.4(D)(3) of the LUC, what neighborhood center will 90% of the dwelling units in this development be within % mile of? 21. What is the condition of the existing roadway system in the area? 22. The TIS addresses only destinations to other residential developments. 23. Because of the railroad switching yard as a potential obstacle, how can the continuity of a trail along the Lake Canal be accomplished? 24. Where will the storm water outfall for this site be? It cannot drain into the adjacent ditch. Off -site easements will be needed. 25. An Ecological Characterization Study must be done with this ODP request. Ij 7. GayLene Rossiter of Transfort stated that they have no concerns or comments regarding this development proposal. 8. Craig Foreman of the Parks Planning Department stated they would like to develop a 2 acre mini -park in this area. They want to continue to work with the developer with regards to the park. 9. Doug Moore of the Natural Resources Department offered the following comments: a. An Ecological Characterization Study and a Wetland Delineation (including water quality studies) are required at the ODP level of review for this project due to the large cottonwood trees, the Lake Canal, and the adjacent wetlands. Please see Section 2.3.2(H)(6) of the LUC. b. The buffer along the Lake Canal should be labeled as a Natural Habitat and Features Buffer, not as a 100' Access & Buffer. This buffer shall be measured from the top of bank, not from the centerline of the canal. C. The Open Space Buffer and the Natural Habitat and Feature are two different types of buffers and need to be labeled separately (please see red -lined ODP). Rick Lee of the Building Department stated that, due to the limited data provided, they have no comments regarding this development proposal. 12. Dennis Greenwalt of AT&T Broadband (cable television) stated that they have no concerns or comments regarding this development proposal. 13. Mike Spurgin of the Post Office stated that they have no concerns or comments regarding this development proposal. 14. Gary Huett of Public Service stated that there is an existing PSC high pressure natural gas line that parallels the west line of this property and may, in fact, be on this property. The owner of the property needs to research the exact alignment of this high pressure gas line with the Campion office of PSC (225- 7851) and show the existing easement for this line on future plans and plats. 3. Ward Stanford of Traffic Operations',offered the following comments: a. International Boulevard used to be a County road maintained by the businesses it served. It was necessary for the Dry Creek Mobile Home Park to work out an agreement with those business owners in order to use international Boulevard as their access. Traffic Operations does not see any dialogue about this project acquiring an agreement to use International Boulevard. Is an agreement no longer needed? Please provide documentation that the businesses in the industrial park are aware of additional use of International Boulevard for residential uses. b. What is the condition of the roadways used to access the development west of Timberline Road? Memory is that the sidewalks are intermittent and maybe the roadway surfaces are not in good repair. This project should improve the access roads to City standards, if not already. C. The ODP says one point of access for this proposed development. City standards usually require a minimum of two points of access. d. International Boulevard should be improved to a three lane cross section for left and right outs, onto Timberline Road, with adequate storage lane capacity. Please contact Ward, at 221-6820, if you have questions about these comments. 4. Basil Hamdan of the Stormwater Utility offered the following comments: a. This site is in the Dry Creek drainage basin. b. Please clarify the outfall for this site by submitting a conceptual overall drainage study. C. The outfall through the County street and then onto private property will require approval from the County and off -site easement(s). Doug Martine of the Light & Power Department stated that the developer may need to provide off -site easements to bring power from the corner of Timberline Road and International Boulevard to this site. 6. Tim Buchanan, the City Forester, stated that they have no concerns or comments regarding this development proposal. Commu"ity Planning and Environmental r-Prvices Current t ...nning City of Fort Collins January 26, 2001 Jim Sell Design c/o Vaughn Furness 153 West Mountain Avenue Fort Collins, CO. 80524 Dear Vaughn, Staff has reviewed your documentation for the Stoddard Property, Overall Development Plan (ODP) — Type II Review under the Land Use Code (LUC) that was submitted to the City on September 13, 2000, and would like to offer the following comments: The Stoddard Property, ODP was first submitted to the City on September 13, 2000 to meet an imposed State-wide deadline associated with the Amendment 24, Growth Initiative placed on the November 7, 2000 election ballot. This request was not routed through the City of Fort Collins development review process until December 12, 2000. 2. Tom Reiff of the Transportation Planning Department offered the following comments: a. The site is very constrained and lacks adequate multiple points of access and public facilities. The applicant must explore the potential to gain access points through the Collins Air Mobile Home Park to Timberline Road. This will relieve the stress placed on the Timberline Road and International Boulevard intersection. b. Amend the Transportation Impact Study (TIS) to show an accurate account of potential pedestrian points of origin and destination. For example, origins and destinations are not solely between residential and residential land uses. Due to the proximity of the industrial park (within % mile of the site) this has the potential to become an area for pedestrian destinations. The TIS should also address the proposed recreational off - road trail along the Lake canal.
