the south did have to assume 100-year runoff from a contributing
area on the north side of the canal. The pump station site could tie
into that system if the runoff were piped under the canal.
12. If the below -ground facility creates less than 350 square feet of
impervious surface, then no drainage analysis need be done. For
further information, please contact Glen Schlueter, 221-6681.
13. The site will be served by the City of Fort Collins Light and :Power
Department. The nearest electrical power is about one-half mile
north along Mountain Vista Drive near Adriel Hills. Providing 277/480
would not be a problem. Normal development charges would apply.
An electrical contractor needs to complete the Commercial„One (" C-
1") Form in order to determine entrance capacity and size of<the
transformer. Electrical power should be brought to the site�within
dedicated easements along public right-of-way. For further,
information, please contact Alan Rutz, 221-6700.
14. The site would have to be- landscaped. If fencing is needed, it should
be solid wood. If chainlink is used, it should be treated with.a green
or black vinyl cladding.
15. It is recommended that you check with Rick Lee, Commercial Plans
Examiner, Building Inspection Division, 221-6760, for the applicable
building permit fees for either the above or below -ground facility.
16. It is recommended that a pre -submittal meeting be scheduled in order
to determine the appropriate submittal documents either anabove-
ground or below -ground facility.
6. The ditch access road cannot be blocked. In fact, perhaps it would
be- efficient to share the ditch access road. Permission from the ditch
company would be needed. For further information, please contact
Sheri Wamhoff, 221-6605.
7. The requirement for a transportation impact study is hereby waived.
8. The site is located within the City's Mountain Vista Subarea Plan.
This plan calls for new streets and street alignments to serve the area
as,it develops over a long range timeframe. For example, Conifer is
planned to extend east to intersect with Timberline Road, north of the
subject parcel. Conifer is classified as a minorarterial street (two
lanes with continuous left turn lane). The subject parcel should not
preclude Conifer from extending along its proposed alignment. For
further information regarding the Mountain VWAa Subarea Plan,
please contact Pete Wray, 221-6376, or John�IQa,ggett, 221-6608.
9. The Larimer and Weld Canal will need a 50 wide buffer for a wildlife
movement corrido. If there are any prairie dogPthey must be
relocated or eradicated in a humane manner. ,Drought-tolerant
plantings or xeriscape materials are encouraged.' For further
information regarding natural resource issues,},please call Kim
Kreimeyer, 221-6750. '
10. The site is located in the Cooper Slough Drainage Basin where there
are no new development fees at this time. For.,�reference purposes,
64site is located in inventory grid number 12F Since the building
exceeds 350 square feet, a Drainage Report, Grading and Drainage
Plan and Erosion Control Plan must be included'In the submittal.
Please note that extended stormwater detention%is required to treat
the runoff. {
11. The site release rate may be the standard two-year historic rate and
detention for the difference between it and the 100-year developed
rate. The biggest issueis to find an appropriate"outfall for the
stormwater. Larimer and Weld Ditch cannot accept any runoff above
the 100-year historic rate. If the site runoff crosses_ the irrigation ditch,
the increased quantity would have to be followed to a point where it
has no affect on the outfall system. The Waterfield development to
COMMENTS:
1. The site will be served by the Poudre Fire Authority. Timberline Road
is classified as an arterial street. Therefore, the site must be
designed with a fire access road capable of supporting a 40 ton
vehicle and designed with a loop featuring 20 foot inside and 40 foot
outside turning radii. If the facility is above -ground, then there must
be a fire hydrant within 300 feet capable of delivering a minimum of
1,500 gallons per minute at 20 p.s.i. residual pressure. The address
must be visible from Timberline Road. If the facility is below -ground,
a fire sprinkler system will not be required. For further information,
please contact Ron Gonzales, 221-6570.
2. The site is zoned L-M-N, Low Density, Mixed -Use Neighborhood.
The proposed use is considered a public facility and is eligible for
administrative review. Recycled asphalt is acceptable as an
alternative parking surface. The building can be set back no more
than 25 feet from the property line, after the necessary dedications for
the standard arterial roadway classification.
3. Since Timberline Road is classified as an arterial street, there will
need to be 57.5 feet of half -width of right-of-way as measured from
the centerline of the road. There is likely 30 feet of half -width at this
time. This would require an additional 27.5 of right-of-way dedication.
In addition, there needs to be a 15 wide utility easement dedicated
along the roadway frontage behind the property line. Therefore, there
would be a total of 42.5 feet of total new dedication along Timberline
Road.
4. As a development, the project is required to improve the frontage
along the public roadway. The developer's obligation is for the "local
street portion" of the arterial cross-section. This typically involves
four feet of sidewalk, curb, gutter and about eight feet of asphalt.
These improvements can be done with the pump station, done in
coordination with Waterfield P.U.D. (located to the south), or
escrowed with a financial instrument acceptable to the City.
5. It does not matter to the City if the pump station parcel is owned in
fee simple by the District or leased from the land owner.

