This memorandum is to outline the partnership between the Housing Authority and the Natural
Areas Department related to the Pond Area of the Village at Redwood shown on the attachment.
On December 20, 2012, the Housing Authority purchased 9.53 Acres for $230,000. The
Housing Authority is developing 6 plus acres of the property into an affordable housing
neighborhood complex (the Housing Area) and Natural Areas will accept ownership of and
manage approximately 3 acres of the west side of the property (the Pond Area) as a public
natural area, which includes the pond and approximately a 50' buffer on the east side of the
pond.
Ownership — The Housing Authority will donate the approximately 3 acre Pond Area to the City
Natural Areas Department.
General Agreement — Natural Areas will fund minor vegetation restoration and ongoing
maintenance of the vegetation within the Pond Area; fund the design, construction and
maintenance of the soft trails within the Pond Area; and manage and maintain the pond within
the Pond Area.
The Housing Authority will own, fund and maintain all improvements within the Housing Area
and they will build and maintain a paved trail from Redwood Street through the Housing Area to
provide public access to the Pond Area.