LAND USE DATA: Request for either an above —ground or below -
ground pump station. North Weld is connecting to a City of Fort Collins
water line and needs a pump station to convey the water to customers in
their service area. The desire is to have the pump station operating by
April of 2001. An above -ground facility would be approximately 40' x 60'
and constructed of split -face concrete block with a metal roof.

of the summary letter of issues covered in the Conceptual Review and address the issues with a memo.
The following numbered items correspond to the numbered comments on the Conceptual Review
summary letter:
1. Driveway design meets requested dimensions and load rating. As an easement, there is no physical
address for this pump station. If the Poudre Fire Authority would like to assign a reference number,
we'd be happy to display it on a post visible from Timberline.
2. Driveway material is roadbase in lieu of recycled asphalt. This material was selected to minimize
impact on rainfall runoff.
3. Easement and right-of-way requirements are being met.
4. North Weld County Water District is electing to design roadway improvements and escrow 150% of
estimated construction costs.
5. No issues to address.
6. K&M Land Company owns this land and is agreeable to our improvement and sharing of the ditch
easement access road.
7. No issues to address.
8. No detailed plans exist for the precise location of Conifer. However, City of Fort Collins Master
Street Plan illustrates Conifer centerline as an east -west %4-section line. This line is approximately
251 feet north of the pump station easement. Due to the uncertainty of the future Conifer alignment
and the developable property between the Summit View Pump Station easement and the 1/4-section
line, the design of Conifer frontage should be deferred to subsequent development of this area.
9. The requested 50-foot wildlife movement corridor will be satisfied. No prairie dog populations have
been observed at the site. Native drought -tolerant grasses will be planted.

Dear Ted:
As indicated on the `Submittal Checklist — Project Development Plan', we are required to provide a
`Statement of Planning Objectives' for the above -referenced project.
This objective of this project is to transfer potable water from existing City of Fort Collins facilities to
existing North Weld County Water District (NWCWD) facilities. The installation of an underground
pumping station and approximately one-half mile of 24-inch diameter ductile iron pipe will accomplish
this objective. The pump station site is located approximately one-half mile south of the Timberline and
Mountain Vista Road intersection. The pump station will be approximately 100 feet north of an existing
Larimer and Weld Canal, in an existing crop field.
This pump station will be completely buried with four small (3'x3') access hatches protruding from the
ground. Given the utilitarian function of the project, the `aesthetics' design goal was minimize impact to
adjacent surroundings and the natural lay of the land. Given the site location, this project is congruent
with the Mountain Vista Subarea Plan's requirements for open space. This small site (0.6 acres) is
located on dry ground with no wetlands. Grass seed planted after construction will be mixed to match
native, drought tolerant species.
This pump station and site will be leased from the current landowner (K&M Land Company) by
NWCWD. Maintenance of the station and site will be by NWCWD, who will monitor the pump station
through remote telemetry. Thus, there will be no significant times of occupancy. NWCWD expects to
visit the pump station for quick, weekly maintenance visits.
Hopefully, this letter outlines the basic function of this proposed facility, intent of design and congruence
with the basic planning objectives of the Mountain Vista Subarea Plan. Should you have any questions
